Water & Light Bond Purchase Approved – The council voted 11-5 to purchase and retire ten Water & Light bonds, allocating $10,160 from the Interest and Sinking Fund to upgrade the city's utilities.

Street Improvements & Public Safety – Approved funding for bridge construction on West 2nd, 5th Streets and Congress Avenue, and authorized new arc lights at West 6th and Rio Grande, near the Lunatic Asylum, and at the city limits streetcar stop.

Business Permits Granted & Denied – Approved show windows and sheds for local businesses, but rejected a variety show permit at 600 East 6th Street on police committee recommendation.

July Financial Report – City collected $97,377.66 in revenue from taxes, bonds, and general funds; the Earnings Fund held $12,507.47 after disbursements.

Tax & Dog Licensing Corrections – Council amended ordinances to fix tax levy errors from 1896 and earlier years, and updated dog licensing regulations with revised penalties.

Minutes of a Regular Meeting of the City Council. Austin, Texas, Aug. 15th 1898. Hon. Jno. D. McLain, Mayor, presiding. Roll called. Present: Aldermen Groover, Haynes, Kruhm, Maddox, McLemore, Morris, Phatt, Jowell, Sprengarn, Shunkel, Taylor, Townsend and Zilner, 13. Absent: Aldermen Dealy, Delvin, Fischer, Norton, Miller, Kirschner, Redd, Robertdaux and Shelley. 9. Minutes adopted On motion of Alderman Morris, the minutes were approved as recorded without as recorded. reading. Petitions, Memorials etc. Pet of S Silverman By Alderman Taylor. Petition of S Silverman asking that the Council to have assessment authorize the Assessor and Collector, to correct an error in his assessment corrected for 1894 for 1894. On motion the petition was granted. Pet of C. Salinas The Mayor laid before the Council, petition of C. Salinas to have fine against for remission of fine M. Cruz remitted. On motion the petition was granted. Pet of W.B. Smith to The Mayor laid before the Council a petition of W.B. Smith asking erect a Show Window permission to erect a show window on East 6th Street. The petition was granted. Pet of Denn & Welling The Mayor then laid before the Council a petition from Denn & Welling to erect Shed in asking permission to erect a corrugated iron Shed on East 5th Street Fire limits within the Fire limits. On motion this petition was referred to the Fire Commissioners. Aldermen Deaty, Miller, Redd and Shelley entered the Council Chamber. Pet of E.B.D. Alley The Mayor laid before the Council a petition from E.B.D. Alley, asking the for ground rent for Council to allow him the sum of $134 as rent of ground for the purpose of burial of dead Animals burying dead Animals for the present fiscal year. On motion the petition was granted. City Officers Reports Reports of City Officers. The reports of the City Assessor & Collector, for the month of July 1898 and the report of the City Treasurer showing receipts and disbursements on account of Earnings Fund for July were read and referred to the Finance Committee. The following is a synopsis of the reports: Assessor & Collector By the Assessor & Collector. To Collections as follows: From General Revenue $24,108.38 " Interest & Sinking Fund W.& S. Committee Reports Fin Comt. report on Alderman Morris for a majority of the Finance Committee, to whom was Resolution to purch- referred the resolution of Alderman Taylor, instructing the Mayor and Finance ase Wat & Lt Bonds Committee to purchase Fin Water & Light Bonds, presented a report recommending that the resolution do not pass. A motion was made to adopt the report of the Committee, and the motion lost by the following vote: Yeas, Aldermen Belvin, Morris, Bowell, Shelley, and Stumpf 5. Nays, Aldermen Beaty, Crooker, Haynes, Kuhn, Maddox, Miller, Platt, Redd, Taylor, Townsend and Zilver 11. The resolution was then adopted by the following vote: Yeas, Aldermen Beaty, Crooker, Haynes, Kuhn, Maddox, Miller, Platt, Redd, Taylor, Townsend and Zilver 11. Nays Aldermen Belvin, Morris, Bowell, Shelley and Stumpf 5. Fire Comt. report on Alderman Zilver for the Fire Committee to whom was referred the petition of Pet. of J.E. Hines to J.E. Hines for permission to erect a corrugated iron shed within the Fire Erect Shed in Fire Limits Limits, presented a verbal report returning the petition, and causing its reference to the Fire Commissioners. The report was adopted, and the petition so referred. Police Comt. report on Alderman Bowell for the Police Committee to whom was referred the Pet. of Bro. Denis petition of Bro. Denis for permission to exhibit and maintain a Variety Show, at No. 600 East 6th Street, presented a report recommending that the petition be not granted. The Committees report was adopted. Police Comt. report on Alderman Bowell for the Police Committee, to whom was referred the reports City Marshals reports of the City Marshal, for the month of July 1898, presented a report stating for July 1898 that the reports had been examined and found correct. The report of the Committee was adopted. On motion, Alderman Belvin was excused from further attendance at this session of the Council. Special Comt. on Ellis On motion, the Special Committee on the application of E. Ellis for a franchise granted Street Railroad franchise, were granted further time, in which to make further time to report its report. City Engineer granted The City Engineer, was on motion, granted a leave of absence for two weeks 2 weeks leave of absence from August 1st, 1898. Unfinished Business. Ord. Appro. $1,131.22 to The Mayor laid before the Council, an ordinance appropriating the sum pay Approved Accts. of $1,131.22 to pay approved accounts Street Department. Street Dept. The ordinance was read second time and passed under suspension of the rule by the following vote: Yeas, Aldermen Beaty, Crooker, Haynes, Kuhn, Maddox, McLemore, Miller Morris, Platt, Bowell, Redd, Rosengran, Shelley, Stumpf, Taylor, Townsend and Zilver 1^. Nays, None. Ord. Appro. $[illegible] The Mayor then laid before the Council, an ordinance appropriating the [illegible] sum of $[illegible] to build bridges on West 2d & 5th Streets and Congress Avenue The ordinance was read the third time and passed by the following vote: Yeas, Aldermen Beaty, Crooker, Haynes, Kuhn, McLemore, Miller, Morris, Platt, Bowell, Redd, Rosengran, Stumpf, Taylor, Townsend and Zilver 15. --- Page break --- Hays, Aldermen Maddox and Shelley 2. New Business. Alderman Zilker moved that the Water & Light Commissioners be authorized and requested to place an Arc Light at Corner of West 6th and Rio Grand St. and one by the Georgetown road, near the gate at the Lunatic Asylum grounds Alderman Haynes moved to amend by adding, "and one at the end of the Street Car track near the City Limits now." The amendment was accepted and the motion as amended was referred to the Water and Light Committee By Alderman Crooney. An ordinance appropriating the sum of $1750 to pay Salary of Gutterman, Sanitary Department for the months of July & August 1898. The ordinance was passed under suspension of the rules by the following vote: Yeas, Aldermen Cleaty, Crooner, Haynes, Kuhn, Maddox, McLemore, Miller, Morris, Platt, Powell, Prudd, Rosengten, Shelley, Stumpf, Taylor, Townsend and Zilker, 17. Nays None. Alderman Morris moved that the City Treasurer be authorized and directed to transfer from the General Fund to the 10% of Sinking fund set aside to pay the second installment of the judgement against the City in favor of B. Bartholomew, Receiver etc. the sum of $487.50 which motion prevailed By Alderman Miller. An ordinance authorizing the redemption of Real Estate heretofore sold for taxes and bid in by the City. The ordinance was passed under suspension of the rules by the following vote: Yeas, Aldermen Cleaty, Crooner, Haynes, Kuhn, Maddox, Miller, Morris, Platt, Powell, Prudd, Rosengten, Shelley, Stumpf, Taylor, Townsend and Zilker 16. Nays Alderman McLemore. By Alderman Maddox. An ordinance correcting errors in the tax levy, for the years 1896 and previous years and conforming the same to the law as construed by the Courts. The ordinance was passed under suspension of the rules by the following vote: Yeas, Aldermen Cleaty, Crooner, Haynes, Kuhn, Maddox, McLemore, Miller, Morris, Platt, Powell, Prudd, Rosengten, Shelley, Stumpf, Townsend and Zilker 16. Nays Alderman Taylor 1. By Alderman Powell. An ordinance to amend section nine of an ordinance regulating the running at large of dogs, and licensing the same, and fixing penalties for the violation thereof. The ordinance was passed under suspension of the rules by the following vote: Yeas, Aldermen Cleaty, Crooner, Haynes, Kuhn, Maddox, McLemore, Morris, Platt, Powell, Prudd, Rosengten, Shelley, Stumpf, Taylor, Townsend & Zilker 16. Nays None. By Alderman Taylor. An ordinance appropriating the sum of $10,160.00 out of the Interest and Sinking Fund, Water & Light Bonds to purchase and retire, ten Water & Light Bonds of the City. The ordinance was read first time, and a motion made to suspend the rules and place the ordinance on its second reading, which vote lost by the following vote: Yeas, Aldermen, Cleaty, Crooner, Haynes, Kuhn, Maddox, McLemore, Miller, Platt, Powell, Prudd, Taylor, Townsend and Zilker 13. --- Page break --- Hays, Aldermen Morris, Rosengren, Shiller, and Krumpf A. Oct. Nov. 2, 1926 By Alderman Morris. An ordinance appropriating the sum of $60.70 to pay Ord. [illegible] court costs in the District Court.
