Minutes of a Regular Meeting of the City Council Austin, Texas, July 18, 1898.
Hon. Geo. D. McCall, Mayor, presiding. Roll called. Present, Aldermen Crooker, Hulm, Maddox, McLemore, Miller, Morris, Platt, Powell, Rosengron, Shelley, Skumkf, Saylor, Townsend and Zilker 14. Absent, Aldermen, Beaty, Belvin, Fischer, Haynes, Horton, Nitschke, Redd and Roberdeau. 8.
Minutes approved/ On motion of Alderman Shelley, the minutes were approved as recorded without reading.
Unfinished Business.
Ord. Appn't $345. to Repair Bridge Fair View The Mayor laid before the Council an ordinance appropriating the sum of $345. to repair a bridge in Fair View Park. The ordinance was read the second time. On motion of Alderman Platt, the Council took a recess of five minutes. At the expiration of the recess the Council was called to order. Alderman Horton entered the Council Chamber.
Claims Accts Comm Report on Pet'n of Scar- borough & Hiens Alderman Platt, for the Claims and Accounts Committee, to whom was referred the petition of Scarbrough and Hiens, asking to annul and set aside the action of the Board of Equalization in raising their assessment on their stock of merchandise for the year 1897, presented a report recommending that the petition be not granted. Aldermen Beaty, Haynes and Redd entered the Council Chamber. On motion, the report of the Committee on the petition of Scarbrough & Hiens was adopted by the following vote: Yeas, Aldermen Crooker, Haynes, Horton, Maddox, McLemore, Miller, Morris, Platt, Powell, Redd, Rosengron, Shelley, Saylor and Townsend 14. Stays. Aldermen Beaty, Hulm, Skumkf and Zilker 4. Alderman Crooker moved to suspend the rules and place the ordinance appropriating the sum of $345.00 to repair bridge in Fair View Park, on its third reading and final passage, which motion prevailed by the following vote: Yeas, Aldermen Beaty, Crooker, Haynes, Horton, Hulm, McLemore, Miller, Morris, Platt, Powell, Redd, Rosengron, Skumkf, Saylor, Townsend and Zilker 16. Stays. Aldermen Maddox and Shelley 2. The ordinance was read third time and passed by the following vote: Yeas, Aldermen Beaty, Crooker, Haynes, Horton, Hulm, McLemore, Miller, Morris, Platt, Powell, Redd, Rosengron, Skumkf, Saylor, Townsend and Zilker 16. Stays. Aldermen Maddox and Shelley. 2.
Ord. Prohibiting Appropriations being Made The Mayor then laid before the Council, an ordinance prohibiting appropriations being made, when there is no money in the Treasury to pay them. The ordinance was read the second time. Alderman Saylor moved to lay the ordinance on the table, which motion was lost by the following vote: Yeas. Aldermen Beaty, Crooker, Miller, Redd, Rosengron, Shelley, Saylor and Townsend 8. Stays. Aldermen Haynes, Horton, Hulm, Maddox, McLemore, Morris, Platt, Powell, Skumkf, Zilker 10. Alderman Platt, moved to suspend the rules and place the ordinance on its third reading, which motion was lost by the following vote: Yeas. Aldermen Haynes, Maddox, McLemore, Morris, Platt, Powell, Skumkf and Zilker 8. Stays. Aldermen Beaty, Crooker, Horton, Hulm, Miller, Redd, Rosengron, Shelley, Saylor and Townsend 10.

payment of City Ad. City Ad Valorem Taxes, in registered City Warrants. Valorem Taxes in The Ordinance was passed under suspension of the rules, by the following vote: Registered City Warrants Yeas. Aldermen Beaty, Crooner, Haynes Horton, Kuhn, Miller, Morris, Powell, Redd, Rosengren, Shelley, Taylor, Townsend and Zilker 14. Nays: Aldermen Maddo, McLenore, Platt and Stumpf 4. Fin Comt granted further In motion the Finance Committee was granted further time in which to make a report, Time to report on pet of upon the petition of Mrs. L.C. Brase, in regards to Taxes. Mrs. L C Prase. New Business. Alderman Bevill offered the following resolution which was read and adopted: Resolution Confirming Be it resolved by the City Council of the City of Austin: That the appointment of W.A. Balo Appoint....t of W.A.Balo by confirmed during the suspension of Alderman John Chenneville as Alderman Deed from Estate of The deed from the estate of O.H. Wisdom to certain ground for Street purposes, was O.H. Wisdom referred to the City Attorney. The bill of the Water Works and Electric Light Plant, for Water Light furnished to date was read and referred to the Finance Committee. Pet. of Mrs. Blau By Alderman Stumpf. Petition from Mrs. Blau asking correction of assessment asking correction of for the year 1892. Read and referred to the Claims and Accounts Committee. Taxes. By Alderman Crocker. An ordinance appropriating the sum of $100.00 to pay for Ord. Approp $100. For Extra Sanitary labor cutting weeds. Extra Sanitary labor The ordinance was passed under suspension of the rules by the following vote: Cutting Weeds Yeas. Aldermen Beaty, Crooner, Haynes, Horton, Kuhn, McLemore, Miller, Morris, Platt, Powell, Redd, Rosengren, Shelley, Stumpf, Taylor, Townsend and Zilker 17. Nays: Alderman Maddox 1. Alderman Beaty moved that the bridges to be built on West 2nd & West 5th Streets be built of 2 inch lumber instead of 3 inch. Alderman Morris moved as a substitute, that the Street Committee and City Engineer be directed to have the bridges built of 2 inch instead of 3 inch Number. The substitute was lost. and no action taken on the original motion. Mayor granted leave The Mayor asked for a leave of absence from Aug. 1st to the 10th which was granted of absence By Alderman Taylor. An ordinance amending Section 5. of an ordinance to regulate Ord. Amending Sect. and prescribe the powers and duties of the Board of Equalization, passed and approved of Ord. prescribing July 16th 1891. duties Brd. Equalization. The ordinance was passed under suspension of the rules by the following vote: Yeas. Aldermen Crocker, Haynes, Horton, Kuhn, Maddox, McLemore, Miller, Morris Platt, Powell, Redd, Rosengren, Shelley, Stumpf, Taylor, Townsend and Zilker 17. Nays: None Alderman Beaty having been excused did not vote on the final passage of the ordinance. Ord. Approp $165.00 By Alderman Zilmer. An ordinance appropriating the sum of $165.50 to build to build Bridges on bridges on West 2nd and West 5th Streets and Congress Avenue. W 2 & W 5 & Cong. Ave. The ordinance was read first time.
