Street improvements approved – Citizens petitioned to open and improve several streets including Burleson Alley, Willow, and Lauderdale Streets; the council referred these requests to the Street Committee for action.

Refunding bonds passed – The council approved new city bonds to refinance Austin's existing debt, though two aldermen voted against it.

Tax ordinance delayed – A proposed 1904 tax levy ordinance faced disagreement and failed to advance to final passage on the first day; the vote was split over specific tax amounts.

Child safety in saloons – An ordinance was introduced to prohibit minors from entering saloons where alcohol is sold, with fines for violators; it was sent to committee for further review.

City maintenance funded – The council quickly approved $150 for City Hall repairs and $35 for fire wagon equipment.

Regular meeting of the City Council Austin, Texas, October 21, 1901. Hon R. E. White, Mayor presiding Roll called Present Aldermen Crooker, Davis, Hume, Low, Maddax, Mortimer Nitschke, Redd, Schneider, Shelley, Shumate, Stumff & Wilit – 13 Absent None On Motion the minutes were approved as recorded by the clerk, without reading. Petitions, Memorials, etc Pet to open By Alderman Schneider, Petition of Citizens to open up street Burleson known as "Burleson Alley" between 6th & 5th Streets Alley Petition read and on motion referred to the Street Committee Pet Al Musgrove By Alderman Crooker, Petition of Al Musgrove, asking that to remit taxes the Council remit a portion of his taxes for back years – Read and on motion referred to the Claims and Accounts Committee Pet Sam Redd By Alderman Redd – Petition of Samuel Redd asking To put in wagon permission to put in a Wagon Scale in South Austin Scale On motion the petition was granted, the work to be done under the supervision of the City Engineer Pet to open By Alderman Low. Petition of Citizens asking to have Willow, work Willow Lauderdale, South Chalmers & Garden Streets opened up and & other sts worked – The petition was read and on motion referred to the Street Committee Reports of Standing Committees Alderman Maddax for the Finance Committee, presented the following report, which was read and adopted Austin, Texas, Oct 21st, 1901 Report To the Hon R. E. White, Mayor and Board of Aldermen Finance of the City of Austin Committee Gentlemen: on behalf of Your Committee on Finance to whom was City Officers referred the following reports, Viz, City Clerk, City Assessor, and Collector and City Treasurer, beg leave to report that we have carefully compared and examined same and beg leave to state that we find them correct in all things. City Collec. to fur- We would suggest that the City Assessor & Collector furnish the nish duplicate City Clerk with duplicate receipts of all deposits made with receipts & Clerk to the City Treasurer, and that said City Clerk keep an account keep an acct. with said Treasurer. Respectfully submitted G. W. Maddax H. H. Hume P. Schneider Committee Alderman Stumff for the Ordinance Committee to whom was referred a resolution authorizing the Mayor to appoint from among the members of the Council an Auditing Committee, presented a report recommending that said resolution be not adopted for the reason that, in the opinion of this Committee, it is the duty of the --- Page break --- 578 Finance Committee of the Council to audit the accounts of all officers who receive or pay out City funds. Alderman Mortimer moved that the report lie over to be taken up under the head of unfinished business. and be considered with the resolution. which motion prevailed. Cemetery Comm. Alderman Ulit for the Cemetery Committee to whom was referred report on ordinance An Ordinance prohibiting the desecration of graves on lots in the prohibiting desecration City Cemetery. presented a report stating that art. 119 of the of graves Revised Penal Ordinances of the City provides for the same as the Ordinance. On motion the ordinance was referred back to the Committee San Sou riant Alderman Ulit for the Cemetery Committee to whom was report on unsent referred the report of the City Sexton for the month of Sept 1901. presented a report stating that the same was correct. On motion the report was adopted. Hospital Comm. Alderman Brocken for the Hospital Committee to whom was report on Physicians report on the City Physician for the month of Sept 1901. presented report sect a report stating that upon examination they found the report correct. The report of the Committee was adopted. Joint Comm report Alderman Waddox for the Joint Committee to whom was referred of ordinance to An Ordinance to provide for the issuance of refunding bonds of issue refunding the City of Austin etc, presented a report, together with a substitute bonds. ordinance which they recommended be adopted in lieu of the X original Ordinance. On motion the report was laid over to be taken up with the original ordinance under the head of unfinished business. Unfinished business The Mayor laid before the Council An Ordinance for the issuance Ord providing for of refunding bonds of the City of Austin for the purpose of the issuance of refunding its bonded debt etc, together with the substitute refunding bonds offered by the Joint Committee. The substitute was read and on motion was adopted in lieu of the original Ordinance and on Motion the rule was suspended and the ordinance passed to its second reading by the following vote X Yeas Aldermen Brocken.
