Tax Assessment Appeals: The council rejected petitions from citizens seeking reductions on their 1897 taxes, ruling the council lacked authority to overturn assessments set by the Board of Equalization—though they did approve a $115.69 tax credit for Mrs. L.T. Truse due to illegal collection.

Water & Light Utility Dispute: A contentious debate emerged over how much the city owed the Water and Light Commission, with aldermen divided on whether to form a special committee or refer the matter to an existing committee to settle the amount.

Infrastructure Challenges: A proposed bridge project on Congress Avenue couldn't proceed because costs would exceed the allocated budget, and the city sent four unused mules to pasture to cut expenses.

Budget Approvals: The council unanimously passed three spending ordinances totaling roughly $1,376 to pay for approved accounts, sanitary labor, and street work from the previous year.

Administrative Changes: The council voted to increase meeting times from 8 p.m. to 8:30 p.m., and approved adding Mrs. M.M. Milby to the city's regular payroll.

Minutes of a Regular Meeting of the City Council. Austin, Texas, May, 16th 1898. Hon. Jno. D. McCall, Mayor, presiding. Roll Called Present. Aldermen Beaty, Crooner, Horton, Maddox, Morris, Platt, Powell, Shelley, Shmidt, Taylor, Townsend and Silver 12. Absent. Aldermen Belvin, Fiedler, Haynes, Kuhn, McLemore, Miller, Nitschke, Redd, Robyrdeau, and Rosengren 10. Alderman Taylor moved the adoption of the minutes as recorded without reading. Minutes read and Alderman Maddox demanded reading. adopted. The minutes were read and adopted. Aldermen McLemore, Haynes, Miller, Redd, Kuhn, Nitschke and Belvin, entered the Council Chamber. Petitions. Pet of Searbrough & Hicks The Mayor laid before the Council a petition from Searbrough & Hicks asking to reduce assessment a reduction of their assessment for the year 1897. Read and referred to the Claims and Accounts Committee. Reports of Standing Committees. Police Comte report on Alderman Powell for the Police Committee, to whom was referred the reports City Marshals report. of the City Marshal for the month of April 1898, presented a report stating that the reports had been examined and found correct. The report was adopted. Claims Accts Comtte. Alderman Platt, for the Claims and Accounts Committee, to whom was referred report on pet of W H Farrington the petition of W. H. Farrington, asking a reduction of his assessment for taxes for 1897, as fixed by the Board of Equalization, presented a report, stating that the Council had no authority to grant the relief asked, and therefore recommend that the petition be not granted. The report was adopted. Unfinished Business. Ord. to allow Mrs. L.T. The Mayor laid before the Council an ordinance directing the City Assessor and Truse credit made 3rd time Collector to allow Mrs. L. T. Truse a credit of $115.69 on taxes for 1897. The amount thus allowed being taxes illegally collected from her for the year 1897. The ordinance was read third time. City Attys. report on The Mayor laid before the Council the following report from the City Attorney: Annex Just. Austin, Texas, May 16th 1898. To the City Council of the City of Austin: The City Assessor and Collector reports that the amount of money collected from persons and property brought within the City limits by the amended Charter of 1897, upon the assessment of that year, is $14,756.49. The report is submitted herewith. Respectfully, S. B. Lochban City Attorney. Alderman Platt moved that the ordinance do now pass. Alderman Taylor moved as a substitute, that the ordinance be referred to the Finance Committee, which motion prevailed by the following vote: Yeas, Aldermen Beaty, Haynes, Horton, Kuhn, Maddox, McLemore, Miller, Morris, Redd, Henning and Taylor 11. Alderman Nitschke moved as a substitute, that the matter be referred to the Water and Light Committee, which motion prevailed. Alderman Delvin was excused from further attendance at this session of the Council. Rentals of Telephones Alderman Morris stated that rentals for the Telephones used by the City from and reduced to 1.50 per mo. after May 1st 1898, would be $1.50 each. Mrs M Milby's name Alderman Morris moved that hereafter the name of Mrs M.M. Bridges on Congress Ave can Alderman Nitschke stated that the Bridge to be built on Congress Avenue would not be built cost more than the amount appropriated, hence they could not be built. The ordinance was read first time, and a motion made to suspend the rules and place the ordinance on its second reading, was lost by the following vote: Yeas, Aldermen Beaty, Crooner, Haynes, Horton, Kuhn, Maddox, Miller, Platt, Powell, Redd, Rosengrem, Taylor, Townsend and Zilker 14. Nays. Aldermen Nitschke, Shelley and Stumpf 3. Alderman Powell moved to adjourn. Lost. Council to meet at Alderman Shelley moved that the Council meet hereafter at 8:30 o'clock, instead of 8:30 p.m. instead of at 8 o'clock, which motion prevailed. 8 o'clock. The vote was then taken on the resolution of Alderman Saylor, and the motion was lost by the following vote: Yeas: Aldermen Beatty, Brooker, Horton, Maddox, Platt, Bridd and Saylor 7. An ordinance appropriating the sum of $84.70 for the purpose bridges on W. 2nd & of building bridges on West Second and Fifth Streets and Congress Avenue. 5th Sts. & Congress Ave. The ordinance was read first time, and a motion made to suspend the rule and place the ordinance on the second reading, was lost by the following vote: Yeas: Aldermen Beatty, Brooker, Kuhn, Platt, Powell, Rosengren, Shelley, Stumpf, Townsend and Zilner 10. Nays Aldermen Haynes, Horton, Maddox, Miller, Nitschke, Bridd & Saylor 7. Ord. appro. $232.11 to pay By Alderman Nitschke. An ordinance appropriating the sum of $232[?] to pay approved accts.
