Austin Seeks State Teachers Convention, Expands Sidewalks

Teachers Association Invitation: City Council unanimously invited the Texas State Teachers Association to hold its 1902 annual convention in Austin, promising suitable accommodations and a warm welcome from citizens, university faculty, and state officials.

Congress Avenue Sidewalk Expansion: Council voted to widen sidewalks on Congress Avenue by six feet, though the measure faced some opposition (11-2 vote).

Pound Fee Refunds: Multiple citizens petitioned for refunds of animal pound fees, with cases referred to the Claims & Accounts Committee for review.

City Finances: Council appropriated over $10,000 for bond interest payments and approved various departmental spending, including $300 for officer salaries and $195 for street department expenses.

Property Redemption: The city passed an ordinance allowing owners of foreclosed properties purchased by Austin to reclaim them within 90 days of the law taking effect.

Reports of City Officers Reports City The Mayor laid before the Council the reports of the Officers City Marshal for the month of Nov 1901, and that of the Water & Light Commission for the quarter ending Sept 30th 1901. Which were on motion referred to the appropriate Committees without reading. Reports of Standing Committees Alderman Lowe from the claims and accounts Committee --- Page break --- 599 Rep. & Rev. Com. to whom was referred an Ordinance appropriating the Pol. S.R. Fisher. sum of $500. to pay the fee of S.R. Fisher, Esq. in the case of E. L. Bartholomew Rasevier vs the City of Austin, in the Supreme Court of the United States, presented a report recommending the passage of the Ordinance. On motion the report was laid over to come up with the ordinance under the head of unfinished business. S.H. Heaven. to Alderman Low, for the claims & accounts Committee to reduce Taxes. whom was referred the petition of S.H. Heaven for reduction of Assessment, presented a report stating that under the Charter the Council had no authority to remit taxes hence they recommended that the petition be not granted. On motion the Committee’s report was adopted. L.A. Johning Alderman Low for the Claims & Accounts Committee to damage to whom was referred the claim of L.A. Johning for damages Cow. presented a report stating that the claim comes under the jurisdiction of the Water & Light Committee and recommended that it be so referred. The report was adopted. Alderman Brooker for the Hospital Committee presented a Rep. Matron report, submitting a report from the Matron of the Hospital of Hospital giving a statement of Amounts Collected from pay Gratuitous at the Hospital and of the Amounts paid out by her as also the Amount paid over to the Assessor & Collector of Taxes. The report was read and on motion was referred to the Finance Committee. City Engineer On motion the City Engineer was granted leave of absence leave of absence. from the 29th of the present month. Unfinished business $500 to pay fee. The Mayor laid before the Council an ordinance appropriating S.R. Fisher. the sum of $500. for the purpose of paying the fee of S.R. Fisher Esq. for services in the U.S. Supreme Court in the case of E.L. Bartholomew Rasevier vs the City of Austin. The ordinance was read the second time and passed under suspension of the rule by the following vote: Yeas. Aldermen Brooker, Davis, Low, Glad, dar, Mortimer, Hitschel, Reed, Schneider, Shelley, Shmate, Shurff and Waitt – 12 Nays None. Alderman Shuma entered the Council Chamber. Spilling The Mayor laid before the Council the substitute to the Spilling ordinance. ordinance offered by the Ordinance Committee. Alderman Shmate stated that he desired to offer an Amendment which was sent up. On motion the Ordinance with the substitute and the amendment were re-referred to the ordinance Committee with instructions to prepare and submit a new ordinance on the subject. New business. Pracher President of the State Universaly Universaly an in regard to the meeting of the Texas State Teacher Association State Teacher which was read Assn Alderman Nitsche offered the forlowing resolution which was read and unanimously adopted. Be it resolved by the City Council of the City of Austin: Resolution Section 1. That a cordial invitation be and is hereby extended to inviting State the Teachers Association of Texas, to hold its Annual Convention Teachers Assn. in this City meet in Austin Section 2. That the Teachers of the state are hereby assured in 1902. that, should the above invitation be accepted, they will be provided while in Austin with suitable quarters in which to transact the business of their Association, and will receive a hearty welcome by the Citizens of Austin, the faculty and Students of the Universaly, and the various State officers and employes residing in Austin. Section 3. That the City Clerk is hereby instructed to transmita copy of this resolution to the President of said Association, and to request on behalf of the City of Austin that same be submitted to the Convention which will soon convene in the City of Waco. Resolution to Alderman Nitsche offered the forlowing a resolution increase width Be it resolved by the City Council of the City of Austin, that of Sidewalks on the Street Committee and City Attorney are hereby Congress Avenue. instructed to prepare and present to the Council an ordinance for increasing the width of sidewalks on Congress Avenue six feet. On Motion the resolution was adopted by the forlowing vote Yeas Alderman Grocker, Hune, Love, Maddas, Martinson Nitsche, Redd, Schneider, Shelley, Shumate, Welch 11 Nays Alderman Davis, Stahleuppf 2 Mayor and On Motion the Mayor and City Attorney were granted City Attorney a leave of Absence from Dec 28 1901. until Jany 27 1902granted leave of Alderman Maddas offered the following Resolution Absence Be it resolved by the City Council of the City of Austin, that the City Treasurer be and is hereby instructed to Transfer money transfer from the account of the General fund in the City from Genl fund treasury to the account of the interest fund the sum to interest fund of eight hundred and fifty seven dollars. By Alderman Maddas An ordinance appropriating $857.00. $10.689.70. the sum of $10,689.70 for the purpose of paying interest paying int. due on outstanding bonds of the City. The ordinance was read the second time Alderman Maddox moved to amend the ordinance by striking out the amount $37.95 To pay the bill of Haldeman & Co as said bill had not been approved by the proper committees and the City Engineer. City Engineer Reed stated that the bill was correct but had not been approved by him for the reason that it had not been filed with the Clerk within the time prescribed by resolution of the Council. The amendment was lost by the following vote Yeas Aldermen Maddox Ritschke Schneider 3 Nays Aldermen Brown, Davis, Dunn, Low, Mortimer, Redd Shelley, Shumnake, Stumpff, Weik- 10 The ordinance as amended was then passed by the following Vote Yeas Aldermen Brown, Davis, Dunn, Low, Mortimer, Redd, Shelley, Shumnake, Stumpff, Weik- 10 Nays Aldermen Maddox, Ritschke, Schneider 3 Engineer to Alderman Schneider offered the following resolution Survey and Be it resolved by the City Council of the City of Austin; That the Stake City City Engineer be requested to survey and stake off the west boundary of the City lines as changed by the last City Charter of City lines which went into effect April 20th 1901, as soon as practicable to do and main so. And also survey the main trackage and side trackage and situated within the limits of this City of the So Ry. Alderman Davis moved to reconsider the Vote by which An ordinance appropriating the sum of $150. to pay interest on bonds purchased for the sinking fund, was referred to the Finance Committee, which motion prevailed Alderman Shelley moved to suspend the rules and place the ordinance on its second reading, which motion prevailed by the following Vote Yeas Alderman Brooken Davis Humme Lous Maddock Mortimer Nitschke Red Schneider Shelley Shumate Stumph Walsh – 13 Nays none. The ordinance was read the second time Alderman Maddock moved to amend the ordinance by striking out that portion making the amount payable out of the "Interest fund on Water & Light bonds" and inserting in lieu thereof "the interest and sinking fund of the Refunding bonds of the City of Austin" which motion prevailed and the ordinance as amended was then passed under suspension of the rule by the following Vote Yeas Alderman Brooken Davis Humme Lous Maddock Mortimer Nitschke Red Schneider Shelley Shumate Stumph Walsh – 13 Nays none.
