Austin City Budget & Infrastructure Decisions 1902

Street and Bridge Improvements: Council referred petitions to open a new street and construct a bridge across Waller Creek at East 14th Street to the Street Committee for further consideration.

Budget Approvals: Council unanimously passed four spending ordinances totaling approximately $1,469 for weed removal, police salaries, street department expenses, and other approved city accounts.

Pound Master Investigation: A special committee found the city's pound master was performing adequately given limited resources and recommended reducing pound boundaries and allowing mounted police assistance.

Tax Relief Granted: The council approved remitting half of court costs for resident J.W. Preston's property tax petition, granting her financial relief.

Cemetery for People of Color: Council directed the Cemetery Committee to explore establishing separate burial grounds for Black residents living in poverty, either within the existing cemetery or through new land purchase.

701 Regular meeting of the City Council Austin Texas August 18, 1902 Hon R.E. White Mayor, presiding Roll Called Present Aldermen Crooker Davis Hume Low Maddock Schneider 10 Shelley Shumate Shurter Weit- 3 Absent Aldermen Mortimer Vitschale + Reid On motion the minutes were approved as recorded by the Clerk, without reading Petitions, Memorials etc Pst Chas By Alderman Maddock- Petition of Chas Johnson et al Johnson et al asking that a certain street be opened. Read and on to open street motion referred to the Street Committee. By Alderman Weit- Petition of H.Shaw to have certain pound H.Shaw fees remitted. Read and on motion referred to the Claims Pound fees Committee. City Bridge By Alderman Weit- Petition of Citizens to have bridge placed E 14th St across Waller Creek at E 14th Street. Read and on motion referred to the Street Committee Reports of City Officers Report Marshal The Mayor laid before the Council the report of the City Marshal for the month of July 1902, which was on motion referred to the Police Committee without reading. Reports of standing committees Claims & Acc Aldermnan Hume for the Committee on claims & accounts to for Mrs. Preston whom was referred the petition of Mrs. J.W. Preston for remission of taxes, presented a report recommending that the petition be granted upon her paying one half of the Court Cost. On motion the report was adopted. Hospital - Alderman Reid for the Hospital Committee to whom was Reports Physician referred the reports of the City Physician and the matron of + Matron the Hospital for the month of July 1902, presented a report stating that they had been examined and found correct. The report of that committee, was upon motion adopted. Alderman Weit for the Cemetery Committee to whom was referred the report of the City Sexton for the month of July 1902 presented a report stating that same had been examined and found correct. On motion the report was adopted Reports of special Committees Spe Com Alderman Shumate for the special Committee appointed to vs.Pound investigate Complaints made against the Pound Master Master presented a report stating that they had gone into the matter carefully, and find that the present Pound Master is doing all that he can with the limited facilities at his Command, and further that the pound limits be reduced on the Mounted Police be allowed to assist him. The report was adopted Alderman Mortimer entered the Council Chamber --- Page break --- 702 New bussiness $35 to cut By Alderman Low, An ordinance appropriating the sum of weeds. $35 for the purpose of paying for cutting weeds. The Ordinance was passed under suspension of the rules by the following Vote – Yeas Aldermen Crooker Davis Hume Low Maddos Mortimer Schneider Shelley Shumate Stumpf Welch 11 Nays none. Special Police By Alderman Maddox An ordinance appropriating the sum of $14.50 for the purpose of paying the salaries of Special Policemen for the Month of Jan’y 1862. Alderman Weld entered the Council Chamber. Cemetery Alderman Schneider offered the following resolution which for Colored was read and adopted Paupers. Be it resolved by the City Council of the City of Austin: That the Cemetery Committee be instructed to inquire into the advisability of procuring burial grounds for Colored Paupers, either out of the present Cemetery or by purchase of suitable Land.
