Austin Hospital Management Deal & Street Repairs

City-County Hospital Partnership Approved: Council voted to let the city manage the shared hospital with the county contributing $200/month toward expenses, sharing the cost of improvements equally, and splitting any budget overages or savings at year's end.

Patient Rates Set: Daily rates for hospital patients were established at $2.00 with room and board, or $1.00 for room rental without meals, allowing the facility to serve paying patients.

Street Improvements Funded: Council approved $350 for Red River Street repairs and authorized construction of a street-level portico (covered structure) by the Houston & Texas Central Railroad on Congress Avenue.

Bond Interest & Water Bills Paid: Multiple appropriations passed to pay city debt obligations totaling over $9,000 in bond interest and utility costs.

Dog Catcher Position: The council nominated candidates for the city's dog catcher and assistant positions for the upcoming term.

Lockwood, asking that Certain Lockwood to sums paid by her be refunded – Read and on motion refund permit referred to the Committee on Claims and accounts. fees. By Aldermen Mortimer Petition and bill of Mrs H. F. Haigler for services to pauper. Read, and on motion referred to the Committee on claims and accounts. Protest South Austin By Aldermen Redd. Protest of Citizens of South Austin against extending against the extension of the pound limits, to include the pound limits 1st Ward. Read and on Motion referred to the Police Committee and Aldermen Redd. Reports, of Standing Committees. Street Concerns Alderman Nitschke for the Street Committee to whom was reft of Pet referred the petition of P. H. Ribbeck, asking that certain P. H. Ribbeck street work be done, presented a report recommending that the City Engineer be directed to repair the gutters on Rio Grande Street and Short Street, and on West Avenue between 5th & 6th Streets. The report of the Committee was adopted. Claims & account Alderman Low for the Committee on Claims and accounts on Pet of R. S. Coon to whom was referred the petition of R. S. Coon for Correction of Assessment, presented a report recommending that the petition be granted, and that the assessment Collection be authorized and directed to Correct Said Assessment in accordance with the request. The report of the Committee was adopted. A. F. M. Culbert Alderman Nitschke for the Street Committee to whom was Protest referred a protest of Citizens of Austin, asking that a culvert be constructed across Little Shoal Creek between Nueces and San Antonia Streets, on 7th St, presented a report recommending that the ordinance be so amended as to make Said appropriation for $800. instead of $200. and that the ordinance be amended to pass. L. R. Wilson Alderman Schneider moved that the ordinance be re-referred to the Street Committee at which motion prevailed. Alderman Wilson for the Committee on Cemetery to whom was referred the report of the City Sexton for the month of April 1902 presented a report stating that they had examined Same and found it Correct. The report was adopted. --- Page break --- 665 Hospital of Alderman Davis for the Hospital Committee to whom was report, Milton referred the reports of the City Physician and the matter of the City Physician Hospital for the month of April 1902. presented a report stating that they had been examined and found correct. On motion the report was adopted. Alderman Low for the special Committee to whom was referred previous reports of special Committee, appointed to investigate the management of the City & Hospital, presented the following report. Austin, Texas, May 19th, 1902 - To Honorables, the Mayor and Board of Aldermen of the City of Austin. Gentlemen: The your undersigned special Committee to Special on whom was referred the previous reports of the special Committee Hospital. appointed to investigate the management of the City and County Hospital, and to whom was delegated the duty of investigating the facts relating to the proper future course to be pursued by the City with reference to the management of such institution, beg leave to report and to submit to the Council a proposition, which has been made by the County Commissioner's Court for the continued operation of the said Hospital. The proposition is as follows, Viz! The City and County Hospital to be run for the period of twelve months from date of acceptance of this proposition on following Terms: 1. The actual management of the institution to be under the Control of the City 2. The County to appropriate monthly the sum of $200.00 to pay its estimated provable share of the running expenses of the Hospital 3. No expenses to be incurred for permanent improvements without mutual agreement on part of the City and County! And, in the event of such agreement being made, the City and County, to bear equally the expense of improvements erected under such agreements. 4. If at the end of the current year it shall be shown that the running expenses of the Hospital have exceeded the sum of $1800.00, the County obligates itself to pay one half of such excess: And if the expenses for such year be shown to be less than $1800.00, the City shall at the end of the year pay to the County one-half of the difference between the amount of such expenses and the sum of $1800.00 5. The term "running expenses" as used above includes all of the expenses to be included in the regular and legitimate operation of the Hospital We beg to recommend the acceptance by the City of the proposition set out above, for the reason that we deem it to furnish a --- Page break --- 666 fair and equitable basis for running the Hospital Respectfully Theodore Low. Brooks Alderman Brooken moved to adopt the report of the Committee Alderman Maddox moved that the whole matter re-Committed, which motion was lost by the following Vote Yeas Alderman Maddox, Mortimer, Schneider 3 Nays Alderman Brooken, Davis, Low, Nitscheke, Redd, Shumate, Strumpff, Weil 9 The motion to adopt the report of the Committee was then put and carried by the following Vote Yeas Alderman Brooken, Davis, Low, Mortimer, Nitscheke, Redd, Shelley, Shumate, Strumpff, Weil 10 Nays Alderman Maddox, and Schneider 2 Alderman Nitscheke moved that the Mayor be authorized to enter into contracts with the County Commissioners Courtin accordance with the report of the Committee Alderman Maddox moved that the County be represented in the Management of the Hospital by two members of the Commissioners Court which motion was lost by the following Vote Yeas Alderman Maddox, Schneider 2 Nays Alderman Brooken, Davis, Low, Mortimer, Nitscheke Redd, Shelley, Shumate, Strumpff, Weil 10 Alderman Maddox moved that no pay patients be admitted in the Hospital which motion was lost by the Mayor to enter into following Vote Contract with Yeas Alderman Maddox, Schneider, Shelley 3 County for Nays Alderman Brooken, Davis, Low, Mortimer, Nitscheke support of Redd, Shumate, Strumpff & Weil 9 Hospital The motion of Alderman Nitscheke, that the Mayor be Authorized and directed to enter into contract with the Commissioners Court in accordance with the Committee’s report was then adopted by the following Vote Yeas Alderman Brooken, Davis, Low, Mortimer, Nitscheke, Redd Shelley, Shumate, Strumpff, Weil 10 Nays Alderman Maddox, Schneider 2 Price for pay Alderman Shumate moved that the price for pay patients patients in the in the Hospital be fixed at not less than $2.00 per day. Hospital Alderman Maddox moved to amend the motion by making the price for pay patients at not less than two non More than Five dollars per day. Alderman Shumate accepted the amendment. The Vote was then taken on the amendment of Alderman Maddox and Shumate, Low & Nitscheke Yeas Alderman Maddox, Schneider 7.- --- Page break --- Nays Alderman Crooker Davis Low Mortimer Nitschke Redd Schneider Shumate Stumff Weich 10. Alderman Shumate withdrew his motion and offered the following in lieu thereof. For rent of room with board $ 2.00 per day and for rent of room without board $ 1.00 per day Alderman Stumff moved to amend by leaving the price as now fixed. The motion was lost by the following vote Yeas Alderman Crooker Davis Low Stumff Weich 5Nays Alderman Maddus Mortimer Redd Schneider Shelley Shumate 6. The motion of Alderman Shumate was then adopted. Unfinished Business st Cor. on Alderman Nitschke for the Street Committee to whom was work on Red referred an ordinance appropriating the sum of $500 to repair River St. Red River street presented a Verbal report, recommending that the ordinance be Amended by striking out $500. in the Caption and body of the ordinance and inserting in lieu thereof $350. The ordinance was read the second time Alderman Nitschke moved to Amend by striking out in the Caption and body of the ordinance the amount $500 and inserting in lieu thereof the amount "$350." The Amendment was adopted and the ordinance as amended was then passed under suspension of the rule by the following Vote Yeas Alderman Crooker Davis Low Maddus Mortimer Nitschke Redd Schneider Shelley Shumate Stumff Weich 12. Nays None. H.R.R.R. Alderman Nitschke for the Street Committee to whom was ord to use a referred an ordinance granting the H.R.R.R the right and portion of permission to construct a portico over a portion of the sidewalk front of in front of Block No30. on the east side of Congress avenue etc. side walk returned said ordinance to the Council without recommending for portico Alderman Davis moved to lay the ordinance on the table which motion was lost by the following vote Yeas Aldermen Davis, Low, Stumff Weich 4 Nays Aldermen Crooker, Maddox, Mortimer, Nitschke Redd, Schneider, Shelley & Shumate 8 Alderman Schneider moved that the ordinance be Re-Committed to the Committee and which motion was lost. Be it resolved by the City Council of the City of Austin - thatWhereas on 15 Sept 19th 1892 the City of Austin Mayor had installed certain tax suits against Mrs L.L. Authorized to Robinson, and recorded judgments thereon. And release judgement Whereas by resolution adopted by the City Council Mrs Robinson on the above mentioned date it was provided that if said Mrs L.L. Robinson would convey to the City for street purposes, a certain strip of Land which resolution described, that the claim for taxes should be released. AndWhereas the said Mrs L.L. Robinson has accepted said proposition and conveyed said Land to the City. Therefore. The Mayor is here by authorized and instructed to release, receipt X for said judgments for taxes. Alderman Maddox the following resolution Resolution that Be it resolved by the City Council of the City the entire of Austin: That it is the sense of the Council bonded debt that entire outstanding bonded debt of the should be City should be refunded on the terms embraced refunded in the refunding bond ordinance heretofore X enacted by the Council and the Mayor and Finance Committee are here by authorized and instructed to refund or cause to be all bonds thereof, which may be offered from time to time for that purpose, including such bonds if any as are now in litigation in the Federal Court and all other bonds, of the same or [illegible] The resolution was read and on motion was referred to a special committee consisting of Aldermen Shumate, Crooker, [illegible], Redd Aldermen Mortimer, [illegible] and the committee. --- Page break --- 670 Now proceed to elect a dog catcher, and assistant dog catcher, for the ensuing term which motion prevailed.
