Historic Austin Water Plant Operations Report

Water and Utilities Report: The city's Water, Light & Power Commission reported quarterly operations through September 1900, showing 2,996 water customers and 266 electric light customers served across circuits. The plant generated nearly $20,000 in cash collections with balanced expenses, ending the quarter with a positive balance of $20,560.

Tax Levy Approved with Amendments: Council passed Austin's 1900 tax ordinance after debating amendments, ultimately setting the general tax rate at 70 cents per $100 of property value (raised from an initial proposal) and 8 cents per $100 to cover bond interest and sinking funds.

Infrastructure Improvements Authorized: Council allocated $1,000 to build bridge approaches over Waller Creek on East 5th Street and approved $300 to repair stone gutters on Congress Avenue, while directing the city engineer to grade and repair multiple streets including portions of Nueces, Willburton, Whitis, and West 8th Street.

Petitions Memorials etc. Pet Geo By the mayor. Petition of O. Odellurth agent, asking to have Odellurth Water Light tax paid by him for the year 1899, refunded Taxes to him. On motion the petition was referred to the Committee on claims and accounts. D. McRae By the mayor. Proposition of D. McRae Esq. to Collect to Collect Back Back Taxes due the City by the Colorado Bridge Co. Taxes from The proposition was read and on motion of Alderman Colorado Dunham was referred to the Finance Committee and Bridge Co. City Attorney with instructions to report at the next regular meeting of the Council. Report of Standing Committees Rep. Finance Aldermen Dunham and Strumpf for the Finance Committee to whom Com on Tax was referred an Ordinance levying taxes for the Ord 1900 Year 1900. presented a report which was read and on motion was laid over to come up with the Ordinance under the head of unfinished business. City Marshal Alderman Dischen for the Hospital Committee directed to presented a bill of Jake Kirschen for pasture of a dispose of Cow belonging to the Hospital, and moved that the City Hospital Cow Marshal be authorized to dispose of the Cow to the best advantage, which motion prevailed. The Mayor laid before the Council a report from the Report of Water Light Commission for the quarter ending Sept W.&L. 30th 1900, which was ordered spread upon the minutes Commission without reading. Taxes for the Year 1900, together with the report of the Finance Committee thereon The ordinance was read the second time Alderman Fischer moved that the ordinance be read and acted upon by sections and paragraphs, adopted Paragraph 1. Section 1 was read. Alderman Fischer moved to amend by inserting in the blank in line on the word “seventy” making the amount levied for general purposes seventy Cents on each one hundred dollars worth of property, which motion prevailed Paragraph 2. Section 1 was read. Alderman Strumpff moved to amend by striking out the word “two” and inserting in lieu thereof the word “eight” Thus making the amount levied to pay interest and sinking fund on re-funding bonds eight Cents on the one hundred dollars worth of property, which motion, prevailed D.B. There being no further amendments offered Alderman Fischer moved to suspend the rule and place the Ordinance on its third reading and final passage which motion was lost by the following Vote --- Page break --- Yeas Aldermen Bischen Nolen Schneider Stumpff - 4 Nays Aldermen Dunham Glass & Mortimer 3 No business Alderman Glass offered the following resolution which was read and adopted. Be it resolved by the City Council of the City of Austin: That the Street Committee and the City Engineer are hereby authorized and empowered to use the sum of $1000.00 out of the sum appropriated to build the bridge over Waller Creek on East 5th Street, to grade and build approaches to said bridge Alderman Mortimer presented a communication from J.M. Beaumont tendering his resignation as Engineer on the Stream Roller to take effect Dec. 1st 1900. On motion the resignation was accepted. By Alderman Stumpff An ordinance appropriating the sum of $300. to replace stone in gutters on Congress Avenue between 3rd and 5th Streets The Ordinance was passed under suspension of the rules by the following Vote: Yeas Aldermen Dunham Bischen Glass Mortimer Nolen Schneider Stumpff 7 Nays None Alderman Stumpff offered the following resolution which was read and adopted! Be it resolved by the City Council of the City of Austin! That the City Engineer is hereby directed and instructed to at once, place all the City Teams and street force, and grade and repair generally, Nusces Street between 28th & 28th Streets! Also, Willburtia and Whitis Avenues between 24th & 26th Streets! Also West 8th Street between Lampas and Guadalupe! Also West 15th Street from Congress Avenue to Sabine And the street force from Sabine to the City Cemetery. As soon as the above work is finished the City Teams and Street force shall be carried to the following Wards, and street work done in said Wards in the order named, under direction of the Aldermen for each such Wards; 1st to the 5th Ward, 2nd to the 6th Ward, 3rd to the 7th Ward, and fourth to the 4th Ward. The Mayor laid before the Council a communication from J.B. Earl and F.E. Boylston asking a franchise to construct a telephone plant in the City of Austin. The communication was read. Alderman Glass moved that the communication with the accompanying ordinance be referred to the Ordinance Committee and that each Alderman be furnished with a Copy of the Ordinance. Alderman Bischen moved to amend by having it referred to a Special Committee of three, with instructions to report at the Next regular Meeting of the Council The Amendment was adopted and the Mayor appointed the --- Page break --- 398 the following named Aldermen as such Committee, viz Aldermen Pucas Dunham and Schneider. Alderman Glass offered the following Resolution which was read and adopted. Resolved by the City Council of the City of Austin; that the Mayor be and is hereby authorized to employ sufficient labor to fix the gutters on Congress Avenue Now torn up and superintend the job On Motion the Council adjourned.
