Austin Street & Infrastructure Plans March 1902

Monday, March 3, 1902 regular

Street improvements approved – Council allocated $2,500 for labor and materials to improve 16th Street, and referred plans for sidewalks and storm sewers on Congress Avenue to the Street Committee for review.

Public utility expansion – The Water & Light Commission was directed to extend water mains through a new city laundry addition to ensure adequate water supply.

Merchant request for street maintenance – Local business owners petitioned the city to sprinkle water on Congress Avenue and 6th Street to control dust, with the proposal sent back for ordinance development.

Cemetery association enforcement action – Council directed the City Attorney to file charges against the Austin City Cemetery Association for violating city cemetery regulations.

Bond management and financial approvals – Council approved bond exchanges and appropriated over $600 in approved accounts, including fire department supplies and Colorado Bridge maintenance.

625 Regular Meeting of the City Council Austin Texas March 03, 1902 - How R.R. White Mayor Presiding Roll Called Present Aldermen Crooks, Davis, Hume, Low, Maddox Mortimer, Nitschke, Raedel, Schneider, Shackley, Shumate, Strumph, Welch Absent Alderman Shelley 12 On motion the minutes of the Minutes were approved as recorded by the clerk without reading. Amended & The minutes of the meeting of Feby 17th 1902 never having been acted adopted upon. Alderman Maddox moved to reconsider a resolution adopted at that meeting, ratifying the exchange of $8,000 of the new Refunding bonds for like amount of bonds of the City outstanding at that time which motion prevailed. Alderman Maddox then moved to amend the resolution by filling the blanks in Same, providing for a Committee to destroy the bonds taken up, by inserting the names of Aldermen Low, Shelley & Mortimer which motion was adopted and the resolution as amended was then adopted, and the minutes of the meeting held Feby 17th 1902 approved. Cemetery Com Alderman Cain Caldwell to Whom was referred the report of the City Sexton for the month of January 1902 – presented a report, stating that they had examined same and found it correct. On motion the report was adopted - Hospital Com Alderman Crooker for the Hospital Committee to Physician’s report Whom was referred the report of the City Physician for the month of January 1902 – for correction presented a report stating that same had been reaudited and was approved by them. The report was adopted - Reports of Special Committees Special Com Alderman Schneider for the Special Committee to locate Telephones appointed to locate the free Telephones to be furnished by the Austin Telephone Company presented a Report suggesting the location, at certain places mentioned in the Report. On motion the report was adopted - Special Com Alderman Schneider for the Special Committee appointed to Confer with to confer with the Commissioners Court of Travis County Com’s Court regarding the reflooring the Colorado Bridge and the support and maintenance of the City and County Hospital presented a report stating that the Commissioners Court submitted a proposition agreeing to pay the sum of $25.00 per month, and the City to bear all expense and run the Hospital. On motion the report was referred to the Finance Committee and City Attorney – New Business Pro of A. S. James The Mayor laid before the Council a communication from to Collect – A. S. James Esq. looking to the collection of certain dedelinquent taxes linquent taxes, together with a resolution authoriz- ing the Mayor to enter into a contract with the Said James in accordance with his proposition. On motion the proposition and resolution was referred to a Special Committee of three – The Mayor appointed Aldermen Schneider, Shelley and Shumate as such Committee. Plans, Bug Alderman Nashke stated to the Council, that the walk, Rng City Engineer was present and had prepared plans avenues for the sidewalk, and storm sewers on Congress Avenue as requested by the Council. On motion the matter was referred to the Street Committee Special. Read the first time and on motion refferred to the Street Com By Alderman Mischke an ordinance appropriating the sum of $2500 for the purpose of paying for 16th Street labor and teams $250. 16th St. Labor The ordinance was passed under suspension of the rules by the following vote. Yeas Aldermen, Crooker, Davis, Hume, Low, Maddox, Mortimer, Mischke, Redd, Schneider, Shelley, Shumate, Stimpff and Ullrich-13 Nays None. Alderman Uhr offered the following resolution which was read and adopted. *W&L Commission to extend water mains, City Laundry Resolved by the City Council of the City of Austin, that the Water & Light & Power Commission of the City is hereby requested to extend the water mains of the City into each through the new addition to the City laundry in such manner as to furnish adequate water supply to said addition by extending at least two lines of mains at right agles through same. approved ops. By Alderman Maddox An ordinance appropriating the sum of $620.39 for the purpose of paying approved accounts. The ordinance was read the first time, but on motion the rule was suspended and the ordinance placed on its second reading by the following vote. Yeas Aldermen Crooker, Davis, Hume, Low, Maddox, Mortimer, Mischke, Redd, Schneider, Shelley, Shumate, Stimpff, Ullrich – 13 Nays None. The ordinance was read the second time. Alderman Schneider moved to amend same by adding under the head of fire dept the following R. Von Boecke man for Stencils & Stamps for fire dept $17.65 The amendment was adopted. Ord. Amended Alderman Schneider moved to further amend by adding To pay for re-flooring the Colorado bridge $900.00 After discussion on this amendment it was withdrawn. The ordinance as amended was then passed under suspension of the rule by the following vote. Yeas Aldermen Crooker, Davis, Hume, Low, Maddox, Mortimer, Mischke, Redd, Schneider, Shelley, Shumate, Stimpff, Ullrich — 13 Nays None. The Mayor laid before the Council a communication Boston Hose + Rubber Co. & for coupling from the Boston Hooven Hose & Rubber Co. stating a certain amount had been allowed the City on their bill for hose & for coupling furnished — The communication was read and on motion was referred to the fire Committee. Travis County for work done on the Colorado bridge, at the expense of Congress Avenue. Ch. Cal. Amendg. the ordinance was read the first time and on motion was referred to the Street Finance and Hospital Committees Alderman Waddell offered the following resolution which was read and adopted City Atty moved of order it resolved by the City Council of the City of Austin, that Charges against the City Attorney be and is hereby directed to profer charges against the Austin City Cemetery association, on its officers, and to prosecute them in the Mayors Court of the City of Austin, Texas, for each violation of the ordinance of said City regulating Cemeteries within the City of Austin, and fixing penalties for the violation of the regulations therein provided.
