City Budget Approved: Council adopted a $74,630 revenue budget for 1902, with major allocations for water/light ($20,000), fire department ($15,000), salaries ($27,198), and sanitary services ($6,000).

Mayer J.V.V. for [illegible] on to say A.S. [illegible] R.R. track on Gust 11th St, presented a report recommending the petition be granted. Said report to conform --- Page break --- 640 to the street grade, the work to be done under the supervision of the Street Committee, City EngineerSt Com The report was adopted Sprinkling Streets Alderman Maddox for the Street Committee to whom was referred the ordinance to sprinkling certain streets in the City presented a verbal report, stating that the Committee asked to return the ordinance to the Council for their action without recommendation from the Committee On motion the ordinance was laid over to come up under the order of New Business. Citizens vs Alderman Stumpf presented a petition from Citizens asking Sprinkling Ex that East fifth Street be included in those to be sprinkled Streets. On motion the petition was laid over to come up with the ordinance on the subject. Finance, Alderman Schneider for the Finance Committee to Rep Washington whom was referred the ordinance appropriating the Fire wagon sum of $250.00 for the purpose of repairing Washington Hose No. 1's Wagon, presented a report recommending the adoption of the ordinance with certain amendments. On motion the report was laid over to come up with the ordinance. Fire to reduce Alderman Schneider for the Fire Committee to whom allowances Pay was referred a resolution repealing a resolution W. J Ward & authorizing the payment of $5.00 per month for the Engineer care of Blesch's Fire Engine, presented a report recommending that the resolution be so amended as to allow $5 per month as such service. On motion the report was adopted - Alderman Stumpf for the Ordinance Committee to Ord. Minors whom was referred an ordinance to make it Students in unlawful for any Minor or Student of any Saloons. institution of learning to enter into or remain in any Saloon &c, presented a report recommending that the ordinance do not pass. Ord. On motion the report was adopted - Hay Ordinance Alderman Stumpf for the Ordinance Committee to whom was referred an ordinance regulating the keeping of Hay or other combustible material within the fire limits of the City of Austin. presented a report recommending that the ordinance do not pass. The report was adopted. Dunn. Alderman [illegible] for the Cemetery Committee to Sexton. whom was referred the report of the Sexton for the month of July 1902, presented a report stating that bills had been received and fully paid. Alderman Heume entered the Council Chamber Sanitary Alderman Izzow for the Sanitary Committee to whom on premises was referred the petition of Citizens Calling attention Insane Asylum to the unsanitary Condition of premises South of the Asylum. Lunatic Asylum presented, a report stating that the Only way to remedy the matter would be by connecting with the State sewer, and there by drain the place and that as the Water Complained of comes from a pond in the Asylum Park, they thought the State should attend to the matter. On motion the report was adopted. Purchasing Alderman Shumate for the Committee of purchase Com. presented, a report stating that they had advertised Contracts for for, received and Canvassed bids for furnishing Supplies certain Supplies to the City for the Quarter ending June 30th 1902. And recommending that Certain bids mention in Said report be accepted and Contracts awarded in accordance with the Said bids On motion the report was adopted. Officers of On Motion of Alderman Schneider the report of Judges Fire Dept of election for officers of the Fire Department was read and same adopted! The report of the Committee was read and adopted, and on motion the rules was suspended and the ordinance placed on its second reading by the following voteYeas Aldermen Crovler, Davis, Hume, Low, Maddox, Mortimer, Nitschke, Redd, Schneider, Shelley, Shumate, Stumpf, & Ellit - 13 Nays none - The ordinance was read the second time - Alderman Mortimer moved to amend Section two of the ordinance by striking out the words "one & five" and inserting in lieu thereof the words "five & twenty five" The motion was lostAlderman Mortimer moved to lay the ordinance on the table, which motion was lostAlderman Davis moved to suspend the rule and place the ordinance on its third reading- which motion was not voted on. On motion the report of the com. was adopted --- Page break --- 644 Sprinkling The Mayor laid before the Council the ordinance ordinance providing for the sprinkling of certain streets, which was read the second time. Alderman Maddos stated that he saw present certain in the Council Chamber certain citizens, who might desire to address the Council on the ordinance, and moved that they be invited to do so, which motion prevailed. Mr. Ash addressed the Council. Alderman Maddos moved that the ordinance be referred to a Special Committee of three which motion prevailed. By Alderman Maddos an ordinance appropriating the Approved a/cs. Sum of $542.48 for the purpose of paying approved accounts The ordinance was passed under suspension of the rule by the following vote – Yeas Alderman Crocker, Davis, Low, Hume, Maddos, Mortimer, Nitschke Redd, Shelley, Schneider, Shumate Stumpf & Uleh. 13 Nays none Approved a/cs By Alderman Maddos an ordinance appropriating the Rewall acct Sum of $492.93 for the purpose of paying certain accounts. Nays none Extra Street Labor By Alderman Maddos an ordinance appropriating the sum of $350.00 for the purpose of paying for extra street labor. By Alderman Maddox an ordinance appropriating $5000. to pay the sum of $500000 for the purpose of paying interest on interest on bonds to be refunded – The ordinance was passed under suspension of the rules by the following vote Yeas Alderman Crooker, Davis, Hime, Low, Maddox, Mortimer, Nitschke, Redd, Schneider, Shelley Stumpf & Ullio 13 Nays none --- Page break --- 646 Alderman Reid offered the following resolution which was read and adopted; Marshal directed to clear Brush spring road Be it Resolved by the City Council of the City of Austin, that the City Marshal be and is hereby instructed to forthwith proceed to remove in a summary manner the wire fence and all other obstructions which have been recently placed across the Barton Springs & river roads. Alderman Maddos offered the following resolution which was read and adopted. Be it resolved by the City Council of the City W.L.&P. Com. to change hydrant 11th & Atoyac Sts of Austin, that the Water, Light and Power Commission of the City is hereby requested to move the City Fire Hydrant be at present located at the N.W. corner 11th & Atoyac Streets to the N.E. corner of said streets Alderman Maddos offered the following Be it resolved by the City Council of the City of Brandon funds Paid a/cs. Austin that the City Treasurer is hereby instructed to transfer from the Interest on bonded indeptness account to the account of "Interest on bonds issued prior to May 1st 1890." The sum of $6471.26 being balance of amount paid out of said account on December 17th 1901 - on interest on Water & Light bondsAlderman Maddos offered the following resolution which was read and adopted. Be it resolved by the City Council of the City of Brandon funds Paid a/cs. Austin, that the City Treasurer is hereby instructed to transfer from the Interest account of bonds issued prior to May 1st 1890 - the sum of $895.00 and to credit said sum to the account of "Interest on Bonded indeptsness" said sum being properly due, the first named to the second named account because of interest paid out of the last named account on old bonds Alderman Maddos offered the following resolution which was read and adopted. City Physician to file monthly pauper reports Be it resolved by the City Council of the City of Austin, that the City Physician be and is hereby instructed to prepare and file with his monthly reports here after to be made duplicate copies of all pauper prescriptions given by him during the month and to state each such copy show the name age, sex and place of residence of the person whom benefit it was given! Citizens petition By Alderman Redd, a petition of Citizens asking to remove That the tower now standing at the Dam Tower be removed to a point in South Austin somewhere between the Bridge and the State Deaf & Dumb. Institute. Read, and, on, motion referred to the Water & Light Commission. Alderman Shelley entered the Council Chamber Unfinished business Driving The Mayor laid before the Council an ordinance Ordinance regulating the driving of vehicles on the streets and alleys of Austin. The ordinance was read the third time. Alderman Schneider moved to suspend the regular order of and that the Council refer back to reports of Standing Committees, which motion prevailed. Police Com Alderman Shelley for the Police Committee to whom on Marshals was referred the report of the Marshall for the months reports of Dec. 1901, Jany, Feby, March 1902, presented a report stating that they had examined same & found them Spec Com on Correct! The report was adopted. Dam & Alderman Schneider for the Special Committee to whom Hospital, was referred an ordinance appropriating a certain amount to pay the Commissioners Court as the City's prorata for reflooring the Colorado River Bridge, presented a report recommending the passage of the ordinance. Alderman Maddox for a Minority of the Committee presented a report recommending that the ordinance do not pass. The motion was made to adopt the Majority Alderman Stumph moved to substitute to adopt the Minority report which motion was lost by the following vote Yeas Alderman Hunne, Low, Maddox, Shelley, & Shumate & Stumph. 6 Nays Alderman Crooker, Davis, Mortimer, Nichols, Redd, Schneider, & Illis. 7 The Majority report was then adopted by the following vote Yeas Alderman Crooker, Davis, Hunne, Mortimer, Redd, Schneider, & Illis. 8 Nays Alderman Low, Maddox, Shelley, Shumate & Stumph. 5 --- Page break --- Alderman Booker for a part of the Committee to whom was referred the proposition of Travis County for support of the City and Leo Hospital presented, a report recommending the acceptance of the proposition of the Commission -ers to pay $500000 per year as the law directs. Alderman Maddox for a portion of the same Committee presented, a report recommending, that the proposition be not accepted, and that the City contract with Mrs. Seaton Infirmary for the care of her sick paupers. After considerable discussion both reports were referred to a Special Committee consisting of Aldermen Lowe Redd, Shumard, Stumpf, & Sheehy, together with the Mayor and City Atty. Alderman Sheehy offered a resolution that the Council now Election proceed to the election of City officers. Officers. Alderman Davis moved to amend the resolution by striking out the words "Bridge Keeper" which motion was lost by the following vote - Yeas Aldermen Davis & Stumpf 2 Nays Aldermen Booker, Hume, Lowe, Maddox, Mitschke Mitschke Redd, Shumard, Sheehy, Shumard & Elist 11 The resolution was then adopted – Coroner for Nominations for Pound Master being in order Pound Master Alderman Sheehy nominated W. F. Corvin Alderman Booker nominated Mr. Maddox Alderman Shumard nominated Mr. Saunders Aldermen Redd & Mitschke were appointed as tellers The tellers announced as a result of the first ballot that Corvin had received 8 votes, Maddox 4, and Saunders 1- The Mayor declared W.F. Corvin elected Pound Master - J. D. Schneider Nominations for Sanitary Inspector being in order Sanitary Alderman Booker nominated J. D. Schneider Inspector Alderman Mitschke nominated W. H. Calhoun The name of J. B. Johnson was placed before the Council on his written application. The tellers announced the following as the result of the first ballot. J. D. Schneider 9 – W. H. Calhoun 3 – J. B. Johnson 1 – The Mayor declared J. D. Schneider duly elected as Sanitary Inspector. Nominations for Trustees of the City & Co. Hospital were declared in order Alderman Schneider nominated Mrs. Prudence Hamilton On motion the Clerk was directed to cast the unanimous --- Page break --- 654 Vote of the Council for Mrs Crudenee Hamilton for Matron of the City Hospital, which was done and the Mayor declared Mrs Hamilton duly elected as Matron of the City Hospital for the ensuing term W.L.Nitschke The next officer to be elected was City Sexton - Alderman Uhl Sexton nominated W. L. NitschkeThe name of Wm. Art Coghlan was presented by petition of Citizens The Tellers announced as the result of the ballot, that W. L. Nitschke had received 13 Votes, The Mayor declared that Wm W. L. Nitschke had been duly elected City Sexton for the ensuing term Wm.Harrison On Motion the clerk was directed to Cast the Porter Vote of the Council for Wm. Harrison as Porter at the City Hall and the Mayor declared him duly elected as Porter for the ensuing term Nominations for Bridge Keeper were declared in Order Fred Malore Alderman Redd nominated Fred Malore. Bridge Keeper The Name of Ed. Willer was presented by petition The Tellers announced that Fred Malore had received 8 Votes and Ed. Willer had received 5 Votes The Mayor declared that Fred Willer had been duly elected to Serve as Bridge Keeper for the ensuing term On Motion Alderman A. Atwood was excused from further attendance at this session of the Council Alderman Stumpff offered the following resolution St.Com. instructed Be it resolved by the City Council of the City of Austin: to report on That the Street Committee of the Council is hereby instructed Standing Vehicles to report to the Council some proper location on the street for express Wagons and other Vehicles driven for hire to stand when not engaged in the actual transportation of goods or passengers and that said report be submitted to the Council at its next meeting. On motion the resolution was referral to the Ordinance Committee Alderman Stumpff offered the following resolution which was read and on motion referred to the Cemetary Committee and City Attorney City Engineer Be it resolved by the City Council of the City of Austin; to prepare a Section one: That the City Engineer is hereby instructed to prepare a plat of the plat of the City Cemetary and all additions thereto and to deliver Cemetary, same when prepared to the City Sexton.
