Memorial to Late Alderman H.A. Linn: The council unanimously honored the death of longtime alderman and former Board President H.A. Linn, who served from 1887-1897 and was praised for his fair leadership and integrity.

Infrastructure Projects Funded: Council approved $100 for a bridge at Congress Avenue and 2nd Street, $350 for bridge repairs at Jennings Branch in Fair View Park, and $200 for additional street labor and teams.

City Park Beautification: The Austin Auditorium Association received official authority to improve City Park (opposite the old courthouse) with backing from the Commercial Club.

Financial Reports: July revenues totaled $6,769.57 across general, school, and bond funds, with normal city operations continuing smoothly under the treasurer's oversight.

Municipal Services Update: The City Physician reported 27 hospital patients in July, while the Marshal's office logged 26 arrests and $145 in fines, demonstrating ongoing public safety and health operations.

Minutes of a Regular meeting of the City Council of Austin Texas, March 06, 1899. Hon Jno. D. McCall Mayor Presiding Roll Called. Present. Aldermen. Peltrin. Brady. Crocker. Fehr. Fischer. Haynes. Horton. Kuhn. Maddox. McLemore. Miller. Morris. Powell. Rudd. Roungrew. Shelby. Stumpf. Walter. and Zieher. 19. Absent. Aldermen. Beaty. Gross. and Milsette. 3. Minutes approved On Motion the minutes were approved as recorded without reading. Petitions Memorials etc. Memorial on the Alderman. Crocker. offered the following memorial which was death of read and unanimously adopted by a rising vote. and the Clerk H. A. Linn directed to furnish a Copy of the Same to the family of the deceased. also one to his Brother Hon J.E. Linn State Senator. "To the Mayor and Board of Aldermen: The death knell has again sounded. this time announcing the death of H.A. Linn. at the City of Houston on the 20th of February last. It is of his official career in this body and his general reputation as a man that I propose to speak. Mr. Linn was elected Alderman from the 5th Ward in December 1887. and qualified as such on the 16th day of same month. He was four times re-elected Alderman Viz: 1889/1891. 1893. & 1895. declining to stand for re-election in 1897. He was elected President of the Board of Aldermen. December 14th 1889. which position he continued to hold until he retired, from the City Council in December 1897. Thoroughly understanding parliamentary law. he was well equipped to preside over the deliberations of the City Council when called to do so. In his capacity as presiding officer. he knew neither friend nor foe. was strictly impartial. and just alike to all. as his rulings and decisions on all occasions fully attest. and bear witness. The records of this Council bear the impress of his wisdom and legislative ability. He was an adherent to principal and devoted to friends. Steadfast in his adhesion to that which he believed to be right; he had intense hatred of cant and pretense. and was possessed of unbounded loyalty to truth and honesty. so therefore he was honest in his intercourse with all. In his private life he was the exemplar of reason. right. Truth justice. liberty faithfulness. and fidelity. He was a man of intense individuality and wholly free from mental thraldom. He allowed no suppression of his honest convictions. always having due regard for those of others. He investigated all subjects in which he became interested and expressed his opinions with the utmost freedom and sincerity. and standing by his convictions he maintained them with consumate skill and ability. He was not the "zealot who should you must go my way without investigation" He was enough within [illegible] to be like himself. He assumed responsibility like a true man. counting nothing that came to him in due course of a busy and useful life. He persevered in and --- Page break --- 132. eminent degree that Courage, that devotion to principal, that intellec-tual and moral grandeur that is required to Constitute the true noble and upright manly man that he was" Ald't Bealy enters Alderman Bealy entered the Council Chamber. Res't authorizing Alderman McLemore offered the following resolution which was read and adopted. Whereas; The Commercial Club of Austin having Austin organized what is known as the Austin Auditorium Association Auditorium and; Whereas; this association Petitions the City Council for authAld't to improve- ority to beautify and improve the square known as the City Park City Park opp't situated opposite the old Court House on Fourth street; therefore be it old Court house Resolved; That the authority asked for be granted and that the said association is hereby authorized to begin its work of improvement as soon as they propose. Alderman Powell offered the following resolution which was read and Res't authorizing adopted. Be it resolved by the City Council of the City of Austin Bachman Foundry that permission is hereby granted to the Bachman Foundry and to put in Switch Machine Company to have a switch put into or near their foundry to Connect I+G N RR building located on the South east Corner of the old Court House Square, switch to connect with the I+G N RR tracks. and to enter said block at the South west Corner. Petn of Rosa Dellamo By Alderman Powell. Petition of Rosa Dellamo to have ditch on the side walk Corner of Lavacca + First street to be filled in. on motion the petition was granted. Petn of J.B. Taylor By Alderman Maddox. Petition of Jno: B. Taylor asking payment for household goods destroyed in 1891 on account of Small pox. Read and referred to the Claims and accounts Committee. Comm'n from R.G. West By alderman Maddox. A communication from R. G. West Esqr. atty atty for Mrs L.H. Ran- for Mrs L.H. Randolph asking that the Council allow her the amount dolph damages to agreed upon as damages for land submerged by reason of the land. building the Dam. On motion the Petition was granted. The mayor laid before the Council an ordinance appropriating the sum of $100.00 to build a bridge at the corner of Congress Avenue and 2d Street The Ordinance was read the 2d time & passed, under Suspension of the rules by the following vote: Yeas. Aldermen. Brady Belvin, Brady, Crockett, Fehl, Fischer, Haynes, Norton Richel, Maddox, McLenore, Miller, Morris, Powell, Redd, Rosengren, Humpht and Ziegler. 16. Nays. Aldermen. Walker. The Mayor then laid before the Council an Ordinance appropriating the sum of $1600.00 to build a bridge at the crossing of Nueces & 6th Streets. The Ordinance was read a Second time and on Motion of Alderman Powell, was laid on the table Subject to Call. New Business The Mayor laid before the Council the report of the Water & Light Commission which was referred without reading to the Water & Light Committee. By alderman Belvin. An Ordinance ordering an Election for City offices to be held on the First Monday in April 1899, as provided for in the New Charter. The Ordinance was read first time and, on motion further consideration was postponed untill the next meeting of the Council to be held March 20th 1899, by the following Vote: Yeas Aldermen. Brady Brady, Crockett, Fehl, Fischer, Norton, Richel, Maddox McLenore, Miller, Morris, Powell, Redd, Rosengren, Humpht & Ziegler. 16. Nays Aldermen. Belvin, Haynes & Walker. 3. Alderman Ziebler for a majority of the Water & Light Committee, submitted a communication suggesting certain action looking to the erection of an auxilliary steam plant in connection with our Water & Power plant. A motion to adopt the suggestion made was lost by the following Vote: Yeas Aldermen. Pres. Haynes, McLenore, Miller, Powell Redd & Ziebler. 7 Nays. An Ordinance appropriating the sum of $350 00 to repair Bridge across Jennings branch in Fair View Park, South Austin. Alderman McLenore for the Special Committee appointed to confer with the owners of [illegible] in regard to Certain Connections, asked for further time. On Motion the request was granted. By Aldermen. An Ordinance appropriating the sum of $200 00 for extra Street Labor & teams. The Ordinance was passed under suspension of the rules by the following Vote: Yeas. Aldermen. Beaty, Belvin, Brady, Crooker, Fehr, Fischer, Haynes, Horton, Huhu, McLenord, Miller, Morris, Powell, Redd, Rosengren, Stumpff, Walter, and Ziller. 18. Nays. None. On Motion Alderman Miller & Morris were excused from further attendance at this session of the Council. By Alderman Morris. An Ordinance appropriating the sum of $935 00 to pay approved account. The Ordinance was read the first time and a Motion made to suspend the rules & place the Ordinance on the second reading. Which motion prevailed by the following Vote: Yeas. Aldermen. Beaty, Belvin, Brady, Crooker, Fehr, Fischer, Haynes, Horton, Huhu, Maddox, McLenord, Powell, Redd, Rosengren, Stumpff, Walter and Ziller. 17. Nays, None. 0. The Ordinance was read the second time, Alderman Maddox moved to amend the Ordinance, by adding to pay Mrs Laura N. Randolph, for submerged land $225 00 which motion prevailed and the Ordinance as amended was passed under suspension of the rules by the following Vote: Yeas. Aldermen.
