Street Sprinkling Contract Dispute: The city reduced water rates for street sprinkling contractors from $6 to $4 per month after complaints that private citizens were watering their own lawns and streets, unfairly competing with the contracted service.

Municipal Elections Ordered: Council passed an ordinance to hold ward-by-ward elections for aldermen positions across the city.

Budget Approvals: The council appropriated $1,200 for Water and Light Plant salaries, $177.65 for professional services, and $50 for fire department equipment (a respirator).

Property Protection Request: A petition was submitted to build a protective rock wall around private property in Block 10, referred to the Street Committee for consideration.

Colorado River Bridge: The City Engineer requested council attention to a needed bridge across the Colorado River, with the Street Committee instructed to report back at the next meeting.

503 Minntes of a Regular Meeting of the City Council. Austin Texas November 16, 1896. Hon. Lewis [Sancoon], Mayor, Presiding. Roll call. Present Cleary, Fischer, Glass, Gouth, Haynes, Horton, Lawless, Nary, Nitschke, Platt, Powell, Bredd, Roberts-draw, Schmeltz, Jnr. Shelly, Stumph, Taylor, Townsend, and Tilket. 19. Absent, Aldermen Glasscock, Rosengran, and Obin. 3. On motion, Alderman Platt, the minutes were adopted as Printed without reading. Petitions Pet. of H. Hirschfeld to have rock wall built to protect his lots in Blk. 10. Communication from City Engineer req.d to Bridge across Colorado River. Police Comm. report on Marshals reports for Oct. Ord. Comm. report on pet. of Geo. Ash regarding erroneous assessment S.S. Phillipson Co. Special Comm. report on Street Sprinkling By Alderman Platt, Petition of H. Hirschfeld, asking that a rock wall be built to protect his lots in Block 10 of the City. This petition was read, and, on motion, referred to the Street Committee. A communication from the City Engineer in regard to the bridge across the Colorado River was read, and, on motion, referred to the Street Committee, with instructions to report at the next regular meeting of the Council. Alderman Powell, for the Police Committee, to whom was referred the reports of the City Marshal for the month of October, presented their report, stating that the reports had been examined and found correct. The report was ordered received and filed. Alderman Linn, for the ordinance committee, to whom was referred the petition of George Ash in regard to an erroneous assessment of the S.S. Phillipson stock of merchandise, presented their report recommending that the petition be granted. On motion, the report of the Committee was adopted. Alderman Taylor, for the Special Committee, to whom was referred a resolution in regard to street sprinkling, presented the following report, which was adopted: "Hon. Lewis Hancock, Mayor, and City Council of the City of Austin: Gentlemen: Your Special Committee, to whom was referred a resolution relative to the sprinkling of the streets of the City, beg leave to report that they have duly considered the same, and they deem it impracticable at the present time to do anything in relation thereto. Also, complaints made by the parties who were awarded the contract for street sprinkling. They represent that when they bid for this service, they did so under the impression that it was to be an exclusive privilege within the territory they covered; that they have since found out that individuals watered lawns, and permitted to sprinkle their streets in front of their premises. Thus, without reasonable grounds to refuse them, now they were in violation of the contract, & it would not be just to ask them to continue this service without further compensation or some modification of the contract. In view of this, we recommend no action thereon. --- Page break --- 304 believe that an injustice has been done the contractors, but that it would not be advisable to prohibit water takers from spining in front of their premises, and, therefore, recommend to your honorable body that the present contract price for water to the illuminating contractors be reduced from $6. per month, commencing September 1st 1896. to $4. per month to the expiration of their contract jan- uary 1st 1897. The Mayor laid before the Council an ordinance ordering an election Ord. ordering an Election of our Aldermen for each of the wards of the City. for Aldermen for each Ward The ordinance was read the second time and the blanks as to dates at of the City. which the election would be held, and the names of judges of election having been filled, the ordinance was passed under suspension of the rules by the following vote: Yeas Aldermen Beaty, Fischer, Glass, Goetz, Haynes, Horton, Lawless, Nitschke, Platt, Powell, Redd, Roberdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor, Tobin, Townsend and Zilker. 21. Nays None. On motion Alderman Sinn was excused from further attendance at this session of the Council. Ord. Approp. $1200. to pay By Alderman Lawless, an ordinance appropriating the sum of $1200. to Salary of Officers & Employees pay Salaries of Officers and Employees of the Water and Light Plant. of W. & L. Plant. The ordinance was passed under suspension of the rules, by the following vote: Yeas Aldermen Beaty, Fischer, Glass, Goetz, Haynes, Horton, Lawless, Nitschke, Platt, Powell, Redd, Roberdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor, Tobin, Townsend and Zilker 20. Nays None. Ord. Approp $177.65 to pay By Alderman Tobin, an ordinance appropriating the sum of $177.65 Noyes & Hazen for professional out of the Water and Light Fund to pay approved account of Noyes & services etc. Hazen for professional services etc. The ordinance was passed, under suspension of the rules by the following vote: Yeas Aldermen Beaty, Fischer, Glass, Goetz, Haynes, Horton, Lawless, Nitschke, Platt, Powell, Redd, Roberdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor, Tobin, Townsend and Zilker 20. An ordinance was passed, under suspension of the rule by the following vote: Messrs. Alderman Reuter, Fischer, Fluss, Goetz, Hynes, Horton, Lawless, Stiles, Taylor, Bowie, Rudd, Overdeaver, Jenkins, Schneider, Shelley, Stumpf, Taylor, Stein, Townsend and Gilman 30. Nays None. Ord. Approp. $50.00 to purchase a Lorb Respirator for Fire Dept. On motion of Alderman Stumpf, An ordinance appropriating the sum of $50. to purchase the Lorb Respirator now in the hands of the Chief, of the Fire Department.
