Minutes of a Regular Meeting of the City Council. Austin Texas, November 21, 1898.
Hon. Mr. [illegible] Mayor, presiding. Roll Call. Present Aldermen Berling, Crocker, Fischer, Haynes, Horton, Kuhn, Maddox, McLemore, Milstin, Morris, Hirshke, Hall, Davis, Todd, Rosengrer, Siren, [illegible], Townsend and Zilker 19. Absent Aldermen Deaty and Taylor 2. On motion Mayor McCan. was excused from further attendance at this session of the Council. Minutes adopted. The minutes of the last meeting of the Council were adopted. On motion the City Attorney was excused from attendance at this session of the Council. Petitions, Memorials, etc.
Pet. of Mrs. M. Smith The Chair laid before the Council the petition of Mrs. M. Smith asking permission to put on Corr. Iron roof. to put on a Corrugated Iron roof on building Cor. E. 6th and Brazos Streets. On motion, the petition was granted.
Reports of City Officers. City Engineer's rept The Chair laid before the Council a report from the City Engineer, stating that on Sale of 14 Mules. in accordance with a resolution of the Council, he had sold four City Mules, for $three and had deposited that amount with the Assessor and Collector. On motion the report was adopted. Letter from S.A.Coq. and The Chair then laid before the Council a communication from S. A. Coquard of asking to exchange Bonds St. Louis, regarding the exchange of Bonds. Read and referred to the Finance Committee.
Reports of Standing Committees. Police Comte. report Alderman Dowell, for the Police Committee, to whom was referred the reports of the on City Marshals City Marshal for the month of October 1898, presented a report stating that the repts. for Oct. 1898. reports had both examined and found correct. On motion the report was adopted. The Chair then laid before the Council a communication from the Water and Light W&L Commission Commission, in reference to a suggestion made to them by Alderman Maddox, asking rept. on proposition them to increase the rates charged for Light and Power, and stating that all to increase Light & contracts for the coming fiscal year had been agreed upon, and no changes can Power rates. now be made. The report was ordered filed.
Unfinished Business. Tax Ord. read The Chair then laid before the Council the Tax ordinance, which was read the 3rd time. Third time. Alderman Maddox moved to amend Section 9, line 1, by striking out 60 and inserting 35 thus making the amount levied for the payment of Interest and Sinking fund on Water and Light Bonds 35. Alderman Deaty entered the Council Chamber. The amendment of Alderman Maddox was lost by the following vote: For Aldermen Deaty, Crocker, Fischer, Haynes, Maddox, Platt, Rosengren and Townsend 8. Ord. App. No [illegible] The Chair then laid before the Council an ordinance appropriating the sum of $335.00 Pay Mrs L H Randolph to pay Mrs L H Randolph for land submerged by the lake. Read 2nd time & The ordinance was read the Second time, and on motion was referred to the Water and referred to W. [illegible] Light Commission.
Alderman Haynes moved to reconsider the vote had by which the ordinance levying Taxes for the year 1898 was lost, which motion resulted by the following vote: Yeas Aldermen Colvin, Haynes, Horton, Huhn, McLemore Miller, Morris Nitschke, Platt, Cowell, Redd, Shelley, Stumpf and Zilker. 14. Nays Aldermen Beaty, Crocker, Fischer, Maddox, Rosengren and Townsend 6. On motion Alderman Platt was excused from further attendance at this session of the Council. Alderman Maddox moved that a Special committee of 5 be appointed by the Chair to whom shall be referred the Tax ordinance, and that they report the result of their deliberations to the Council, in 30 minutes. The motion was adopted, and the Chair appointed Aldermen Maddox, Morris, Colvin, Zilker and Haynes as the Committee. The Council then took a recess for 30 minutes. At the end of the recess the Council was called to order. Roll called. Present Aldermen Beaty, Colvin, Crocker, Fischer, Haynes, Horton, Huhn, Maddox, McLemore, Miller, Morris, Nitschke, Cowell, Redd, Rosengren, Shelley, Stumpf, Townsend and Zilker 19. Absent Aldermen Platt and Taylor 2. Alderman Maddox for the Special committee presented a verbal report, stating that a majority of the committee recommended the passage of the Tax ordinance without further amendment. The report of the Special committee was adopted by the following vote: Yeas Aldermen Colvin, Haynes, Horton, Huhn, McLemore, Miller, Morris, Nitschke, Cowell, Redd, Shelley, Stumpf and Zilker. 13. Nays Aldermen Beaty, Crocker, Fischer, Maddox, Rosengren & Townsend 6 The ordinance was then passed by the following vote: Final passage of Yeas Aldermen Colvin, Horton, Huhn, McLemore, Miller, Morris, Nitschke, Cowell, Tax Ord. Redd, Shelley, Stumpf and Zilker. 12. Nays Aldermen Beaty, Crocker, Fischer, Haynes, Maddox, Rosengren, Townsend 7. City Engineer directed Alderman Nitschke moved that the City Engineer be directed to bring in from to bring in 4 Mules the pasture, the Four Mules now there, and that he advertise and sell from pasture & sell Two of them, and that the other Two be kept for use by the Street and 2 of them Sanitary Departments, which motion prevailed. On motion the Council adjourned.
