Austin Garbage Dispute & Street Improvements 1899

Garbage dumping controversy: Citizens petitioned the council to stop trash and garbage dumping at Lavaca Street's foot, sparking debate with public testimony. The city health officer was directed to cease operations while a sanitary committee investigated.

Oil street sprinkling proposal: A special committee was authorized to visit Fort Worth and St. Louis to study whether oil-based street sprinkling was practical and cost-effective for Austin.

Market wagon regulations: The council moved to designate a specific marketplace area and require hay, wood, and watermelon vendors to use it instead of parking wagons throughout the city.

Municipal finances: August 1899 reports showed total collections of $3,376.83 and a general fund balance of about $47,400, with the city hospital treating 26 patients and making 88 visits.

Officer misconduct charge: The city marshal accused the pound master of public drunkenness while on duty, referring the complaint to the police committee for investigation.

Authorizing By Alderman Dunham an ordinance permitting redemption of owners of property purchased by the City- at foreclosure Sale property Sold for taxes to redeem the same within Sixty days by for taxes paying the amount of such taxes and all Court Costs together with six per cent interest thereon from the date of such Sales. Ord regulating flushing gutters By Alderman Glass An ordinance regulating the flushing of gutters in the City of Austin The ordinance was passed under suspension of the rules by the following Vote Yeas Aldermen Dunham Fischer Glass Morris Mortimer Nolen Stumpf 7 Nays None Res to state dumping of garbage By Alderman Morris - Resolution that the City Health Officer is hereby directed to cease at once dumping of trash or other filthy matter in the alley between Lavacca and Colorado streets at a point joining North of River Walk. On motion Mr A J Zicker was invited to address the Council on the Resolution, After remarks by Mr Zicker Mr Baines was invited to address the council in opposition to the passage of the resolution On motion the resolution, with petitions for and against its passage was referred to the Sanitary Committee for investigation, with instructions to the Health Officer to cease dumping at that place pending the report of the Committee. Res. as to how to investigate as to paving of streets By Alderman Mortimer, Resolution that the Street Committee be instructed to investigate and report to the next meeting of the Council as to the cost of having footed at each street Corner the names of the streets intersecting at each Corner and the best method for the execution of said work. The resolution was adopted. Ord. designing Market place By Alderman Nolan An ordinance to designate certain territory within the City of Austin as a Marketplace The ordinance was read the first time and the rule suspended and the ordinance placed on its second reading by the following Vote Yeas Aldermen Dunham Fischer Glass Morris Mortimer Nolen and Stumpf 7 Nays None. The ordinance was then read a second time by Caption and on motion was laid over until the next regular meeting. City Marshall Thorp presented the following communication to the Council To the Honorable City Council of the City of Austin Gentlemen. City Marshall pref. ch'g... against Pound Master I desire to prefer a charge of drunness in Office against Pound Master S.W. Powell and will state that on Saturday evening the 2nd Inst Mr Powell was intoxicated to such an extent as to render him unfit for the performance services as an officer I hope the Council will investigate this charge --- Page break --- 203 as it can be easily substantiated Very Respectfully A J Thorp City Marshall Sept 4th 1899 On motion of Alderman Glass the charges were referred to the Police Committee By Alderman Dunham an ordinance permitting [margin] Wm May | Dolan authorizing to redeem property sold for taxes. Dolan the owner of Certain property purchased by the City at foreclosure sale for taxes to redeem the same within Sixty days by paying the amount of such taxes and all Court Costs together with six per Cent interest thereon from date of said sale.
