New peddler tax: Approved a $125 annual tax on traveling salespeople selling items like clocks, stoves, wagons, and sewing machines—though regular merchants who already paid occupation taxes were exempt from this extra fee.

Unanimous final approval: After making amendments to the tax ordinance, the council voted 17-0 to pass the revised business licensing and occupation tax regulations for Austin.

683 Minutes of a Called Meeting of the City Council. Austin, Texas, September 15, 1897. Hon. Lewis Hancock, Mayor, presiding. Roll of Council read The following call of the Council was read: Mayor's Office. Austin, Texas, September 15th 1897. A special meeting of the City Council is hereby called to meet at the City Hall at 5 o'clock p.m., this day, to consider and act upon an ordinance levying occupation taxes, which ordinance has been read three times, the action of the Council at the adjourned called meeting on September 14th 1897, in passing same by viva voce vote, not being in accordance with the requirements of the Charter and therefore void. Lewis Hancock, Mayor. City Marshal's certificate Austin, Texas September, 15th 1897. of serving Call 4. p.m. I hereby certify that the following named Aldermen have been served with the above call by having it read to each of them in person, viz: Cleaty, Delvin, Fischer, Haynes, Horton, Kuhn, Lawless, Maddox, Miller, Nitschke, Platt, Powell, Redd, Roberdeau, Ro- sengren, Schneider, Shelley, Stumpf, Taylor, Townsend & Zilker, and that Alderman Linn had been served by a true copy, having been left at his last known place of residence, he being out of the City. Present Aldermen Cleaty, Haynes, Horton, Kuhn, Maddox, Miller, Platt, Powell, Redd, Roberdeau, Rosengren, Shelley, Stumpf, Taylor and Townsend 15. Absent Aldermen Delvin, Fischer, Lawless, Linn, Nitschke, Schneider and Zilker 7. Ord. regulating licenses The Mayor laid before the Council an ordinance regulating licen& Occupation Taxes ses and Occupation Taxes in the City of Austin. Motion to reconsider the Alderman Powell moved to reconsider the vote by which the vote by which Ord. was passed ordinance was passed, which motion prevailed by the following vote: Yeas. Aldermen Cleaty, Haynes, Horton, Kuhn, Maddox, Miller, Platt, Powell, Redd, Roberdeau, Rosengren, Shelley, Stumpf, Taylor and Townsend 15. Nays, None. Alderman Delvin entered the Council Chamber. On motion Alderman Rosengren was excused from further attendance at this session of the Council. Amendment to Sect 36 Alderman Powell offered the following amendment to the ordinance: of Ord. being 36 a. Section 36 a. From every person, or firm who peddles out clocks, cooking stoves or ranges, wagons, buggies, carriages, surveys and other similar vehicles, washing machines and sewing, an annual tax of one hundred and twenty-five dollars (provided that a merchant who pays an occupation tax as such, shall not be required to pay this special tax, for selling articles as named in this section when sold in his place of business." --- Page break --- 684 Alderman Fischer entered the Council Chamber Alderman Maddox moved a call of the Council, which was seconded and the call ordered. Alderman Maddox moved to suspend the call. Carried. The amendment offered by Alderman Powell, was then adopted by the following vote: Yeas, Aldermen Beaty, Belvin, Fischer, Haynes, Horton, Kuhn, Maddox, Miller, Platt, Powell, Redd, Roberdeau, Shelley, Stumpf, Taylor and Townsend 16. Nays None Alderman Nitschke entered the Council Chamber. Amendment to Sec 8 adopted Alderman Haynes offered the following amendment to Section 8 of the ordinance: "Strike out the words 'not located in Austin'." The amendment was adopted by the following vote: Yeas, Aldermen Beaty, Belvin, Haynes, Horton, Kuhn, Maddox, Miller, Nitschke, Platt, Powell, Roberdeau, Shelley, Stumpf, Taylor & Townsend 15 Nays Aldermen Fischer and Redd. 2 Final passage of Ord. as The ordinance was then passed by the following vote: amended Yeas Aldermen Beaty, Belvin, Fischer, Haynes, Horton, Kuhn, Maddox, Miller, Nitschke, Platt, Powell, Redd, Roberdeau, Shelley, Stumpf, Taylor and Townsend 17.
