Austin 1902 Budget, Printing Contracts & Public Works

Government Contracts Awarded: City Council approved printing contracts for 1902 with Cheeseman Printing for newspapers and Von Boeckman Schulze & Co. for job printing after reviewing sealed bids.

Budget & Payroll Approved: Council passed multiple ordinances appropriating funds for aldermen salaries ($1,680), city employee wages, sanitary worker pay, and street department costs for early 1902.

Street & Infrastructure Issues: Residents petitioned to remove obstructions on 2nd Street, while Charles Stephenson proposed rerouting certain streets and exchanging land to accommodate the changes—all referred to the Street Committee.

Telephone Franchise Request: Chicago businessman Orville Dorn requested permission to build an independent telephone line in Austin; the proposal was sent to the Street Committee and City Attorney for review.

Water Dam Project: The Water & Light Commission announced plans to rebuild the city dam and invited council to meet with a citizen committee overseeing the project.

608 Regular meeting of the City Council Austin Texas January 20, 1902 Hon R.E. White, Mayor, presiding Roll called Present Aldermen Crooker, Simms, Low, Maddox, Wuttsche, 10 Redd, Shelley, Shumate, Struve, Tisch Absent Aldermen Davis, Mortimer, Reichenbach 3 On motion the minutes were approved as recorded by the Clerk, without reading. Petitions, memorials &c Pet By Pelvi. By Alderman Low. Petition of Henry Pelvi asking removal to remove obstructions of Obstructions in 2nd Street. Read and on motion referred & 2nd St to the Street Committee. By the Mayor. Communication from Orville Dorn of Chicago asking from asking for franchise for an independent Telephone line. for Telephone Read and on motion referred to the Street Committee and the franchise. City Attorney. Alderman Bohringer entered the Council chamber. On motion City Engineer Smeed was excused from further Attendance at this session of the Council. Protest Jim Moore By the Mayor. - Protest of Jim Moore against granting the against Pet by Petition of Henry Pelvi and giving his reasons for the same. Pelvi Protest. Read and on motion referred to the Street Committee. Chas Stephenson By Alderman Wuttsche, proposition of Charles Stephenson to Change to change street Certain Streets, also to exchange Certain lands necessary to make such change. Read and on motion referred to the Street Committee. J.A. Young, By Alderman Redd. Petition of J.A. Young asking to have refund money Certain franchise fees refunded. Read and on motion fees. referred to the Committee on claims and accounts. Water & Light By the Mayor. Communication from the Water & Light Commission Commission state they had appointed a Committee of Citizens to take up on rebuilding the matter of re-building the dam and inviting the Council Dam to meet with said Committee. On motion the Communication was received and ordered filed. Alderman Davis entered the Council Chamber. Report of Water The Mayor laid before the Council the report of the Water and & Light Com Light Commission for the quarter ending Dec 31st 1901. Which on expenditures was on motion referred to the water & Light Committee and ordered on 3rd reading. Report of Standing Committees. Report Printing Alderman Crooker for the Printing Committee presented a report Comm. stating that they had advertised for sealed and opened bids for Newspaper and job printing for the City for the year 1902. and after canvassing the different bids they recommend that the bid of the Cheeseman Printing, for Newspaper printing, and the bid of the Von Boeckman Schulze & Co. for job Printing be accepted, and that they be awarded Contracts in accordance with said bids --- Page break --- 609 On motion the report was adopted and the Contracts awarded as recommended by the Committee Ref Cemetery Alderman Weil for the Cemetery Committee to whom was Com on Sexton referred the reports of the City Sexton for the months of November 1904 reports presented a report stating that they had examined same and found them correct. On motion the report of the Committee was adopted. Alderman Crooker for the Printing Committee to whom was Ref Printing referred the memorial of the Austin Typographical Union and the Com on Austin Trades Union, presented a report; stating that the City Trades Union was without authority to force printing establishments to put on Typographical the Union label on all City printing. On motion the report Union was adopted. Alderman Davis for the Hospital Committee to whom was Hospital Com referred the report of the City Physician for the month of Dec. 1904 on Physician presented a report stating that they had examined same reports and found it correct. On motion the report was adopted. Alderman Shummate for the Purchasing Committee presented Report a report stating that they had advertised for, received and Purchasing opened bids for supplies for the City for the quarter ending March Com. on 31st 1905, and after carefully canvassing same, they recommend Contracts for that bids be awarded the following named persons, and that Supplies the Mayor be authorized to enter into Contract with said parties in accordance with their bids, viz: For Supplies for City Hospital, to Geo. C. Wison & H.B. Smith and A. Pochen & Bros. For Beef for City Hospital to J.M. Wilson " Milk for City Teams to Robinson Bros. " Shoes " " A.B. Beard " Coal for " Hall " A.B. Beard " Feeding City prisoners " J.A. Dunlavy " Sewer pipe " Otto Bergelvoss On motion the action of the Committee was confirmed and the Mayor authorized to enter into Contract with the several parties in accordance with their bids Alderman Mortimer entered the Council Chamber Unfinished business Spitting The Mayor laid before the Council the Spitting Ordinance ordinance together with the report of the Committee, and the substitute sub adopted offered by the Committee. The substitute was read and read 2nd time adopted in lieu of the original ordinance A motion was then made to suspend the rule and place the ordinance on its third reading, which motion was lost by the following vote Yeas Alderman Crooker, Hurne, Love, Quadeby, Mortimer, Hillsouls, Shelley, Shummate and Stumpf. 9: Nays Alderman Davis, Redd, Schneider and Weil 4 --- Page break --- 610 New business Art 129 Penal By Alderman Maddax An Ordinance, Amending, Code amended Article 129 of the Penal ordinances of the City of Austin (Penal Ordinances) The Ordinance was passed under suspension of the rules by the following VoteYeas Aldermen Crooker, Davis, Kinne, Love, Maddax, Mortimer, Nibuchtke, Redd & Schneider, Shelley, ShumateStumph & Welch - Nays None 13 Invitation The Mayor laid before the Council an invitation from North Austin North Austin Hose Co No 6. inviting the Mayor, members Hose Co No 6. of the City Council and City officials to be present with entertainment them on the Night of Jany 22nd 1902 at their fire Hall where they expect to keep open House "from 9 to 12 oclock P.M." Alderman Maddox moved to amend the ordinance by adding "To pay T. Shelley $3.00 and R. J. Johnson $3.50 for labor & teams," also amend the caption by striking out "$164.34" and inserting in lieu thereof "$231.84". which amendments were adopted, and the ordinance as amended passed under suspension of the rule by the following Vote.
