Austin Elections 1899: Mayor and City Officers Sworn In

Wednesday, April 5, 1899 special called

Election Results Certified: John D. McCall was re-elected mayor with 1,367 votes out of 1,369 cast, along with six new aldermen and various city officials including marshal, clerk, attorney, treasurer, and physician.

New City Positions Created: The council passed an ordinance creating several new city positions with one-year terms, including city sexton, pound master, sanitary inspector, bridge supervisor, hospital matron, and city hall porter.

Hospital Matron and Inspector Elected: Mrs. Prudence Hamilton was elected matron of the City and County Hospital, and physicians petitioned the council to elect a qualified doctor as sanitary inspector—R.D. Bell was ultimately chosen.

Multiple Ballot Rounds for Pound Master: The selection of pound master required four rounds of voting before G.W. Powell was finally elected, indicating disagreement among council members over the appointment.

148 Minutes of a Called Meeting of the City Council, Austin Texas, April 05, 1899. Hon Jno: D. McCall Mayor Presiding. Roll Called. Present Aldermen, Brady, Brady Crooker, Hehr, Fischer, Haynes, Horton, Kuhn, Maddox, Miller, Morris, Nitschke, Ridd, Roumgres, Shelley, Stumfor, Waethe and Ziller, 18. Absent, Aldermen, Belvia Groos, McLemore, and Powell, 4. Mayor's Office Austin Texas, April 7th 1899 A special meeting of the City Council of the City of Austin Texas, is hereby called to meet in the Council Chamber, City Hall, on Satur=day April 8th A.D. 1899, at 8 O'Clock P.M. for the purpose of canvass- =ing the vote Cast at the election held on Monday, April 3rd 1899, and to declare the result of said election and to swear in the newly elected Mayor and Aldermen and to fix the amount of and approve the official bonds of other officers elect. James E. Lucy, City Marshal Mc Mo to approve minutes Alderman Waethe moved that the minutes of the last meeting be approved as recorded without reading. Ald Maddox raises Alderman Maddox made the point of order, that this was a special point of order meeting of the Council called for a specific purposes and that no business which could be considered except that mentioned in the Call, that the reading of was. the minutes was not mentioned in the Call and could not, therefore be Sustained considered. The point of order was sustained. Canvass of Vote The Mayor announced the first business in order to be the Canvassing Cast Apr 3rd 1899. the vote Cast April 3rd 1899, for City officers, and appointed Alderman Election. Crooker, Haynes and Shelley Tellers. Pres'd of Council in again Alderman Maddox President of the Council was called to the Chair. The tellers announced the following as the result of the ballot held April Vote - Mayor 3rd 1899, for Mayor: Jno: D. McCall 1367 " " C. A. Pratt 1. G. A. Alderman Monday moved that a Committee of three be appointed by the Chair to escort the newly elected aldermen into the Council --- Page break --- 50 Chamber for installation which motion prevailed and the mayor appointed Aldermen Nitschke Maddox & Fither Such Committee. The newly elected Aldermen were presented and the oath of office administered by Jud Carlton Esqr. Notary Public of Travis Co. and were escorted to their seats in the Council by the Committee. Mr Geo: Cathenn on behalf of Colorado How Co N° R extended an invitation to the Council, and City officers to attend an entertainment to be given by the Company, which was accepted with Thanks. Gentlemen: A Special meeting of the City Council of the City of Austin is hereby Called to assemble in the Council Chamber at the City Hall at 9:45 P.M. O'Clock this the 8th day of April, 1899 for the purpose of electing a City Sexton, a Pound Master, a Sanitary Inspector, a Bridge Supvr., a Matron of the City and County Hospital, a President of the Board of Aldermen, and a Porter, and to transact such other business as the City Council may deem proper. Resolved by the City Council of the City of Austin: That the Council now proceed to the election of the following City Agents in the following order to wit: 1. President of the Board of Aldermen. 2. Alderman Morris moved that the City Attorney be instructed to draw up an Ordinance fixing the salaries of the Agents of the City which motion prevailed By Alderman Morris. An Ordinance Creating Certain Offices and Fixing the salaries thereof. The Ordinance was read first time and a motion made to suspend the rules and place the Ordinance on its second reading, which motion prevailed by the following Vote: Yas. Aldermen. Dunham.Fischer. Glass. Morris. Mortimer & Nolen. 6 Nays Alderman. Stumpf. 1. The Ordinance was read the second time. Alderman Fischer moved to amend the Ordinance by adding the following: Section 6½. That the term of office of the above named officers shall be for the term of one year from the day of their installment and untill their successors are appointed. The amendment was adopted. Alderman Fischer moved to amend by making the Salary of Pound Master $750--. The amendment was lost by the following Vote: Yas. Alderman Fischer and Stumpf. 2. Nays. Aldermen. Dunham. Glass. Morris. Mortimer & Nolen 5. The Ordinance was then passed under suspension of the rules by the following Vote: Yas. Aldermen Dunham. Fischer. Glass. Morris. Mortimer Nolen and Stumpf. 7. Nays None. Alderman Glass moved that the Council now proceed to the election of Officers provided for in the Ordinance just passed. which motion. The Mayor announced that nominations for President of the Council were now in order. Alderman Nolen nominated Alderman Glass. There being no other nominations, Ald. Glass was elected by acela=mation. and so declared by the Mayor. The mayor declared nominations in order for matron of the City and Co Hospital. and appointed Aldermen Morris Mortimer & Nolen as tellers. Alderman Dunham nominated Mrs M.E. Hadden. Mrs F.M. Hand. and Mrs Prudence Hamilton. There being no other nominations. nominations were declared closed and the ballot ord=ered. The tellers announced the following as the result of the ballot. Mrs Hamilton 6 Votes Mrs Hadden 1 " Mrs Hand 0 . The mayor declared Mrs Hamilton duly elected matron of the City and Co Hospital for the ensuing term. Nominations for Sanitary Inspector being declared in order. Alderman Morris nominated W.W. Calhoun. " Glass " R.D. Ficill. " Stumpf " Jas. Burdell. The Mayor laid before the Council and had read a petition from the [illegible] Physicians of the City asking that the Council. --- Page break --- 152 elect some qualified Physician as Sanitary InspectorThe Tellers announced the following as the result of the ballot, R. D. Bell - 4. W. Y. Calhoun. 1. Jas. Burdell 1. The Mayor declared R. D. Bell duly elected Sanitary Inspector for the ensuing term. Nominations for Bridge Keeper being in Order, Alderman Morris nominated John Schneider " Nolen " W. J. Malone, Nominations were declared closed, and the ballot ordered, and the following announced as the result, N. J. Malone. 1. John Schneider 2. The Mayor declared M. J. Malone duly elected Bridge Keeper for the ensuing term. Nominations for City Sexton being next in order, Alderman Dunham nominated M. L. Nilschtle, Alderman Glass nominated Jno. Nebourg, The Tellers announced that Nilschtle had received, 4 Votes Nebourg, 0. and the Mayor declared N. L. Nilschtle duly elected City Sexton for the ensuing term. Nominations for Found Master having been declared in order Alderman Mortimer nominated, John Byrne, " Plumley " G. W. Powell, " Dunham " J. D. Plumb, Nominations were then closed and the tellers announced the following as the result of the first ballot, Byrne, 1. Powell 2. Plumb, 1. Plum. 1. Mussel, 1. There being no election another ballot was ordered, and the tellers announced the following as the result of the 2d. ballot Mussel, 2. Byrne, 1. Powell 2. Plumb, 1. Powell having received a majority of all the votes cast, was declared duly elected Pound Master for the ensuing term. The Mayor announced nominations in order for Porter. Alderman Morris nominated M. H. Harrison, " Mortimer " A. Warden, Nominations were then closed and the ballot ordered, and the tellers announced the following as the result. Harrison. 4. Warden. 2. M. H.
