On motion the report of the Committee was adopted. The substitute offered by the Committee was read and adopted. On motion of Alderman Dunham the ordinance was amended by filling the blanks in Section 1-"the 1st of March" thus making the day of election on that date. Alderman Nolan moved to amend by inserting in the blanks under head of 1st Ward the following "South Austin Firehall" and "A. N. Pateat & D. Lafron and H. D. Mayor’s Office Austin Texas Feby 4. 1901 To the Honorable City Council Gentlemen: I herewith submit for such action as you may deem best for the City’s interest the estimates of receipts and disbursements on account of the general revenues of the City for the fiscal year ending December 31st 1901. The taxable values of the City being $8. 831. 837. and the tax levy being 70 cents on the $100. valuation, will yield the amount of $61. 822. 85. one fourth of which under the charter is available for the street and bridge fund: this amount being $15. 475. 57. would leave a balance available for the general fund of $46. 347. 84. In addition to this the assessor & Collector estimates the receipts from other sources as follows: Sales of prior years $6000.: occupation taxes $9500.: Fines in the Mayor’s Courts $2500.: Account of interest and penalties $2500.: Treasurer on account of Hospital $500.: Pound fees $500.: Registration of dogs $500. and Miscellaneous $2000., making a total available for the general fund $71. 067. 84. The estimated expenses for the year are as follows: Salary of Officers, Policemen and Sexton $11. 000.: Fire Department $1. 800.: Salary Dept $5500.: Meals for prisoners $500.: City and County Hospital $5000.: Charity $100.: Printing, Stationery, and Postage $1800.: Miscellaneous $1000.: Water and lights $20. 000.: Total expenditures $73. 200. It will be seen from the above estimates that the estimated expenditures exceed the estimated receipts by $2. 132. 16. but this amount can be met, if it is necessary, by the cash in the treasury at the beginning of the year. From these estimates it will be seen that the utmost care should be exercised in keeping our expenditures within our receipts. For the payment of expenses that must be revenues, to governmental revenue taxes must be levied, No taxes can be imposed that are not more on less disagreeable and onerous, yet no taxpayer will complain if the burden rests equally alike on all, and he knows that the money paid by him will be properly and judiciously expended as the public good may be thought to demand. By Alderman Fischer An ordinance authorizing the S. A. Del Co to put in conduits etc. The ordinance was read and on motion of Alderman Stumff was referred to the Street Committee and City Attorney Alderman Schneider offered the following resolution which was read and adopted Be it resolved by the City Council that the S.W.P.Tel Co be granted the privilege to continue work on their conduits until the next regular meeting of the Council The Mayor laid before the Council a proposition from W.S.Swain to sell bonds for the sinking fund. Alderman Glass moved to refer the proposition to the Water Light Committee. Alderman Runckam moved as a substitute: That it be referred to the Finance Committee The substitute was adopted. On motion of Alderman Fischer, the Finance Committee were directed to advertise for the purchase of bonds for the sinking fund of the water & Light bonds - to the amount of $15000 from in the sinking fund of said bonds. The Mayor laid before the Council a communication from W.P.Burleson C.E. regarding the measurement of the water in the Colorado river, which was read and on motion was referred to the Water Light Commission and the City Clerk directed to acknowledge receipt of same and to return the thanks of the Council to Mr Burleson for his prompt attention to the matter By Alderman Stumff An ordinance appropriating the sum of $1213.35 to pay approved accounts.
