Austin Budget: Street Funds, Dog Catchers & Pound Fees
• Multiple citizens won refunds on pound fees (animal impound charges) after filing petitions with the council—a common complaint suggesting the fees may have been contentious.
• New Street & Bridge Fund approved to finance permanent paved streets with underground sewers, representing a major infrastructure investment for the growing city.
• Monthly salary appropriations passed including $840 for aldermen per diem, $75 for the city engineer, and $80 for dog catchers—showing Austin's early municipal workforce structure.
• Marshal's report showed mixed law enforcement collections, with $320 in fines assessed but only $193.50 actually collected in cash, indicating enforcement challenges.
