Street Infrastructure Investments: Council approved $3,950 for an outlet on West 2nd Street and $100 for repairs on 4th & F Streets, debating budget funding sources for public roadway improvements.

Fire Department Hose Inventory: Chief reported 10,600 feet of good hose and 2,950 feet condemned; council authorized disposal of condemned hose with trades available to local businesses.

Water & Light Fund Payment: City received $8,356.60 from Austin Rapid Transit Rail Road Co, allocating $5,000 to the water/light fund and $1,957.60 to the earnings fund.

Staffing Decisions: Council elected Les Evans as dog catcher and Hal Mason as assistant dog catcher; also approved $60/month compensation for a prison work supervisor previously working without pay.

Public Services Expansion: Approved electric light installation at San Gabriel & 32nd Streets, reduced burial fees for children at city cemetery, and authorized drainage work on Comal Street.

Regular Meeting of the City Council Austin Texas June 3-1902 Hon R. E. White Mayor presiding Roll called Present Aldermen Crooker, Davis, Low, Maddox, Mortimer Redd, Schneider, Shelley, Shumate, Stumpf, & Ullit – 11 Absent Aldermen Hime & Mischoke – 2 On motion the minutes were approved as recorded by the Clerk without reading – Petitions Memorials etc Oct 29th Mayo By Alderman Redd, petition of A. J. Mayo & Co Theo. for plants asking pay for bulbs hauled off & destroyed by the Sanitary Cart – Read and on motion referred to the Sanitary Comty By the Mayor petition of N. M. Teas asking that Certain penal fees be refunded Read and on motion referred to the Committee on Claims and accts – By the Mayor Communication from the Hon. Co. Co. Comrs. call Commissioners Court relative to wires and attention to wires water pipes on the Colorado Bridge – + pipe on Read and on motion referred to the Street Committee – Colorado Bridge By the Mayor – Petition of N. H. Passon, asking to have certain penal fees paid by him Refunded Read and on motion referred to the Committee on Claims & accounts Citizen for By Alderman Stumpf. Petition of Citizens Electric Light asking for an Electric Light at Corner San San Gabriel Gabriel & 32nd Streets & 32nd Sts Read and on motion referred to the Water and Light Committee – Reports of City Officers Report City The Mayor laid before the Council the reports Officers of City Officers for the month of May 1902 which were on motion of Alderman Maddox referred to their respective Committees without reading Reports of Standing Committees St. Com. Reprt Alderman Maddox for the Street Committee Culvert W.7th to whom was referred an ordinance appro St. priating the sum of $ 325.00 to construct a culvert across Little Shoal Creek on W 7th Street between Nueces & San Antonio Street. presented a report recommending that the ordinance be so amended as to make the appropriation for said work $2.0000 (instead of $325.00) in order that the report was laid over to come up with the Ordinance under the head of unfinished business --- Page break --- 672 Finance on Alderman Maddox for the Finance Committee with Committees to whom was referred the monthly reports reports of the Assessor & Collector, The Clerk and the Treasurer presented a report stating that they had been examined and found correct. The report was adopted. Police on Alderman Shelley for the Police Committee to Marshals whom was referred the report of the Marshal report for the month of April 1902, presented a report stating that same had been received and found correct. The report of the Committee was adopted. Cemetery on Alderman Allix for the Cemetery Committee to reduction of price whom was referred the ordinance reducing of burial spaces the price of burial spaces for Children in the for children City addition to the City Cemetery presented a report recommending the passage of the ordinance The report was adopted. The Mayor laid before the Council the following report from C. H. Bonte - Chief of the Austin Fire Dept Austin Texas June 2nd/902 Report Chief To The Mayor & City Council of A.F. Fire Dept Gentlemen:- After having made a test of the old hose in the department I find that I have the following on hand, to wit :- Old Hose Good 4100 ft " " Fair 900 " " " Condemned 2950 " New Hose on hand 5600 " Total good hose on hand 10600 ft " Condemned hose " 2950 " Mess Lauer wishes to exchange 3 sections of old hose for 3 sections of Condemned hose & Mr Bond wishes to buy 400 ft Condemned hose Respect C H Bonte Chief A.F. Dept The report was read and referred to the Fire Committee Fire Dept Alderman Schneider moved that the Chief & Fire Chief authorized Committee be authorized to dispose of Condemned to dispose of hose except such as may be needed by the Condemned hose Sanitary Dept. The motion prevailed. Unfinished Business The Mayor laid before the Council an ord ordinance appropriating the sum of $3950.00 to construct an Outlet on West 2nd Street. --- Page break --- Together with the report of the Street Committee on same Alderman Maddop for the Street Committee stated that the Committee desired to amend their report by adding "And that the money appropriated be taken from the permanent Street fund Alderman Schneider moved that the report of the Committee be adopted which Motion prevailed. Alderman Mortimer moved to reconsider the vote by which the report of the Committee was adopted which Motion prevailed. Alderman Shumate moved to amend the report of the Committee by striking out that portion which recommends that the money be taken from the permanent Street fund which motion prevailed The report of the Committee as amended was then adopted. The ordinance as amended by the report of the Committee was then read the third time and passed by the following vote Yeas Aldermen Crooker, Davis, Low, Maddop, Mortimer, Redd, Schneider, Shelley, Shumate, Stumpf & Elliot - Nays none. The Mayor laid before the Council an ordinance to appropriate the Houston & Texas Central R.R. Co to construct a portion upon a portion of the side walk to in front of Block No 30 etcThe ordinance as was read the third time and passed by the following vote - Yeas Aldermen Crooker, Maddox, Mortimer, Redd, Shelley, Shumate & Elliot - 7 Nays Aldermen, Davis, Low, Schneider, and Stumpf - 4 Alderman Schneider moved that the Council now take up an ordinance heretofore introduced and referred to the Street Committee appropriating the sum of $100. for the purpose of repairing 4th & F St. Alderman Maddox stated to the Council that he was the only member of the Street Committee from now in the City hence no report from said Committee could be made That he as a majority of the Committee was in favor of the passage of the ordinance this ordinance was then read before the Council and read the second time Alderman. Shumate moved to amend the ordinance --- Page break --- 674. by adding " North & South on Lavan Street from 7th to 3rd Street The amendment was adopted, and the ordinance passed under suspension of the rules by the following vote – Yeas Aldermen Crooker, Davis, Law, Maddox, Mortimer, Redd, Shurmale, Shering, Shumate, Shumpf & Ullet – Nays, none – Les Evans Alderman Davis moved that the Council now proelected ceed to the election of dog Catcher, which motion prevailed. Dog Catcher The names of Mr Les Evans and Mr J.H. Harrison having been presented to the Council at the last meeting, Alderman Mortimer moved that nominations close which motion prevailed. Aldermen Redd and Ullet were appointed tellers The tellers announced that Les Evans had received 7 votes & J.H. Harrison 4 votes The Major declared Les Evans elected Alderman Mortimer nominated Hal Mason for Asst Dog Catcher Alderman Maddox moved that Hal Mason nominations close & that the Clerk be directed elected Asst to cast the entire vote of the Council for Hal Mason Dog Catcher which motion prevailed The Mayor declared Hal Mason duly elected Asst Dog Catcher. New Business Resolution to Alderman Mortimer offered the following resolution increase salary Whereas, There exists a public necessity, when of Faith Prison City prisoners are engaged in working out as [illegible] fines on public streets for the protection, full guard of prisoners interests, that they may be properly guarded And Whereas, Faith Thompson has done this work gratuitously for years And whereas, he is and has been a faithful and public servant and should not do this work gratis. Therefore be it resolved that he shall be compensated for such work at 60º per month – when engaged in the dual capacity as foreman of the work and guard Recommended by H. Montgomery Marshal. By motion the Resolution was refered to the Street Committee. 450. Salaries By Alderman Ullet an ordinance appropriating [illegible] the sum of 450º for the year 1900 of fines having [illegible] gallery, sewers and paying same in the New City Cemetery addition to the Old City Cemetery The ordinance was passed under suspension of the rules by the following vote. --- Page break --- 675 Yeas Aldermen Crooker, Davis, Low, Maddox Mortimer, Redd, Schneider, Shelley, Shumate Stumpf & O'Ellit. 11 Nays none. 0 Alderman O'Ellit offered the following resolution which was read and referred to the Street Committee A Piles To Be it resolved by the City Council of the City of Austin, use part of That permission is hereby granted to A Pile to erect side walk for a shed on front walk adjoining his premises at shed No 2000 E 12th Street. By Alderman Crooker an ordinance appropriating $50. to clean the Sum of $50. for the purpose of Cleaning the big out big ditch ditch on Comal Street and running the water thereon Comal St from The ordinance was passed under Suspension of the rules by the following voteYeas Aldermen Crooker, Davis, Low, Maddox Mortimer, Redd, Schneider, Shelley, Shumate, Stumpf & O'Ellit. 11 Nays none. 0 $1957.60.10- By Alderman Schneider an ordinance appropriating pay for water the sum of $1957.60 for the purpose of paying for Light fund Water Light for public purposes for the month of June 1902 1902. The ordinance was passed under suspension of the rules by the following voteYeas Aldermen Crooker, Davis, Low, Maddox, Mortimer, Redd, Schneider, Shelley, Shumate, Stumpf & O'Ellit. 11 Nays none. 0 The Mayor laid before the Council the following Communication - Austin, Texas, June 2nd 1902 Mayors To The Hon. Board of Aldermen of the City of Austin: report of Acting under your ordinance adopting the Water money collected & Light Plant five thousand dollars & dated 7th 1902 from W & L Com and under a resolution of the Water & Light Commission placing as security for said $5000. a claim of against the Austin Rapid Transit Rail Road Co for $8356.60 directing me to Collect same and deposit the City the $5000. and deposit the remainder to the Credit of the Water & Light or Earnings fund to I beg leave to report that said claim has been paid and that I have placed to the credit of the fund Revenue acct of the City. two thousand dollars and to the credit of the Earnings fund a amount of the Water & Light Com. $1957.60 and also the $10. unpaid on deposits $10.00 there for with the City Treasurer and the Treasurer of the Water & Light Commission, R.E.
