Austin Approves Corp Court, Bonds

By Alderman Fischer Petition of Citizens asking that pavement water be drained off on W 10th & 11th Streets - Referred to Street Committee By Alderman Fischer, a Communication from Dr T. M. Worsham Supt Lunatic Asylum asking that pound limits be so extended as to embrace the Park & grounds of the Lunatic Asylum. Read and laid over to come up with an ordinance on the subject. By Alderman Dunham Petition of Citizens asking that a fine assessed in the Mayors Court against Henry Brown be remitted, The Petition not having been approved by the Mayor was laid over. Daniem, asking that a correction be made in his assessment for taxes for the year 1898, presented a resolution directing the assessor & Collector to make the correction as asked for by the petitioner, and recommending the passage of the resolution The resolution was adopted- Rep Printing Alderman Dunham for the Printing Committee, to whom was Com. referred a resolution directing them to advertise for bids for printing the minutes of the City Council until the first of January 1900. presented a report stating that they had advertised for bids as directed and had received two bids - One from the Alabamian at 1/2 of a cent per word and one from the Evening Tribune at 3 cents per printed line. They recommended the acceptance of the bid of the Evening Tribune. On motion the report of the Committee was adopted, and the Mayor authorized to enter into Contract with the Evening Tribune in accordance with their bid. Unfinished business Corp. Court The Mayor laid before the Council, the ordinance to put into ordinance operation the Corporation Court, together with the reports of the majority and minority of the ordinance Committee on the ordinance, and the substitute offered by the majority of said Committee. Alderman Marcel moved to postpone further Consideration of the ordinance until the next regular meeting. which motion was lost in the following voteYeas Alderman Dunham, King, Stumph 3 Nays: Alderman Fischer, Morris, Ellsberry & Rice 4 Alderman Dunham moved to adopt the report of the majority --- Page break --- 218 of the ordinance Committee, submitting a substitute for the original ordinance, which motion for everceling, the following Vote Yeas Aldermen Dunham Fischer, Glass Mortimer & Nolen 5 Nays Aldermen Morris & Stumpf 2 Alderman Fischer moved that the substitute be read and acted upon by sections, which motion prevailed Sections one & two were read and adopted Section three was read - Alderman Dunham moved to fill the Cert Count blanks as to date when the ordinance should take effect - by ordinance inserting the 1st day of January 1900. Alderman Morris offered as a substitute to insert Dec, 1st 1899 The substitute was lost by the following Vote Yeas Aldermen Morris & Nolen 3 Nays Aldermen Dunham Glass Mortimer Stumpf 4 Alderman Dunham moved to postpone further consideration of the ordinance until the first regular meeting in Dec 1899 which motion was lost by the following Vote Yeas Aldermen Dunham Glass Stumpf 3 Nays Aldermen Fischer Morris Mortimer Nolen 4 The Vote was then taken on the motion of Alderman Dunham by inserting in the blanks Jany 1st 1900. and the motion Carried by the following Vote Yeas Aldermen Dunham Fischer Glass Mortimer Stumpf 5 Nays Aldermen Morris & Nolen 2 Sec 3. as amended was then adopted Sec 4. 5. & 6. were read and adopted Sec 7 was read. Alderman Fischer moved to amend Article 20. of sec 7. by striking out the word "ten" and inserting the word "five", which motion prevailed Alderman Morris moved to amend Article 21, Sec 7 by striking out the word "five" and inserting the word "three" which motion prevailed. Sec 7 as amended was then adopted. Sec 8 was read - Alderman Morris moved to strike out this Sec - Alderman Dunham moved as a substitute that the section be adopted - The substitute was adopted by the following Vote Yeas Aldermen Dunham Fischer Glass Mortimer Nolen Stumpf 5 Nays Aldermen Fischer & Morris 2 Alderman Mortimer moved to suspend the rule and place the ordinance on its third reading and final passage which motion was lost by the following Vote Yeas Aldermen Fischer Mortimer & Nolen 3 Nays Aldermen Dunham Glass Morris Stumpf 4 The Mayor Notified the Council that Mr Affolter who had been nominated and confirmed as one of the Board of Equalization had tendered his resignation and he laid before the Council the following Special Message. --- Page break --- 219 Mayors office Austin Texas Nov 6th 1899 To the Honorable City Council Gentlemen: Mayors mess I have the honor to present for your consideration Bd Equalization the names of Wm Shipe and WH Stacy to be members of the Board of Equalization of the City of Austin Respectfully Jas.
