Austin's 1900 Budget & Infrastructure Plans

City Budget Approved: Council adopted a $83,575 annual revenue estimate for 1900, funded by property taxes ($59,250), license fees ($11,000), and fines, to cover police, fire, sanitation, and hospital services.

Public Health Updates: March report showed 27 patients in city hospital, 13 new admissions, and 7 scarlet fever cases reported—city physician tracked disease outbreaks among residents.

Infrastructure Projects: Council approved funds for a new drainage system at the fire hall, an arch culvert across Little Shoal Creek, and water mains extended to the fairgrounds for an upcoming firemen's tournament.

Traffic & Safety Rules: Passed ordinance prohibiting fast driving on Sabine Street between 18th-19th streets and referred proposal to restrict wagons from standing on Congress Avenue during business hours.

Land Sale & Tax Extensions: Authorized sale of 276+ acres in Sabine County and extended the deadline for collecting 1899 taxes from June to July, offering property owners more time to pay.

Regular meeting of the City Council Austin Texas April 02, 1900 Hon Jno. P. Bremond Mayor presiding Present Aldermen Roll Called Dunham Fischer Glass Morris Mortimer Nolen Shrimpf Absent none On motion the minutes were approved as recorded by the Clerk without reading. Petitions memorials etc. Alderman Dunham presented a Communication from W. H. Stacy Pet Chas Lampkin Secretary of the Board of Equalization calling attention to a clerical error Correct assmt in the assessment of Chas Lampkin for 1899. and recommending that the same be corrected by the Council Alderman Dunham moved that this request, together with all communications and petitions on the clerks desk on the subject of taxes be referred to the special Committee on appeals, without reading. Which motion prevailed. Pet R. H. Kirby By Alderman Fischer Petition of R. H. Kirby for permission to to build wooden erect 4 frame dwellings on Block 170. within the fire limit building in On Motion the petition was referred to the fire Commissioners fire limit By Alderman Mortimer petition of Citizens asking the removal of the old skating rink on east 10th street. Read and referred to the Street Committee and City Engineer. On Motion the petition was referred to the Ordinance Committee + City Attorney. Alderman Worris for the Fire Committee to whom was referred Fire Hall. a resolution regarding Drain way at East Austin Fire Hall, presented a report stating that according to the measurement of the City Engineer, the said Drainway extends over on the property of Mrs Nagel one foot and seven inches that they are informed that she desires the Drain way removed from her property, She is unwilling to sell, therefore we do not know of anything else to do, but to move the drainway if the matter cannot be adjusted by purchase or otherwise The report of the Committee was adopted. Vredenberg Alderman Worris for the Fire Committee to whom was referred the authorizing to petition of J.A. Vredenberg asking permission put in outside Drain way on the outside of building corner Drain way West 8th street & Congress Avenue and W 8th st Petition be granted, provided that the width of the Drain way shall not exceed two and one half feet – The report was adopted. Alderman Dunham for the Ordinance Committee to whom Ord. granting was referred An Ordinance granting to Mrs Audrey Smith time Tel. Ord. Comm. authority to put in a Telephone System, stated that the Committee was not yet ready to report and asked that they be granted time until the next regular meeting in which to report – The request was granted New Business Sale of land By Alderman Dunham an ordinance authorizing and Sabine Co. confirming the sale by the City of Austin and its Board of School Trustees, of 276 3/4 acres of land out of the John GilbertLeague in Sabine County Texas.
