Minutes of a Called Meeting of the City Council. Austin, Texas, July 23, 1896.
Hon. Lewis Hancock, Mayor, presiding. Roll called. Present Aldermen Glass, Linn, Platt, Powell, Robertdeau, Rosengren, Schneider, Shelley, Taylor, Tobin and Townsend. 11. Absent Aldermen Beaty, Fischer, Glaseock, Gorth, Haynes, Horton Lawless, Nitschke, Redd, Stumpf and Zilker 11
Call of Council Alderman Robertdeau moved a call of the Council, which was ordered. Alderman Schneider moved to take a recess of ten minutes. Carried. At the expiration of the recess the Council was called to order. Roll called. Present Aldermen Glass, Gorth, Horton, Linn, Platt, Powell, Robertdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor, Tobin and Townsend 14. Absent Aldermen Beaty, Fischer, Glaseock, Haynes, Lawless, Nitschke, Redd and Zilker 8.
Call suspended Alderman S. Linn moved to suspend the call of the Council, which motion prevailed by the following vote: Yeas Aldermen Glass, Horton, Linn, Platt, Powell, Rosengren, Schneider, and Townsend 8. Nays Aldermen Gorth, Robertdeau, Shelley, Stumpf, Taylor, Tobin 6. Aldelman Gorth moved a call of the Council, which was ordered. Aldermen Zilker and Beaty appeared in the Council Chamber and answered to their names. Alderman Robertdeau moved that the Council take a recess of ten minutes. Carried. At the expiration of the recess the Council was called to order. Roll Called. Present Aldermen Beaty, Glass, Gorth, Horton, Linn, Platt, Powell, Redd, Robertdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor, Tobin, Townsend and Zilker 17. Absent Aldermen Fischer, Glaseock, Haynes, Lawless and Nitschke 5. Alderman Powell moved to suspend the call, which motion prevailed.
Call for special meeting read The following call was then read:
Austin, Texas, July 23rd 1896. Hon. Lewis Hancock, Mayor, and Board of Aldermen, City of Austin: Gentlemen: The undersigned members of the City Council of the City of Austin hereby call a special meeting of the City Council to convene at 5 P.M. this 23rd day of July, 1896, for the purpose of considering an ordinance amending certain sections of an ordinance entitled "An ordinance providing for the management and operation of the Water Works, Electric Light and Power Plants of the City of Austin and establishing rules and regulations for the government thereof and fixing rates of service, and for such other matters in relation thereto that may be submitted. Austin, Texas July 23rd 1896, 4 Pm. City Marshals certificate of I hereby certify that the following named Aldermen have been served serving notice of called meeting with the above call by having it read to each of them in person, viz: Beaty, Glass, Gorth, Haynes, Horton, Lawless, Linn, Platt, Powell, Redd Roberdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor, Tobin, Townsend and Zilker, and that Aldermen Fischer and Nitschke have been served by a true copy being left at each of their respective places of business, they being out of the City, and that Alderman Glascock has been served by a true copy having been left at his last known place of residence in the City.

Ord. amending certain The Mayor then laid before the Council an ordinance amending sections of an Ord. providing certain Sections of an ordinance entitled "An ordinance providing for management & operation of the for the management and operation of the Water Works, Electric Light W. L. & Power plants and Power Plants of the City of Austin," etc. The ordinance was read a third time. Amendment to Sec. V Alderman Stumpf offered the following amendment to section V: Strike out of the ordinance the following: "The Mayor shall appoint a standing committee, composed of three Members of the City Council," and insert in lieu thereof the following: "There Shall be a standing committee of the City Council, composed of three members, who shall be elected by the Council." Alderman Dobell moved to amend the amendment by striking out the word "three" and inserting the word "four", which was lost by the following vote: Yeas Aldermen Glass, Powell and Schneider 3. Nays Aldermen Beaty, Gorth, Horton, Linn, Platt, Redd Roberdeau, Rosengren, Shelley, Stumpf, Taylor, Tobin, Townsend and Zilker 14 Amendment to Sec. V adopted The amendment of Alderman Stumpf was then adopted by the following vote: Yeas Aldermen Beaty, Glass, Horton, Linn, Platt, Powell, Redd, Roberdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor & Townsend 14. Nays Aldermen Gorth, Tobin and Zilker 3. Alderman Glass offered the following: Amend section 4, line 1 by striking out the word "Mayor" and inserting the words "Water and Light Committee", which was lost by the following vote: Yeas Aldermen Glass, Horton, Linn, Powell, Redd, Rosengren, Schneider and Townsend 8 Nays Aldermen Beaty, Gorth, Platt, Roberdeau, Shelley, Stumpf, Taylor, Tobin and Zilker 9. Previous question ordered Alderman Tobin moved the previous question on the final passage of the ordinance, which was ordered. Ord. failed to pass The ordinance was then lost by the following vote: Yeas Aldermen Gorth, Platt, Roberdeau, Shelley, Stumpf, Taylor, Tobin & Zilker 8 Nays Aldermen Beaty, Glass, Horton, Linn, Powell, Redd, Rosengren, Schneider and Townsend 9.
