Austin Rails Get Green Light; City Budget Approved

Railway expansion approved: The Austin Suburban Railway Company received permission to operate railroad lines using electricity or steam on city streets, pending review by the Ordinance Committee and City Attorney.

Budget allocations passed: The council approved three spending ordinances totaling over $2,200 for bond interest payments, street department expenses, and hospital accounts (with a drug store charge removed).

Infrastructure improvements funded: $280 allocated to remove a culvert on 16th Street and construct drainage ditches to improve city infrastructure.

Bridge damage claim filed: A resident sought damages for injuries caused by a defective bridge, referred to the Street Committee for investigation.

Hospital affordability issue addressed: The council intervened on behalf of a long-term hospital patient unable to afford new rates, allowing her to maintain her previous $10/month payment pending committee review.

Present Aldermen Crovten Davis Low Weston Nitschke Shelley Shuurman ThielAbsent Aldermen Huma Maddox Redd Schneider and Schumph On motion the minutes were approved as recorded by the Clerk, without reading. Petitions & Memorials etc. Robt Phillips By the Mayor communication from Ellas Gregory for damages. by Robt Phillips asking damages for injuries sustained on account of defective BridgeRead and on motion referred to the Street Committee Jno. H. Kammlen By the Mayor Petition of Jno. H. Kammlen asking a reduction of assessment for the year 1901. Read and on motion referred to the Committee on Claims and accounts Reports of City officers The Mayor laid before the Council the report of the ByReport of Assessor & Collector Assessor & Collector for the month of May, which was on motion referred to the Finance Committee without reading. Report of Street Committee Nitschke of Alderman Nitschke for the Street Committee to whom Comm. Report. was referred the Petition of A. Piles for permission to erect A Piles a Shed on a part of the Street, presented a verbal report recommending that the petition be granted, with the understanding that a cane should be removed at any time should the City desire it. On motion the report was adopted. Claims & accunts Alderman Low for the Committee on claims and accounts refused to remitt for whom was referred the petitions of Wm K Barnhart Juman & payt & taxes J. Passon & H. Clausen & Felix Davis & W. Moss J. Lookwood to remitt Jvund fees, presented a report recommending that the petition be not granted. On motion the report was adopted. Claims & accunts Alderman Low for the Committee on claims & accounts to Wm. K Barnhart & for whom was referred the claim of M. Brass, Thos. Brass refund taxes and H. W. Runnels to refund taxes, presented a report stating that under the Charter, the Council had no power to refund taxes and recommending that the petition be not granted. On Motion the report was adopted. Claims & accts Alderman Low for the Committee on claims & accounts to whom was referred the claim of O.S.N. O’Neil & H. Haughen for medical services. presented a report recommending that the claim be not allowed. The report of the Committee was adopted. Alderman H.C. Maddox, entered Council Chamber --- Page break --- 677 Cau Com Alderman Webb for the Cemetery Committee, to whom was water mains intrusted the duty of putting in water pipes in the new Cemetery addition to the City Secretary presented a report stating that they had performed that duty and that the expense of same was $147.84. On motion the action of the Committee was approved. Alderman Redd and Schneider entered the Council Chamber New Business Ord to pay By Alderman Maddox an ordinance appropriating interest the sum of $164.85 for the purpose of paying interest due July 1st 1902, on bonds refunded. The ordinance was passed under suspension of the rules by the following Vote Yeas Alderman Brocken, Davis, Love, Maddox, Mortimer, Witscheke, Redd, Schneider, Shelley, Shumate, Shurff, Webb - 12 Nays none. appr aces By Alderman Maddox an ordinance appropriating H dept the sum of $221.54 for the purpose of paying approved accounts Street dept. The ordinance was passed under suspension of the rules by the following Vote Yeas Alderman Brocken, Davis, Love, Maddox, Mortimer, Witscheke, Redd, Schneider, Shelley, Shumate, Shurff, Webb - 12 Nays none. appr acs. By Alderman Maddox an ordinance appropriating the sum of $1838.49 for the purpose of paying approved accounts - The ordinance was read the first time and on motion the rule was suspended and the ordinance placed on its second reading by the following Vote Yeas Alderman Brocken, Davis, Love, Maddox, Mortimer, Witscheke, Redd, Schneider, Shelley, Shumate, Shurff, Webb - 12 Nays none. The ordinance was read the second time. Alderman Maddox moved to amend the ordinance by striking out under head of City Hospital the amount $58.20 for Yates drug store for drugs. The amendment was adopted and the ordinance as amended was then passed under suspension of the rule by the following Vote Yeas Alderman Brocken, Davis, Love, Maddox, Mortimer, Witscheke, Redd, Schneider, Shelley, Shumate, Shurff, Webb - 12 Ord: authorizing By Alderman Shelley an ordinance granting the Austin Austin D. aus Suburban Railway Co. the right of way to operate its RR to use railroad by electricity or steam upon certain portions steam upon the streets of the City The ordinance was read the first time. Hon. H.R. Wortham was invited to address the Council on the ordinance after which it was on motion referred to the Ordinance Committee and the City Attorney Alderman Witscheke moved to suspend the regular order of business and to refer said report to the Standing Committee adopted. --- Page break --- 678 Alderman Nitchels for the Street Committee to whom was referred An Ordinance appropriating the sum of $280.00 for the purpose of removing a Culvert on 16th Street and to construct ditches and [illegible] game, presented a report recommending the passage of the ordinance. The report of the Committee was adopted and the ordinance passed under suspension of the rule by the following vote. Yeas Bedardew [illegible] Davis Low [illegible] Mortiner Nitchels Redd Schneider Shelley Shumate Bump [illegible] 12 Nays none Was Riley The Mayor called the attention of the Council to the case of to living in Miss Ralley who had been an inmate of the Hospital Hospital at for some time past and who has been paying to the City the $10 per month sum of $10.00 per month for board & lodging and that under the rules adopted recently by the Council for the care of pay patients at $2.00 per day! Which amount she claims she is not able to pay. he asked that the Council take some action on the matter. On motion the matter was referred to the Hospital Committee and the City Physician and Matron of the Hospital were authorized to allow her to remain at her former rate until the Committee should report.
