Mayor's report as acting Auditor The Mayor acting as Auditor, presented a report stating that he had examined the accounts of the City Clerk, Assessor & Collector, and City Treasurer, for the months of March, April and May 1898, and found them correct. The report was read and ordered filed. City Engineer's report on bridge in Fair View Park. The City Engineer presented a report as to the cost of a bridge in Fair View Park, which was read. Reports of Standing Committees. Purchasing Comt. rept. on Award of bids for Supplies to Sept 30/98. The Purchasing Committee presented a report informing the Council, that the Committee had advertised for, and had awarded bids for the following supplies for the quarter ending Sept. 30th 1898. For Groceries for City & County Hospital to Bruce and W.B. Smith. For Beef for Hospital to Wm Voit. For Dry Goods and for Stock at City Hospital to Robinson Bro's. Fire Commissioners report on Petition of Scott Wear. The Mayor laid before the Council, a report from the Fire Commissioners upon the petition of Scott Wear, asking permission to erect a shed within the Fire limits on lot 4 Block 67, stating that the Fire Commissioners had voted to allow the petition. The report of the Fire Commissioners was on motion received and adopted. R. Alderman Sayers, concurred in. Unfinished Business. Ordinance making appr. The Mayor laid before the Council an ordinance appropriating the sum of $15,675.00 to pay laborers due July 1st 1898, on Roads washed Sailor to May 1st 1890 [illegible] --- Page break --- 28 The vote was taken on the final passage of the ordinance, and the Council refused to pass the same, by the following, vote: Yeas Aldermen Shelley, Taylor and Townsend. 3. City Atty instructed to notify Bond holders of their reasons for refusal to pay the interest on same. Alderman Haynes moved that the City Attorney be instructed to notify the holders of the Bonds, of this action of the Council, and the reasons why they refused to pay the interest on same, which motion prevailed. The Mayor laid before the Council the following veto message: Mayor's Office, Austin, Texas, June 29th 1898. Mayor's veto message of Ord. appropriating $874.50 to build Bridges on Long horn. To the Hon. City Council: Gentlemen: I return herewith, the Ordinance passed by your Honorable body, on the 20th of June 1898, entitled "An Ordinance appropriating the sum of $874.50 for the purpose of building bridge on West 2nd & West 5th Streets, at the intersection of Congress Avenue, with my disapproval thereof, for the following reasons: It is the policy of this administration, to keep the disbursements for the fiscal year, within the receipts, as required by the City Charter. The taxes are not being collected as fast as they should be, as is evidenced by the fact, that the City Treasurer has now registered some $2,099.05 in City Warrants that he cannot buy, for want of funds. Section 106, of the City Charter requires the Council to adopt an estimate of the possible income for the General Fund, during the fiscal year, and also the expenditures to be made for the City government. Section 107, of the City Charter reads as follows: "That after the adoption of the said estimates, it shall be unlawful for the City Council to so appropriate sums out of the General Funds as to reduce the General fund below the amount which, if said estimate be taken as correct, will pay the said estimated expenses of the City government for the pending fiscal year." As required by Sec. 106, the Council adopted a budget or estimate, as follows: Receipts $87,850.00 Expenditures $103,417.15. This estimate gives an excess of expenditures over receipts of $15,567.15. There was no provision made for bridges, or work on Streets, in this estimate. As I see no way with the present light before me, to pay for these bridges, without creating a deficiency which the Charter forbids, I am constrained to withold my approval of the ordinance. Alderman Maddox offered the following amendment. Amend by striking out the words "when issued for services rendered or supplies furnished by the person from whom such taxes are due." The amendment was lost. A motion was then made to suspend the rules and place the ordinance on its 3rd reading which was lost by the following vote: Yeas. Resolution directing Sanitary Officers to enforce all Sanitary ordinances Alderman Taylor offered the following resolution, which was read and adopted. Be it resolved; That the Sanitary Officers of the City of Austin, are hereby instructed to enforce all ordinances in force on the subject of sanitation, and to notify all persons owning or controlling property in the City, to clean the same, and remove and destroy all weeds and decaying vegetation on their property and on the side walks in front of the same as required by law.
