Austin Police Force Expansion and Bonds Approved in 1897

Police force expansion approved: Overwhelming support (14-8 vote) to add a new police officer after 1,791 citizens petitioned the council, including prominent German community members

Major bond purchase authorized: The city approved $11,100 in Water & Light bonds for the sinking fund (a savings/debt repayment account) to manage municipal finances

YMCA athletic field request: The Young Men's Christian Association requested use of the city park in the First Ward as an athletic field (except on Sundays) and was referred to committee for review

Budget allocations passed: The council approved spending on salaries ($7,455 for April), street repairs ($1,100), and pending accounts ($1,862.71) with little opposition

Administrative changes: Meeting time moved from 8:00 p.m. to 8:30 p.m., and the city clerk was granted leave for the week; the council also authorized printing 500 copies of the amended city charter

616 Minutes of a Regular Meeting of the City Council. Austin Texas April 19, 1897. Hon. Lewis Hancock, Mayor, Presiding. Roll called. Present Aldermen Cleaty, Fischer, Haynes, Kulm, Linn, Maddox, Mil... Platt, Powell, Reed, Roberdeau, Roselgren, Schneider, Skumks & Townsend 15 Absent Aldermen Belvin, Horton, Lawless, Nitschke, Shelley, Taylor and Zilker. Alderman Nitschke entered the Council Chamber. Upon motion of Alderman Linn the minutes of the previous Minutes previous meeting meeting were adopted as recorded without reading. adopted as recorded without reading Alderman Taylor entered the Council Chamber. Petitions. Pet. of P.W. Jobe regarding By Alderman Platt. Petition of P.W. Jobe, regarding excessive excessive valuation by Board valuation by the Board of Equalization in adding to his Assessment of Equalization the sum of $10,000.00 as Bills Redeemable, which said amount the Petitioner denies being possessed of, and asking the City Council to strike said amount from the Petitioners assessment. Read and referred to the Committee on Claims and Accounts. Alderman Belvin entered the Council Chamber. Pet. of J. Schapiro asking for By Alderman Cleaty. Petition of J. Schapiro, asking for a remittance remission of fine assessed in of fines assessed against him in the Recorders Court. Recorders Court. Referred to the Mayor without further action. Pet. of Y.M.C.A. for privilege of By Alderman Schneider. Petition of the Y.M.C.A. of the City of using Park in 1st Ward as an Austin, asking that they be granted the privilege of using the City Athletic Field. Park, in the First Ward, between San Antonio, 1st, 6th and Guadaloupe Streets, as an Athletic Field, (except Sundays). Alderman Horton entered the Council Chamber. Alderman Roberdeau moved to refer the Petition to the Committee on Parks, and the City Marshal which motion prevailed. Alderman Lawless entered the Council Chamber. Invitation from Austin Fire An invitation from the Austin Fire Department to attend a Dept. to attend Easter Picnic Easter Picnic on April 1st 1897 was read and accepted. Bond of City Treasurer The Mayor presented the bond of City Treasurer J.S. Myrick presented. which was on motion, referred to the Finance Committee. Alderman Zilker entered the Council Chamber. Finance Comee report on The Finance Committee presented the following report which Purchase of W. Wat Bonds was read and adopted. for Ye Sinking Fund Austin Texas April 19th 1897. Hon. Lewis Hancock, Mayor and City Council: As per resolution of this City Council, bids were invited for Twenty Thousand ($20,000.00) Dollars, Austin Water & Electric Light 5% Bonds, in response to which the following bids were received. Jno. Dabit, St. Louis $10,000. or less at ½ premium and interest Geo. W. Brackenridge San Antonio 19,000. or less at par and interest. M.C. Miller Austin 3,000. at 99½ In view of the fact that there is now about $10,000.00 in the Interest and Sinking Fund, upon [illegible] recommendation [illegible] ask [illegible] Geo. W. Brackenridge [illegible] --- Page break --- 617 and M.R. Miller, be accepted and that an appropriation $1,700.00 or so much thereof as may be necessary, be appropriated out of the Interest & Sinking Fund for the purchase of said Twenty-two Bonds Respectfully, A.W. Finance Committee Lewis Hadcock Mayor Police Comie report on City Alderman Powell for the Police Committee, to whom was referred Marshals reports for March the reports of the City Marshal for the month of March 189[?] presented a report stating that the reports had been examined and found to be correct. The report was adopted. Police Comie report on pet. The Police Committee to whom was referred the petition of John of Jno. Chenneville for Chenneville, asking for reinstatement on the Police Force, presented reinstatement on Police force the following report which was read. Austin, Texas, April 15th 1897. To the Honorable Lewis Hancock, Mayor, and Board of Aldermen of the City of Austin: Gentlemen: Your Committee on Police, to whom was referred the twelve petitions embracing 1791 signers asking the Council to place Mr. John Chenneville on the Police Force of the City, having carefully examined the petitions, find a large proportion of the tax payers of the several wards, and many of our best citizens are among the signers, one of the petitions alone embracing the names of 143 leading Germans and having consulted the City Marshal on the subject, your Committee are of the opinion that an additional man on the Force, would be for the Public good. We therefore beg leave to report favorably, and that the petition be granted. B.W. Powell, H.L. Haynes, A.M. Belvin, Committee on Police. Alderman Roberdeau moved to adopt the report of the Committee. Alderman Maddox moved to lay the report of the Committee on the table. which motion was lost by the following vote. Street Comie report on pur- Alderman [illegible] for the Street Committee, presented the following chase of [illegible] [illegible] Bond for report, which was read and adopted: [illegible] [illegible] Austin Texas, April 10th 190[?] --- Page break --- 618 To the Honorable Lewis Hancock, Mayor, and Board of Aldermen of the City of Austin: Gentlemen: Your Committee on Streets, to whom was referred the petition of Citizens of the 8th Ward, in regard to opening an Alley in Outlot 61 Division B, running from East 11th St. to Puntapin St. beg leave to report, that we have examined the same, and find the Alley closed on the South the distance of about 170 feet and recommend that the petition be granted, and that the City Engineer be instructed to have the said Alley opened. The Mayor called Alderman Selvin, President of the Council to the Chair, stating that owing to indisposition, he was unable to preside further at this session of the Council. New Business. Ord. Amending Art 304 of the By Alderman Haynes, An ordinance amending Article 304 of the Revised Civil Ordinance Revised Civil Ordinances of the City of Austin, increasing the Police Force. The ordinance was read first time. Alderman Fischer moved to suspend the rule, and place the ordinance on its second reading. Alderman Maddox, moved to lay the ordinance on the table, which motion was lost by the following vote: Yeas Aldermen Beaty, Maddox, Miller, Nitschke, Redd and Shelley 6. Nays Aldermen Selvin, Fischer, Haynes, Norton, Kuhn, Lawless, Linn, Platt, Powell, Roberdran, Rosengren, Schneider, Stumpf, Taylor, Townsend and Zilker 16. The vote was then had on the motion of Alderman Fischer, to suspend the rule, and place the ordinance on its second reading, which motion was lost by the following vote. Yeas, Aldermen Selvin, Fischer, Haynes, Norton, Kuhn, Lawless, Linn, Powell, Roberdran, Rosengren, Schneider, Stumpf and Zilker 13. Read first time and a motion made to suspend the rules and place the ordinance on its second reading, which motion was lost by the following vote: Yeas Aldermen Belvin, Haynes, Horton, Kuhn, Lawless, Linn, Maddox, Miller, Platt, Powell, Redd, Schneider, Stumpf and Townsend 14. Nays Aldermen Beaty, Fischer, Kitschne, Roberdeau, Rosengren, Shelley, Taylor and Zilker 8. City Clerk Jno. O. Johnson Upon motion of Alderman Taylor, City Clerk Jno. O. Johnson, was granted leave of absence. granted leave of absence for the remainder of the week. Resolution to have 500 Alderman Powell presented a resolution authorizing the Mayor Copies of City Charter as to have 500 copies of the Amendment to the City Charter printed amended, printed & that in pamphlet form. 50 copies be bound. Alderman Roberdeau moved to amend the resolution by adding, that 500 copies of the City Charter as amended be printed and that 50 copies of that number be bound. Upon motion, the amendment of Alderman Roberdeau was adopted. Alderman Schneider moved that the word "Mayor" in the resolution be stricken out and, Printing Committee inserted in lieu thereof, which motion prevailed. Hour of Council Meeting Alderman Platt moved that hereafter the City Council meet at 8:30 changed from 8 o'clk. to o'clock instead of 8 o'clock as at present, which motion prevailed. 8:30 o'clock p.m. Upon motion of Alderman Taylor the Council adjourned.
