Austin's 1901 Saloon Ban and City Business

Saloon Prohibition in Hyde Park: The council passed an ordinance prohibiting saloons and liquor sales in Hyde Park, with a 10-4 vote showing some community division on the issue.

Fuel Oil Regulations: New safety rules were enacted to regulate crude petroleum and manufactured fuel oil use in the city's steam plants, addressing industrial safety concerns.

Financial Reports: The city treasurer reported over $72,000 in various funds (general, sinking, and street improvement), with the council approving $1,200 in funding for water and light bond interest payments.

Infrastructure Petitions: The council rejected requests to open an alley in Block 37 and denied a damage claim from Mrs. H. Dutton for sidewalk and awning damage, determining the city wasn't liable.

Presidential Mourning: Following President McKinley's death, the council passed a resolution requesting all Austin businesses close for one hour on September 19th and toll the funeral bell as a mark of respect.

Petitions Memorials etc Pet Austin By Alderman Shelley – Petition of the Austin Sewerage Sewerage Co to Company asking to be relieved from payment of remit penalties penalties on taxes for the year 1898, On motion the 1898 taxes petition was granted Pet Freeman By the Mayor Petition of Mr Freeman, for permission to erect tank in to erect a frame tank on Lot 4 Block 40, within the Fire Fire limits limits. On motion the petition was granted. By Alderman Redd Petition of Mrs L. Sullivan asking Pet Mrs Sullivan to have certain pound fees refunded. to refund Pound fees. Read and on motion referred to the Police Committee Reports of City Officers The mayor laid before the council the report of the City Treasurer for the month of August 1901, which was referred Report City to the Finance Committee without reading. Dutton for referred the petition of Mrs. H. Dutton for damages to sidewalk damages and awning, presented a report stating that the City had referred the damage is due to property and recommended that the claim be not allowed. On motion the report was adopted. Rept St. Com: Alderman Nitschke for the Street Committee to whom was H. M. Prass's alley referred the petition of H. M. Prass asking to have the alley Alley in Block 37, opened – presented a report stating --- Page break --- that they had examined the premises and saw no reason for opening said Alley, and recommended that the petition be not granted. The report of the Committee was adopted. Rept Ordinance Alderman Strumpff for the ordinance Committee to whom Com. Hyde Park. was referred the petition of Citizens of Hyde Park, asking that Saloons. saloons be prohibited in said Park, presented a report recommending that the petition be granted and submitting an ordinance on the subject and recommending the passage of the ordinance. The report of the Committee was adopted. Rep Ord Com Alderman Strumpff for the ordinance Committee to whom Petroleum. was referred an ordinance regulating the use of Crude Fuel Oil. Petroleum and manufactured Fuel oil in steam plants in the City of Austin, presented a report recommending the passage of the ordinance, with certain amendments prepared by the Committee. On motion the report of the Committee was adopted. Unfinished business Ord regulating The Mayor laid before the Council an ordinance regulating the use of Petroleum use of Crude petroleum and manufactured fuel oil in steam & fuel oil plants in the City of Austin, together with amendments 2d prepared by the ordinance Committee. On motion the amendments were adopted, and the ordinance as amended was then passed under a suspension of the rules by the following Vote Yeas. Resolution To the Honorable Mayor and the City Council of the City of Austin (Thanks) Gentlemen! Georgetown On the 26th day of August 1901, at an for use of adjourned meeting of the City Council of Georgetown, acting Engine in conjunction with a Committee from the Georgetown Fire Department, the following resolution was offered and unanimously adopted. Be it resolved by the City Council of Georgetown, Texas, that the thanks of the City of Georgetown and the Georgetown Fire Department be and are hereby tendered to the City of Austin, and its Fire Department, for the use of their Fire Engine in our recent water famine and that by its use we were able to alleviate and relieve the distress caused by the scarcity of water in our City. If the past week That should the City of Austin, at any time, stand in need of aid or relief from our City, it is hereby tendered. City Treasurer Be it resolved by the City Council of the City of Austin: directed to That the City Treasurer be and he is hereby authorized and Transfer from directed to transfer from the Interest fund of the Water and Int funds Light-bonds of the City of Austin, to the sinking fund of fund and Said bonds, the sum of $196.⁰⁰ this being the amount of Bonds interest due on Water and Light-bonds Nos 4,5,6,220,226 heretofore purchased by the City, for the sinking fund of the Water and Light-bonds of the City of Austin, which interest was paid out of the sinking fund. App. $1200 to By Alderman Maddax An ordinance appropriating Pay Int on w/L the sum of $1200 for the purpose of paying the interest due bonds. on the Water and Light Bonds of the City of Austin. Ord to Vacate By Alderman Maddax An Ordinance to Vacate Certain Certain Streets portions of San Fain Streets in the City of Austin and to grant to new named the Superintendent and the Board of Trustees of the State Haywood Blind Asylum, the right to use the land formerly covered by the portions of the Streets hereby Vacated. The ordinance was read the first time and on Motion was referred to the Street Committee. Ord amend By Alderman Shelley An ordinance to amend an Cemetery Ord ordinance entitled "An ordinance regulating Cemeteries within the City of Austin, and fixing penalties for the Violation of the Regulations therein prescribed" passed July 8th 1901 approved July 8th 1901. The ordinance was read the first time and on Motion was referred to the Cemetery Com. The ordinance was read the first time and on motion was referred to the Street Committee. By Alderman Davis An ordinance requiring the removal R d b m of poles from Bertram streets in the City of Austin. [illegible] t m The ordinance was read the first time and on motion was from bertram referred to the Street Committee streets Alderman Nitschke moved that the petition of - Wicke for damages P of Wicke m [illegible] heretofore referred to the Street Committee and reported upon, T to Com. be re-referred to the Committee for further investigation, which motion prevailed By Alderman Strumpff An ordinance to regulate the Saloons in location of Saloons and of places where spirituous or Hyde Park intoxicating or fermented liquors are sold within the prohibited corporate limits of the City of Austin, and to prescribe penalties for the violation of the regulations herein established. The ordinance was read the first time, whereupon it was invited to address the Council, which he did, Mr. F. M. Lovert also made a few remarks, after which the ordinance was passed under suspension of the rules by the following YeaYeas Alderman Crooken Kime Lowe McAdams Mortimer Nitschke Shelley Strumpff Truitt 10 Nays Alderman Davis Gillis Redd Schneider 4 Alderman Strumpff offered the following Resolution Resolutions Whereas, Almighty God in his infinite wisdom has taken from us on death of our beloved and honored President, and President Whereas, the Governor of Texas has issued a proclamation McKineley requesting the people of Texas to observe an hour wherein the universal grief of the Country may be expressed! Therefore be it resolved that on Thursday Sept 19th, between the hours of 11-12 A.M., this being the hour appointed for the funeral ceremonies, that the professional and business men of Austin be and are, hereby requested to close their offices and places of business during the hour above mentioned and Be it further resolved that the funeral bell be tolled for 15 minutes beginning at 11 o'clock A.M. the same day Alderman Mortimer moved that the resolution be adopted by a rising vote and that as a further mark of respect the Council do now stand adjourned, which motion prevailed Jno.
