Austin Tax Rate Debate and Fire Department Needs

Tax Rate Increase Passes: After heated debate, Austin's city council approved raising the general revenue tax rate to 70 cents (up from the originally proposed 65 cents), passing with a narrow 11-10 vote.

Fire Department Emergency: Mayor Lewis Hancock urged the council to urgently purchase 1,500 feet of new fire hose, which the fire department critically needed. The council authorized the Fire Committee Chairman to advertise for bids.

Firearm Enforcement: Council adopted a resolution directing the City Marshal to crack down on illegal firearm discharge on South Austin's south side, where residents complained of constant gunshots.

City Finances: Monthly reports showed over $18,600 in tax collections and a general fund balance of approximately $4,400, with the city hospital treating 22 new patients and the police making 39 arrests in October.

704 Minutes of a Regular Meeting of the City Council. Hon. Lewis Hancock, Mayor, present. Austin Texas November 1st 1894. Roll called. Present: Aldermen Beaty, Delwn, Fischer, Haynes, Kuhn, Maddox, Nitschme, Platt, Powell, Roberdian, Presinger, Schneider, Shelley, Stump, Townsend, and Zilker 11 Absent: Aldermen Horton, Lawless, Linn, Miller, Reid and Taylor 6. On motion the minutes were approved as published, without reading. Alderman Miller and Reid entered the Council Chamber. Petitions, Etc. Pet. of Ackerman regarding Taxes. The Mayor laid before the Council a petition from N. Ackerman in regard to taxes, which was read and referred to the Committee on Claims and Accounts. Pet. of Thos. N. Hume petition. Hume regarding change of road. Also petition of Thos. Hume, Division Superintendent of the Internationional and Great Northern Railroad Company, in regard to a change of road, which was read and referred to the Street Committee. Pet. of Alfred Smith for Street work. Alderman Presinger presented a petition of Alfred Smith asking certain street work, which was referred to the Street Committee. Pet. of Hal. Mason asking for License Salary as Dog Catcher. By Alderman Platt. Petition of Hal. Mason, asking the Council to pay him for one weeks work as dog catcher. Referred to the Police Committee. The reports of the City Officers for the month of October, 1894 were laid before the Council, and on motion were referred to their appropriate committees without reading, except that of the City Treasurer, which was read. The City Engineer presented a report stating that he had complied with a resolution of the Council instructing him to notify the Rapid Transit Railway Company to comply with their charter in regard to their tracks and that said Railway Company is now complying with the terms of said resolution. On motion the report was laid over subject to call. Alderman Fischer, for the Water and Light Commission, to whom was referred a communication from the Water & Light Commissioners fixing rates to be charged for Water, Light and Rent, furnished the City, for the year [illegible] presented a report recommending the adoption of the [illegible] rates, and that the [illegible] may be authorized to enter into contracts for the [illegible] ensuing year at the rates stated. --- Page break --- 706 one report & the Committee was adopted Finance Com'te majority Alderman Townsend for the majority of the Finance Committee, to whom was report on Ord. levying taxes referred an ordinance levying taxes for the year 1897, presented the following for 1897 report: Austin, Texas Nov. 7th 1897. Hon. Lewis Hanover, Mayor, and City Council of the City of Austin: Gentlemen, Your Finance Committee to whom was referred an ordinance entitled "An ordinance levying taxes for the year 1897, beg leave to report the same back to the Council with the recommendation that it pass, with the following amendment: Strike out sixty-five cents in section 1 and insert seventy cents. Very respectfully, A.C. Townsend, W.D. Shelley. Finance Committee. Alderman Horton entered the Council Chamber. Alderman Taylor, a minority of the Finance Committee, presented a verbal report, recommending the passage of the ordinance without amendment. The report of the majority of the Committee was adopted by the following vote: Yeas Aldermen Beaty, Belvin, Fischer, Haynes, Horton, Kuhn, Maddox, Miller, Nitschke, Platt, Powell, Shelley, Stumpf, Townsend & Zilner 15. Nays Aldermen Redd, Robertson, Rosengren, Schneider & Taylor 5. Claims & Redd Com'te report on Alderman Platt, for the Claims and Accounts Committee, to whom was pet. of Mrs. Ben Walker referred the petition of Mrs. Ben Walker for damages to cow, presented a report recommending that the petition be not granted. The report of the Committee was adopted. Alderman Lawless entered the Council Chamber. Unfinished Business. Ord. levying taxes for 1897 The Mayor laid before the Council an ordinance levying taxes for the read second time. year 1897. The ordinance was read second time. Alderman Shelley moved to amend section 1 by striking out 65 cents and inserting 70 cents. Alderman Zilner offered an amendment to the amendment by inserting 70 cents instead of 70 cents. The amendment of Alderman Zilner was lost by the following vote: Yeas Aldermen Kuhn, Platt, Schneider, Stumpf, Townsend & Zilner 6. Nays Aldermen Beaty, Belvin, Fischer, Haynes, Horton, Lawless, Maddox, Miller, Nitschke, Powell, Redd, Robertson, Rosengren, Shelley & Taylor 15. The amendment offered by Alderman Shelley was then adopted. Alderman Zilner moved to amend the ordinance, section 1, by striking out 70 cents and inserting 70 cents, thus making the taxes for General Revenue 70 cents. The amendment was adopted by the following vote: Yeas Aldermen Haynes, Horton, Kuhn, Miller, Nitschke, Platt, Powell, Schneider, Stumpf, Townsend and Zilner 11. Nays Aldermen Beaty, Belvin, Fischer, Lawless, Maddox, Redd, Robertson, Rosengren, Shelley, and Taylor 10. Alderman Platt moved to postpone further consideration of the ordinance and that it be [illegible]. The motion was lost by the following vote: Yeas Aldermen Haynes, Lawless, Maddox and R[illegible] 4. --- Page break --- 707 Nays Aldermen Beaty, Belvin, Fischer, Horton, Kuhn, Miller, Nitschke, Powell, Redd, Robertdeau, Rosengren, Schneider, Shelley, Stumpf, Taylor Townsend and Zilver 17. Alderman Powell moved to suspend the rule and place the ordinance on its third reading, which motion was lost by the following vote: Yeas Aldermen Beaty, Belvin, Haynes, Horton, Kuhn, Miller, Nitschke, Powell, Schneider, Shelley, Stumpf, Townsend and Zilver 13. Nays Aldermen Fischer, Lawless, Maddox, Platt, Robertdeau, Rosengren, Taylor. Alderman Maddox moved that the ordinance be published in full in the proceedings of the Council. Alderman Nitschke moved to table the motion, which motion prevailed by the following vote: Yeas Aldermen Belvin, Haynes, Horton, Kuhn, Miller, Nitschke, Powell, Robertdeau, Rosengren, Shelley, Stumpf, Townsend and Zilver 13. Nays Aldermen Beaty, Fischer, Lawless, Maddox, Platt, Redd, Schneider and Taylor 8. On motion, Alderman Taylor was excused from further attendance at this session of the Council. Mayor's Special message The Mayor read the following special message: regarding [illegible] in Mayor's Office, 1500 ft. of Fire Hose Austin Texas, November 1st 1894. To the Honorable City Council: Gentlemen, Since presenting my message recommending a tax rate of 66 cents for General Revenue purposes, information has come to me from the Chief of the Fire Department that the department is in urgent need of 1500 feet of new hose. This need should be supplied at once. Therefore, recommend that the Council make provision for same. Respectfully, Lewis Hancock, Mayor. Resolution directing the Alderman Stumpf offered the following resolution which was read Chairman of Fire Committee to and adopted: "Be it resolved by the City Council of the City of Austin, advertise for bids for 1500 That the Chairman of the Fire Committee is hereby authorized and ft. Fire hose. directed to advertise for bids for furnishing 1500 feet of hose for use by the Fire Department of the City of Austin, and that the Fire Commissioners be requested to report upon such bids to the Council." Resolution directing the Alderman Redd presented the following resolution which was read City Marshal to enforce the and adopted: "Whereas, the constant discharge of firearms on the Ord. regulating the [illegible] south side of the river, and in the Corporate limits of the City, greatly of fire arms in South Austin to the annoyance of the residents of South Austin. Therefore be it Resolved, That the City Marshal be and is hereby instructed to An Ord. app. $45 to strictly enforce the ordinance regulating the same." pay per diem of Ald. By Alderman Townsend. An ordinance appropriating the sum of $45 to pay the per diem of Aldermen for the month of October 189..
