Minutes of a Called Meeting of the City Council of Austin Texas, March 10, 1899. Hon. John D. McCall, Mayor Presiding. Roll Called. Present Aldermen, Belvin, Brady, Croather, Fehr, Hahn, Maddox, McLenore Miller, Morris, Sowell, Shelley and Fictler. 19. Absent, Aldermen, Beaty, Fischer, Gross, Haynes, Horton, Nitschke, Redd, Rosengren, Stumpf, and Waelder. 10. The following Call of the Council was read.
Austin Texas, March 10th 1899. A special meeting of the City Council of the City of Austin, is hereby called to meet in the Council Chamber, at City Hall, at 5. 30 O'clock P.M., this 10th day of March 1899, for the purpose of considering an Ordinance ordering an election to be held in all the wards of the City of Austin Texas, for the purpose of electing a Mayor, a City Marshall, a City Clerk, a City Attorney, a City Treasurer, a City Assessor & Collector, a City Physician, a City Engineer, and ex-officio, Street Commissioner, an Alderman for each of the seven Wards of the City, and three members of the Board of Trustees of the Public Free Schools, of the City of Austin Texas, as provided by the Charter of the City of Austin granted by the Legislature of the State of Texas, and approved March 11th 1899.

I hereby certify that the following named Aldermen have of Service of Notice each been served with the above Call by having it read to them in person viz. Beaty, Belvin, Brady, Croather, Fehr, Fischer, Gross, Hahn, Maddox, McLennard, Miller, Morris, Sowell, Redd, Rosengren, Shelley, Stumpf, and Fictler, and that Aldermen, Horton, Haynes, Nitschke, and Waelder, have been served by a true Copy having been left at each of their respective places of business, they being out of the City. Ald. Gross enters Alderman Gross entered the Council Chamber. Ald. Maddox raised Alderman Maddox raised the following points of order, 1st If it was points of Order intended that the Council should take up the election Ordinance that was introduced at the last regular meeting of the Council, held March the 6th, that it was out of order, as the Council has postponed further consideration of said Ordinance until a day certain, viz. March the 20th unless the action of the Council had at that time was re-considered and that to re-consider required a two thirds vote, and 2d That a motion to reconsider could not now be entertained, as the motion must be made on the Motion day or the day following, the adoption of the motion to postpone. No ruling Contin. was made by the Mayor on the point raised, and on Motion of Alderman Croather Adj'rn the Council adjourned until tomorrow March 11th 1899. Second P.M. Jno. Q. Johnson City Attern

McCall Mayor presiding, Roll Called Present Aldermen Bealy, Melvin, Brady, Crocker, Fehr, Haynes, Hearn, Maddox, McLemore, Powell, Redd, Rosengreu, Stempfle and Naeher 14. Absent Aldermen Fischer, Gross, Horton, Miller, Morris, Nitschke, Shelley and Ziller. 8.
Call Ordinance an By Alderman Melvin, an Ordinance ordering an election to be held in each City 3rd an of the wards of the City on the 3rd day of April 1899 for the purpose of electing Election. a Mayor, a City Marshal, a City Clerk, a City Attorney, a City Treasurer, a City Assessor & Collector, a City Physician, a City Engineer & ex officio Street Commissioner, an Alderman for each of the Seven Wards of the City, and three Members of the Board of Trustees of the Public Free Schools of the City of Read 1st time Austin. The Ordinance was read the first time. Ald'n Gross enters Alderman Gross, entered the Council Chamber. Recess On Motion of Alderman Powell the Council took a recess of ten minutes. Called to Order At the end of the recess the Council was called to order. Ald'n Morris enters Alderman Morris entered the Council Chamber. Call of the Council Alderman Melvin moved a Call of the Council which was seconded. Roll Called. Absent Aldermen Fischer, Gross, Horton, Huhn, & Miller, Nitschke, Shelley Stempfle and Ziller 9. Marshal directed to The Marshal was directed was directed to bring in the absentees. bring in absentees On Motion Aldermen Gross, Horton, Nitschke, Shelley & Ziller were excused Shelley & Ziller excused Call Suspended. On Motion the call was suspended and the Council adjourned Adjourned until 8 o'clock P.M. March 13th 1899.

Minutes of an Adjourned Called Meeting of the City Council of Austin Texas March 13th 1899. Hon Jno. W. McCall Mayor Presiding. Roll Called. Present Alderman Beaty, Belvin, Brady, Crooker, Groos, Hunn, Maddox, McLenord, Morris, Powell, Rosengren, Stempff and Walter. 13. Absent, Aldermen. Fehr, Fischer, Haynes, Horton, Miller, Nitschke, Redd, Shelley, and Ziller. 9.
Ald [illegible] raised Alderman Maddox raised the point of order that Alderman Groos, Point of Order having moved out of his ward, he was not entitled to a vote in the Sustained. Council. The point of order was sustained by the Chair.
A.M. Fehr enters Alderman Fehr entered the Council Chamber. Alderman Maddox Ald'n Maddox Prs. President of the Council was Called to the Chair. in the chair.
Ald'n Fischer enters. Alderman Fischer entered the Council Chamber. The Chair laid before Election Ord'ce read the the Council an Ordinance, ordering an election to be held April 3rd 1899 for City Officers. The Ordinance was read the second time. Alderman Belvin moved to suspend the rule and place the ordinance Motion to susp. Lost on its 3rd reading, which motion was lost by the following Vote: Yeas Aldermen: Beaty, Belvin, Brady, Crooker, Fehr, Fischer, Hunn, McLenord, Morris, Powell, Rosengren, Stempff and Walter. 13. Nays Aldermen: Maddox. 1.
Call of the Council. Alderman Belvin moved a Call of the Council which was seconded and on Vote ordered. Roll Called. absent. Aldermen. Haynes, Horton, Miller, Nitschke, Redd, Shelley, and Ziller. 7.
Ald'n Horton, Nitschke On motion Aldermen Horton Nitschke Shelley & Ziller were excused. Shelley & Ziller excused Alderman Belvin was called to the Chair. Ald'n Belvin in chair Ald'n Shelley enters. Alderman Shelley entered the Council Chamber. Alderman McLenord Call Suspended moved to suspend the Call, which motion prevailed. Alderman Maddox Ald'n Maddox M. to moved to reconsider the Vote had by which the Council refused to susreconsider, prevailed - pend the rule and place the election ordinance on its 3rd reading which motion prevailed. Alderman McLenord moved that the Rule Susp'd & Ord'ce Placed rule be suspended and the Ordinance be placed upon its 3rd reading on 3rd reading. and final passage which motion prevailed by the following Vote: Yeas Aldermen: Beaty, Belvin, Brady, Crooker, Fehr, Fischer, Hunn, Maddox, McLenord, Morris, Powell, Rosengren, Shelley, Stempff & Walter. 15. Nays None Election Ord'ce passed The Ordinance was then read a 3rd time and passed. Adjourned On Motion the Council adjourned Jno. O. Johnson City Clerk.
