Present, Aldermen, Belvin, Crooker, Fischer, Haynes, Horton, Kuhn, Maddox, McLemore, Miller, Morris, Nitschke, Platt, Bowell, Redd, Roberdeau, Smith, Stumpf, Taylor, and Townshend. 19. Absent, Aldermen, Dealy, Shelley, and Zilker. 3. Minutes approved as printed. On motion, the minutes were approved as printed without reading. Petitions, etc. Pet. of Ellis Monroe asking pay for two horses killed by order of Sanitary The Mayor laid before the Council a petition of Ellis Monroe, asking pay for two horses killed by order of the Sanitary Inspector. Read and referred to the Committee on Claims and Accounts. Pet. of Citizens of Fairview Park asking that bridge be repaired. By Alderman Redd. Petition of Citizens of Fairview Park, asking that bridge be repaired. Referred to Street Committee and City Engineer, with instructions to furnish an estimate of cost of repairs, and report at the next meeting of the Council. Alderman Zilker, entered the Council Chamber. Pet. of Bd. of Trustees and Supt. of Blind Inst. for Street improvement. By Alderman Nitschke. Petition of the Board of Trustees and Super intendent of the Blind Institute, asking certain Street improvements. Read and Referred to the Street Committee. City Officers Reports. and Seventh Street, during the time he was repairing buildings, presented [illegible] recommending that the petition be grantd. On motion the report of the Committee was adopted.
Finance Comtee report on bonds of City Officers. Alderman Morris for the Finance Committee, to whom was referred the bonds of the City Treasurer, Marshal, Assessor and Collector, Sexton, Clerk, and Engineer, presented a report, stating they had carefully examined the same, and recommended that each of them be approved. On motion the report of the Committee was adopted.
Purchasing Comtee report on award of bids for Supplies. &c. Alderman Gelvin for the purchasing Committee, presented a report stating that they had awarded bids for Feed for City Teams, and stock at Hospital for Supplies at City Hospital, for Culvert Pipe, and for Coal at City Hall, ✓ and recommending that the Mayor be authorized to enter into bond with the parties as per their bids, and the award of the Committee. On motion the report was adopted.
Matron at City Hospital authorized to purchase in Open Market such supplies as are needed for immediate use & not included in Contract. Alderman Fischer moved, that the Matron at the City Hospital be authorized to purchase in open market such supplies as are needed for imme- diate use, and are not included in the Contract, which motion prevailed. New Business.
Resolution authorizing Fire Comt to ask for bids to re-floor Protection Fire Hall, & to repair Bell Tower of same. Alderman Roberdeau presented the following resolution, which was read and adopted. Be it resolved by the City Council of the City of Austin, that the Fire Committee be and are hereby instructed to ask for bids for reflooring Protection Fire hall, and for repairing the bell tower on top of same. By Alderman Nitschke: An ordinance appropriating the sum of $80. to pay Salaries of Two Drivers of Street Teams. The ordinance was read first time, and a motion made to suspend the rule and place the ordinance on its second reading, which was lost by the following vote: Yeas! Aldermen Gelvin, Crooker, Fischer, Haynes, Horton, Kuhn, Mc Lemore, Miller, Nitschke, Stumph, Taylor, Townsend and Zilker. 13. Nays! Aldermen Maddox, Morris, Blatt, Powell, Redd, Roberdeau and Rossingren. 7.
Ord. Appropriating $43.50 to pay Extra Street laborers. By Alderman Nitschke, An ordinance appropriating the sum of $43.50 to pay extra Street laborers for the month of December 189[illegible]. The ordinance was passed under suspension of the rules by the following vote: Yeas! Aldermen Gelvin, Crooker, Fischer, Haynes, Horton, Kuhn, Maddox, Mc Lemore, Miller, Morris, Nitschke, Blatt, Powell, Redd, Roberdeau, Rossingren, Stumph, Taylor and Townsend. 19 Nays None.
Election of City Policemen for ensuing year. Alderman Powell, moved that the Council now proceed to the election of Policemen for the ensuing year, which motion prevailed, and the Mayor appointed Aldermen Zilker, Roberdeau and Haynes as tellers. The Marshal submitted the following names for position as Policemen, viz: J.B. Blatt, O.H. Gibson, T.J. Cambs-, J.J. Eastin, Geo. Kennedy, E.C. Franklin, J.K. Hill, H. Maddox, C.C. Rood, Wm. Briggs, J.B. Best, Wilson Davis, Jno Onstaman, John Dines, E. Corriway, Jno B. Smith, B.L. Holcomb, O. Brown and Jno. W. [illegible], C.D. Brown, and J.B.N. [illegible]

Thomas J. Policam w elected on 1st Ballot Messrs Mc Cashin, J. D. O'Slatt, J. G. Campbell, D. B. Corwin, J. S. Corwin, H. Maddox Scott Wilson, O. H. Gibson, John Chumerville, J. D. Corwin, Joe Isherwood and O. H. Gibson having received a majority of all the votes cast, were declared elected Policemen for the ensuing term. There being two more to elect, another ballot was ordered, and the tellers announced the following as the result of the second ballot: Kennerly, 6 Votes; Follwell 3 Votes; Cato, 1 Vote; Sam Blatt, 2 Votes; Grizzard 9 Votes; Chapman, 8 Votes; Farrell, 1 Vote; Carrington 1 Vote, Mahorner 8 Votes. No one having received a majority a new ballot was ordered, which resulted as follows: Kennerly, 9 Votes; Follwell, 5 Votes; Cato, 1 Vote; Sam Blatt, 1 Vote; Grizzard 9 Votes; Chapman 8 Votes; Carrington, 1 Vote; Mahorner, 7 Votes. No one having received a majority of the votes cast, another ballot was ordered, and Mr. Follwing announced as the result of the fourth ballot: Kennerly, 7 Votes; Follwell, 5 Votes; Cato, 2 Votes; Sam Blatt, 2 Votes; Grizzard 9 Votes; Chapman, 8 Votes; Carrington, 1 Vote; and Mahorner, 7 Votes. No one having received a majority another ballot was ordered, and the following announced as the result of the fifth ballot: Kennerly, 9 Votes; Follwell, 3 Votes; Cato, 1 Vote; Sam Blatt, 5 Votes; Grizzard, 9 Votes, Chapman, 8 Votes; and Mahorner, 6 Votes. No one having received a majority, another ballot was ordered, and the following announced as the result of the sixth ballot. Kennerly, 9 Votes; Follwell, 2 Votes; Cato, 2 Votes; Sam Blatt, 3 Votes; Grizzard, 9 Votes, Chapman, 11 Votes; and Mahorner, 6 Votes. No one having received a majority, another ballot was ordered, and the following announced as the result of the seventh ballot: Kennerly, 11 Votes; Follwell, 1 Vote; Cato 3 Votes; Sam Blatt, 3 Votes; Grizzard, 9 Votes; Chapman, 11 Votes; and Mahorner, 6 Votes. Chapman having received a majority, was declared elected to serve as Policeman for the ensuing term. No one having received a majority of all the votes cast for the remaining vacancy, another ballot was ordered which resulted as follows: Kennerly, 8 Votes; Follwell, 5 Votes; Cato, 3 Votes; Grizzard, 9 Votes; Mahorner, 11 Votes Sam Blatt, 3 Votes.

No one having received a majority, another ballot was ordered, and the following announced as the result of the ninth ballot. Folwell, 1 Vote; Sam Blatt, 2 Votes; Grizgard, 8 Votes; Chapman, 5 Votes; and Mahorner, 6 Votes. No one having received a majority, a new ballot was ordered and the following announced as the result of the tenth ballot. Folwell, 1 Vote; Sam Blatt, 1 Vote; Grizgard, 10 Votes; Chapman, 7 Votes; Mahorner, 6 Votes. No one having received a majority, another ballot was ordered, and the following announced as the result of the eleventh ballot. Folwell, 1 Vote; Sam Blatt, 1 Vote; Grizgard, 11 Votes; Chapman, 7 Votes; Mahorner 5 Votes; Dempsey, 1 Vote; Terrell, 1 Vote.
Grizgard elected on 11th Ballot. Grizgard having received a majority of all the votes cast, was declared, elected to serve as Policeman for the ensuing term.
Ord. Appropriating $6000. for Street work. By Alderman Crooker. An ordinance appropriating the sum of $6000. for Street work during the year, the same to be apportioned, the several wards of the City, and to be expended under the supervision of the Aldermen of each On motion the ordinance was referred to the Street Committee.
Resolutions on death of Ex. Governor L. S. Ross! Alderman Goberdeau offered the following resolution: Whereas, the sad announcement of the death of Governor L. S. Ross has been made to the City Council of the City of Austin, while in open session; Therefore, be it Resolved, First, as Citizens of the Capital of the State, with whom he resided during the four years of his distinguished service as governor, we deem it a duty to declare the high esteem in which Governor Ross was held by the people of our City, in common with the people of the State, as one of its ablest and most distinguished sons, whose virtues and talents in peace, as in war, reflected honor upon himself, and upon our State. Second, That to his bereaved family we extend our sincere sympathy in their great sorrow, and of this body.
On motion the resolutions were unanimously adopted by a rising vote.
Ord. Appropriating $50.oo to pay S. G. Munn & R. S. Bullard for Occupation Taxes paid by them The Mayor laid before the Council an ordinance appropriating the sum of $50. for the purpose of refunding to S. G. Munn and R. S. Bullard, this amount paid out by them as occupation Taxes to the City of Austin, when, under the ruling of the Attorney General of the State of Texas, the occupation pursued by them could not be lawfully taxed by the City.
The ordinance was read first time, and a motion made to suspend the rules, and place the ordinance on its second reading, was lost by the following vote: Yeas, Aldermen, Belvin, Crooker, Blatt, Crecelius, Goberdeau, Rosengren, Taylor, Townsend and [illegible] C. Nays, Aldermen, Bischoff, Haynes, Horton, Hulen, Maddox, McLemore, Miller, Morris, Nitsche, Terrell, and Thumpp. 12 On motion the Council adjourned.
