New Public Infrastructure: The council approved a street clock to be erected at 622 Congress Avenue by the F.A. Bahn Optical & Diamond Company and authorized $100 to build a bridge at Congress Avenue and West Fifth Street (later amended to add another $100 for a bridge at Congress Avenue and West Second Street).

Municipal Finances: The city reported a healthy balance of approximately $26,000 across various funds, with nearly $22,000 collected in taxes and fees in March. Significant payments were made for bond interest and warrants.

Citizen Petitions: Residents of the 9th and 10th Wards requested that Attayac Street be opened, while dairymen and milk dealers petitioned to repeal certain milk sales regulations—both matters referred to committees for further review.

Printing Contract Dispute: The council resolved a dispute over newspaper printing by directing the Printing Committee to solicit new bids, opening the bidding process after the Evening Tribune challenged the previous award to the Statesman Publishing Company.

Employment and Pay Approvals: Multiple ordinances passed to authorize employee salaries and back-pay, including $2,823.90 for March salaries and backpay for sanitary workers, drivers, and street department staff.

782 Minutes of a Regular Meeting of the City Council. Austin, Texas April 04, 1898. The Mayor and President of the Council being absent, the Council was called to order by the City Clerk. On motion of Alderman Saylor, Alderman Slatt was elected President pro tem. Roll call. Present, Aldermen Beaty, Belvin, Brower, Haynes, Horton, Kuhn, Maddox, McLenore, Miller, Morris, Platt, Powell, Redd, Robertson, Stump, Saylor, Townsend and Zilken 18. Absent, Aldermen Fischer, Nitschke, Rose, Musgrove, and Shelley 4. Minutes approved as corrected On motion of Alderman Maddox, the minutes of the last meeting were corrected, showing that the Finance Committee, instead of the City Clerk were authorized to advertise for bids for $20,000. Water and Light Bonds of the Sinking Fund. There being no other corrections the minutes were approved as recorded. Petitions etc Citizens of 9th & 10th Wards petition to have Attayac Street opened By Alderman Kuhn. Petition of Citizens of the Ninth and Tenth Wards, asking that Attayac Street be opened. Referred to Street Committee. Hon. Mr. Edmonds, Mayor of Sherman invited to a seat on Mayor's platform. Alderman Haynes suggested to the Council that the Hon. Mr. Edmonds, Mayor of the City of Sherman, was in the hall, and moved that he be invited to a seat on the Mayor's platform, which motion prevailed, and the Chair appointed Alderman Haynes a committee of one to escort the gentleman to a seat on the platform. Pet. of J. P. & Ray Mc Donald to lease portion of Water St. By Alderman Morris. Petition of John P. and Ray Mc. Donald, asking the Council to lease to them a portion of Water Street upon which to build a wood working plant. Alderman Horton moved that the petition be referred to the Street Committee. Lost. Alderman Morris moved that the petition be granted. On motion the petition was laid over to come up under the head of new business. Link Ald. Miller excused. The Police Committee, to whom was referred the reports of the City Marshal for the month of February 1898, presented a report stating that the reports had been examined and found correct. The report was adopted. Alderman Taylor called attention to the fact that at the last meeting of the Council, a petition from the Houston and Texas Central Railroad Company asking permission to lay certain side tracks in this City had been received and referred to the Street and Ordinance Committees, and that no report from these Committees had been received and suggested that the Committees be requested to make a report. Alderman Shelley, Chairman of the Ordinance Committee, stated that owing to the absence of a majority of the Street Committee, from the City, no meeting had been held and no report could be made. Alderman Powers moved that the ordinance Committee and such members of the Street Committee as were in the City be authorized and requested to act upon the petition, and make report to the Council, which motion prevailed. Dairymen & Milk Dealers Committee report on a petition of M.E. Jackson, F.C. Wallace Hoge & Reed, Mrs. Knox, [illegible] asking the Council to repeal Sec 10 of an ordinance passed by the City Council [illegible] sale of milk [illegible] Alderman Briggs, Chairman of the Dairymen and Milk Dealers Committee, to whom was referred a petition from H.C. Harrison, M.E. Jackson, F.C. Wallace, G.E. Dilley, D. Rodes, James and Eldorado Dairies by W.M. Woodson, Hoge & Reed, Mrs Knox, Thomas & [illegible], asking the Council to repeal Sec. 10 of an ordinance passed by the present Council entitled, "An ordinance to regulate the sale of milk in the City of Waco, Texas," also Sec. 12 of the same ordinance, presented a report stating that the matter had been carefully considered, and recommended that the prayer of the petitioners be granted. Bruce asking for refunding of certain taxes paid for year 1895. paving the Council to refund to her certain taxes illegally collected for the year 1895, presented a report, stating that there was no authority of law for the collection of said taxes, as the property was not in the City limits, on January 1st 1895, and recommend that the amount paid be refunded to her, and presented an ordinance covering the matter, and recommended its passage. On motion the report was laid over to come up with the ordinance. Purchasing Comts report on award of bid for Feed for City teams & City Hospital. The Purchasing Committee, presented a report, stating that they have awarded the contract for furnishing feed for City Teams and for the City Hospital for the quarter ending June 30th 1898, to Messrs Robinson Bros., they being the lowest and best bidder. On motion the report was adopted, and the Mayor was authorized to enter into contract with the parties, in accordance with the award. Unfinished Business. Ord. repealing an Ord. to pay Salaries of Aldermen from Decr 1st 1897 to Nov 30 1898 indef- initely postponed. The Chair laid before the Council an ordinance repealing an ordinance appropriating the sum of $7640 to pay Salaries of Aldermen, for December 1897 to November 30th 1898. On motion of Aldermen Morris, the ordinance was indefinitely postponed. Ord. Appropg. $106.50 to pay extra Sanitary labor due Decr 1897 & Jan 1898. The Chair then laid before the Council an ordinance appropriating the sum of $106.50 to pay for extra Sanitary labor, for December 1897, and January 1898. The ordinance was passed under suspension of the rule by the following vote: Yeas Aldermen Beaty, Belvin, Crooker, Haynes, Horton, Huhn, Maddox, McLemore, Morris, Platt, Powell, Redd, Robertson, Rosengran, Shelley, Strunk, Taylor, Townsend and Zilker 19. Nays. None. Printing Comts report called up. Alderman McLemore called up the report of the Printing Committee submitted some time since, in which they recommended a bid of the Statesman Publishing Company, for Newspaper Printing, and the Von Boeckmann Printing Company for Job Printing, and recommended that the bids be accepted. On motion the Communication of the Evening Tribune, presented at the last meeting of the Council, asking that they be permitted to submit a bid for Newspaper Printing was read. Resolution directing Printing Comt to ask for bids for City Printing Alderman Haynes offered the following Resolution, which was read and adopted: Resolved First, that the Printing Committee advertise for bids for doing all City Printing, except Proceedings of the City Council. Second, also for bids for such Printing, including also the proceedings of the City Council for this fiscal year. The resolution was adopted by the following vote: Yeas, Aldermen Beaty, Belvin, Haynes, Horton, Huhn, Platt, Powell, Robertson, Rosengran, Shelley, Strunk, Taylor and Zilker 13. Alderman Silver moved to amend by inserting "$100 for a bridge on Congress Avenue and West Second Street, and providing that the lumber used should be 3 inches thick. The amendment was adopted, and the ordinance as amended was then passed under suspension of the rule by the following vote: Yeas Aldermen Beaty, Belvin, Brooker, Haynes, Horton, Kuhn, Maddox, McLemore, Morris, Platt, Powell, Redd, Roberdeau, Rosengren, Shelley, Stumpf, Townsend and Silver 17. Resolution passed at last meeting regarding invitation to Epworth League reconsidered & amended Alderman Haynes moved to reconsider the vote by which the Council at its last meeting adopted a resolution authorizing Mr. A. C. Lomax to invite the Epworth League to hold its next annual convention in this City. The motion to reconsider was then adopted. Alderman Haynes moved to amend the resolution by striking out the name of Mr. A. C. Lomax and inserting instead the words "the delegates from this County". The amendment was adopted, and the resolution as amended was then adopted. City Ordinance authorizing [illegible] for bids for $20,000 W. & L. Bonds for the Sinking Fund Alderman Taylor moved that the City Clerk be authorized to ask for bids for the $20,000 of Water and Light Bonds of the City for the Sinking Fund. The motion prevailed. Petition of Miss S. E. Pierson [illegible] [illegible] of Viewers and Commissioners on New Petition of Miss S. E. Pierson presented to the Committee Alderman Maddox moved that the matter be referred... The City Clerk laid before the Council the report of the Viewers and Commissioners on New Petition of Miss S. E. Pierson, together with the notices served on the Committee, Alderman Maddox moved that the matter be referred to the Committee on Streets and Alleys, and that the said ordinance --- Page break --- 788 Pet. of Jno O. & Ray W. Donald called up & withdrawn be referred to the City Attorney, to prepare and submit an ordinance in accordance with the report and the law, which motion prevailed. Alderman Morris then called up the petition of John O. and Ray McDonald asking the Council to rent them a part of the River walk.
