Austin's 1898 Water, Taxes & Bridge Disputes

Failed Budget Restriction: The council rejected an ordinance that would have prohibited spending money the city didn't have in its treasury, with 10 aldermen voting against it—showing disagreement over fiscal controls.

Tax Refund Denied: A request to refund $1,158 to Mrs. S.E. Braze for illegally collected taxes from 1894 was rejected because the city couldn't afford it at the time.

Bridge Projects Stalled: An $899.50 appropriation to build three bridges on West 1st, 2nd, and 5th Streets failed to advance, as the council couldn't muster enough votes to move it forward.

Water & Sanitation Concerns: A resolution to investigate waste disposal at the city's new pumping station and stop trash dumping on city streets was tabled (postponed), suggesting growing environmental and public health issues.

City Finances: The treasury reported over $21,000 in receipts for July 1898, with $8,464 in disbursements, while the city physician treated 20 hospital patients and reported 19 deaths that month.

Alderman Haynes entered the Council Chamber. On motion Alderman Budd was excused on account of sickness. Reports of Standing Committees. Fin. Com. - report on Alderman Morris ordinance directing the Assessor and Collector to allow Mrs S. E. Braze a Ord. to pay Mrs S. E. Braze for taxes credit on taxes for 1894, of $1158.00 this being the amount illegally collected illegally paid by her from her on taxes for 1891, presented a report recommending that the ordinance do not pass for the reason that the City cannot at this time spare this sum from the General Revenue. The report of the Committee was adopted. Alderman Dillon and Alderman Cowell entered the Council Chamber. Alderman Haynes excused. Police Com. - report on City Marshal's The Police Committee, to whom was referred the reports of report. for June The City Marshal, for the month of June, presented a report stating that the reports July report. for July. had been examined and found correct. The Chair laid before the Council, a report from the City Attorney on the deed to the Rept from Estate of City, from the Executors of the estate of B.H. Wisdom deceased to certain ground B.H. Reconsideration Vote Alderman Horton moved to reconsider the vote had at the last session of the Inst. for adopting the Council, adopting the report of the Claims and Accounts Committee upon the Com. rept. on pet. of petition of Scarborough & Hicks asking the Council to annul and set aside the Scarborough & Hicks action of the Board of Equalization in raising their assessment for the year 1897 for reduction of ass'mt. on goods, wares, &c. The motion prevailed. Mr. Scarborough being present, was invited to address the Council in behalf of the petitioners. After which Alderman Belvin moved that the petition be referred to a Special Committee of four, which motion prevailed, and the Chair appointed as the Committee Aldermen Belvin, Maddox, Taylor and Zilker. Dr. Davis granted On motion of Alderman Maddox, City Physician Dr. Davis, was granted a leave of 2 weeks leave of absence.absence for two weeks from this date. An ordinance appropriating and setting aside that aside part of Taxes part of the Taxes levied and collected for the year 1898, under the head of & S. Fund to pay General Revenue, which was intended to pay interest and provide Sinking Int. upon W.L. Bonds Fund upon Water & Light Bonds. Read first time and referred to the Finance Committee. Ord. directing Mayor By Alderman Taylor. Resolution instructing the Mayor and Finance Committee Fin. Alderman Beaty moved to reconsider the vote had whereby the Council refused to suspend the rule and place the ordinance appropriating the sum of $121.38 to pay approved accounts Street Department on its second reading, which motion prevailed? A motion was then made to suspend the rule and place the ordinance on its second reading, and was lost by the following vote: Yeas. Alderman Maddox offered the following resolution: Be it Resolved by the City Council: That the City Health Officer be instructed to investigate the less-pool and its connections at the New Pumping Station, and should same be in use now for the purpose of dumping the excrement from said Pumping Station, that he be instructed to disconnect same. Be it further resolved, That he be instructed to stop the dumping of trash, at the foot of Lavaca Street and also at Mc Mills Ford. Alderman Taylor moved to lay the resolution on the table, which motion prevailed by the following vote: Ayes Aldermen Beaty, Crooker, Kuhn, Kilschke, Rosengren, Stumpf, Taylor and Zilker 8.
