Message on So far as Can be known at this time the Various obligations of Levy 1900 the City for the year against the general fund will be approximately the Same as the present Year The budget of expenses adopted by the Council for this Year amounts to $61,715, and it is estimated that a tax of 90¢ on the $100 valuation, with the other resources of general revenue will more than meet this demand. Such being the Case, we should get along with a 70 Cent levy for next Year.

I would therefore recommend a levy of 70 ct on the $100. Valuation for general revenue, one fourth of which under the provisions of the Charter, will go to the improvement of the Streets and bridges; Also a tax of 33 1/3 Cents on the $100. Valuation for the support of free Schools, and a levy of 7 Cents on the $100 Valuation for the payments of interest and sinking fund on old bonds issued prior to May 1st 1890 On account of the misfortune which has befallen the City in the loss of her dam and the consequent destruction of her water power, which has deprived the City of the ability to pay the water and light bonds, according to their tenor and effect, I am unable at this time to recommend any specific levy; and I do not see how the levy can be made until some adjustment is arrived at, equitable alike to the bond holders and the City; Then the levy can be so amended as to meet the demands.
