Railroad Track Expansion: Council approved a Houston & Texas Central Railroad spur track across Brazos Street, allowing freight delivery to downtown properties while the railroad company held the city harmless from damages.

Street and Park Development: Approved $2,000 for completing the Hyde Park street project from 19th Street to Hyde Park, plus funding for bridge repairs on Congress Avenue and Waller Creek.

City Services and Supplies: Awarded annual contracts for city printing, hospital groceries, fuel, and prisoner feeding to local vendors; authorized payment of approved city department accounts totaling thousands of dollars.

Property Redemption Rights: Allowed property owners to reclaim real estate purchased by the city at foreclosure sales within 90 days, giving residents a second chance to recover their land.

Financial Management: Approved $1,000 for water and light bond sinking funds and authorized the city to borrow county road work teams for three months, with the city covering all operating costs.

Schleicher. Stumptf. - 6 Absent: Aldermen. Fischer. - 1 On motion the minutes were approved as recorded by the Clerk without reading; Petitions. Memorials, etc. By Alderman. Mortimer. Petition of Jas. H. Robertson Esqr. asking permission to put in a switch or spur track from the yards of the Houston & Texas Central Railroad Company in Block 20. across Brazos Street to and across the South end of Lot. 19 and 20. Block 31. of the City. The petition was read and on motion was laid over to come up with a resolution on the subject under the head of new business. By Alderman Glass. Petition of Mrs. Uehills, asking to have certain pound fees refunded. On motion the petition was granted. By Alderman Stumptf. Petition and proposition of Chas. Stephenson, for by change of property. Read and referred to Street Committee and engineer. By Alderman Glass. Petition of J. A. Barges, asking refunding of certain Ground fees. On motion the petition was granted. By Alderman. Mortimer. Petition of Lewis Hill, asking to have a fine assessed against him in the Mayor's Court, remitted. The petition was read, and on motion was granted. By Alderman. Glass. Communication from J. H. Hess. complaining of the condition in which the streets were left by contractor for street work in the Sixth and Seventh wards, and asking that the Council take steps to have same put in good condition. On motion the petition was referred to the Street Committee, with authority to act. By Alderman. Glass. Petition of Fra H. Evans. receiver of the Austin Rapid Transit Railroad Company. asking correction of assessment for the year 1898. Read and referred to the Claims and Accounts Committee. Reports of City Officers. The Chair laid before the Council, the reports of the City officers, for the month of December 1900. which were, on motion referred to their appropriate committees without reading; except the report of the Treasurer, which was read. Reports of Standing Committees. Alderman Stumptf for the Street Committee, to whom was referred the petition of M. M. Stipher asking that certain drain pipes be put in, and that the steam roller be furnished, when needed, and an appropriation for $500.00 made to aid in completing the Speedway, from 19th. Street to Hyde Park. presented a report recommending that the petition be granted. On motion the report was adopted. Alderman. Stumptf. for the Finance Committee, to whom was referred the proposition of P. J. Brackenridge to sell certain Water and Light Bonds of --- Page break --- 420 the city. granted a report recommending that the proposition be accepted. On Motion. the report was adopted. Alderman Sturdevant for the Finance Committee to whom was referred the proposition of W. L. White to purchase certain bonds from the city. presented a report recommending that the proposition be referred to the Water, Light and Power committee of the City. The report was adopted. Alderman Durst for the printing committee presented a report stating that the Committee had advertised and received bids for the City printing for the year 1901. and recommending the acceptance of the bid of the Statesman Publishing Company for newspaper printing. and the bid of Von Bochmann & Schutze for Commercial printing. On motion the report was adopted and the Mayor authorized to enter into contract with the parties, in accordance with their resp-ective bids. Alderman Mortimer for the Committee on Purchases presented a report stating that in conformity with the law governing same, they had advertised for bids for supplies for hospital, etc. and begged leave to report that the accompanying the following bids be accepted: Various groceries for hospital, as per specifications filed with City Clerk. to Edison & Rusk; W. B. Smith. and Fischer & Prox; Sewer pipe A. T. Martin & Bro; Wood for Hospital, J. W. Heard; Fuel for City teams, Robinson & Bro; Feeding prisoners, Joe Adams; Dry Goods, W. B. Smith; Meat, Wm. Ulit; Mattresses and Pillows, J. S. Elkins; On motion the report was adopted. Alderman Durst called up from the table the report of the Auditing Committee, and on motion the same was referred to the Finance Committee. to Finance Committee. New Business. Alderman Mortimer offered the following resolution, which was read & adopted. Resolution: granting Alderman Mortimer permission to R. R. Track accepted. Robinson, to build a Be it resolved by the City Council of the City of Austin. That the in R. R. track across petition of Jas: H. Robertson asking permission to construct a Brazos st. to be built rail-road track across Brazos street from Block 30. to and across the south end of lots 12 and 14 in Block 31. of said City. be and the same is hereby granted, and the said Robertson or his lessees or vendees are hereby granted permission to construct, under the supervision of the City Engineer and Street Committee of the City of Austin, a spur or swivel rail road track from the yards of the Houston and Texas Central Railway Company in Block 30, across Brazos street to and across the south end of lots 12 and 14 in Block 31 to be used by the said Robertson or his lessees or vendees or the Houston and Texas Central Railway Company, solely for the purpose of passing cars over said track in delivery and removal of freight to and from said lots. This privilege is granted, upon the condition that the said Robertson and the Houston and Texas Central shall hold the City harmless from all damages that may result to any person by reason of the construction of said rail road track across said street. That this resolution take effect from and after its passage. By Alderman Stumph: An ordinance appropriating the sum of $1000.00 for the purpose of having rolls, bearing rolls to Street Protection tow wagon. The ordinance was read the first time and on motion was referred to the Fire Committee. By Alderman Dunnham: An ordinance appropriating the sum of $2000.00 for the purpose of aiding in the completion of the Hyde Park 2nd Underway from 19th. and to Hyde Park. The ordinance was passed under suspension of the rules by the following vote: Yeas: Alderman: Dunnham: Glass, Mortimer, Nolen and Stumph. 6. Nays: Schneider 1. By Alderman Schneider: An ordinance to permit owners of real estate and force-closed purchased by the City of Austin at foreclosure sale, to redeem the same at any time within ninety days from the passage of this ordinance. By Alderman Stumph: An ordinance appropriating the sum of $1747.00 for the purpose of paying approved accounts, Street Department. Resolution instructing Alderman Stumph: offered the following resolution which was read and adopted. Schneider and Stumph. 6. Nays: None. 0. The ordinance was read the second time. Ord amended. Alderman Glass moved to amend the ordinance by adding the following, J.A. Nays: None. 0. By Alderman Stumph: An ordinance appropriating the sum of $1747.00 for the purpose of paying the salaries of Special Policemen for the month of December. 1900. By Alderman Stumpf: An Ordinance, appropriating the sum of $1000.00 for the purpose of purchasing bonds for the Sinking Fund of the Water and Light Bonds of the City. An Ordinance appropriating the sum of $500.00 for the purpose of re-constructing bridge and approaches across Waller Creek on East 5th Street on Waller Creek. The Ordinance was read the first time and on motion was referred to the Street Committee. Alderman Nolen offered the following resolution: “Be it resolved by the City Council of the City of Austin. that the Street Committee of the Council. be and is hereby instructed to at once submit to the Commissioner’s Court of Travis County. the following proposition for obtaining for the use of the City, the County road teams for the next three months. Vizi: The City will take charge of said teams for said period. Pay all expenses for properly keeping same. Pay the pay roll for the force working same, and return all of said property to the County at the expiration of said time, in as good condition as when received, ordinary wear and tear excepted.
