Early 1900s Austin Officials Budget & Infrastructure Plans

Fiscal Review & Treasurer Transition: The council approved audited financial reports totaling nearly $77,809 across multiple city funds (general operations, street improvements, bond accounts). A new city treasurer, W.H. Fults, was sworn in to replace the outgoing H.P. Hilliard.

Street Regulations & Public Input: The council debated removing sales from certain streets and discussed vacating part of Sabine Street between 18th and 19th streets—with citizens invited to address the council for and against the proposal.

New Services Approved: The council authorized $906.90 in general accounts and $276.70 for street department expenses, and passed a new ordinance requiring inspection of milk sold in Austin for public health.

Leadership Appointments: W.H. Haddas was elected as the new Poundmaster (city animal control) after three ballots, following Alderman Corwin's resignation effective December 1st.

Infrastructure Planning: The council approved sale of 1,660 acres of city land in Trinity County and tasked the City Engineer with surveying 10th Street and planning storm sewers for Congress Avenue.

731 Regular meeting of the City Council Hon R. E. White mayor, presiding Austin, Texas! Nov. 17th 1902 Roll Call Present Alderman Brooken Davis Hume Low Maddox Mortimer Nitschke Redd Schneider Shelley Shumate Stumpf Weith Absent None. On motion the minutes were approved as recorded by the clerk, without reading. Reports of City officers Marainai The Mayor laid before the Council the report of the repor. City Marshal for the month of Sept 1902, which was referred to the Police Committee without reading. Reports of standing Committees Cem Com Alderman Weith for the Sanitary Committee to on Sexton whom was referred the report of the Sexton for the report month of Oct 1902, presented a report stating that Same had been examined and found correct. Finance On motion the report was adopted. on ass. col. Alderman Maddox for the Finance Committee to treasurer whom was referred the reports of the Assessor & Collector, the Clerk and the Treasurer for the month of Oct 1902 presented a report stating that they had been examined and found correct. The report of the Committee was adopted. Alderman Maddox for the Special Committee appointed to check up the accounts of the outgoing Treasurer presented the following report which was read and adopted. Attest Asst Cash Unfinished business The ordinance The Mayor laid before the Council an Ordinance, requiring the removal of sales from Certain streets in the City. Alderman Nitsouke offered a substitute for the pending ordinance, which was read and adopted, The ordinance was then passed. The Mayor laid before the Council an Ordinance Appropriating the sum of $30.00 for the purpose of. paying the claims of J. A. Nill as Warden for medical services rendered paupers. The ordinance was read the third time and a motion made to pass the same which motion was lost by the following voteYeas. Alderman Crocker. Alderman Schneider moved that it be referred to the street Committee which motion was lost by the following voteYeas Aldermen Crooker Low Strumne Schneider Schumpt 5 Nays Aldermen Dairs Waddox Mortimer Nitoche Redd Shelley Shumate Welch 8 Alderman Nitoche stated that there were present in the Council Chamber several Citizens who were interested for and against the passage of the ordinance, and moved that any of them desiring to address the Council, be invited to do so, which motion prevailed. Messrs Orr-Parker Woshart & Austin & Olsen addressed the Council, Alderman Waddox moved that the regular order of business be suspended. which motion prevailed. Bond of The Mayor laid before the Council the bond of Treasurer City Treas Elect Fults for approval by the Council. approved Alderman Waddox moved that the bond be approved which Fults sworn motion prevailed. Mr Woshart was then sworn in by the in as Treas Mayor and the regular order of business resumed. Alderman Waddox moved to strike out in the 4th line from the bottom the figures "15" and insert in lieu thereof the figures "18" which motion prevailed. Alderman Schneider offered the following "amend by adding after the last word in Section one the following, viz; Provided that if the State of Texas should ever remove the Blind Institute from the City of Austin or abandon the property at present used for that purpose, or subject such property to any other use, all rights granted by this ordinance shall revert to the City of Austin." And hereafter on certain real estate used by them for charitable purposes. Authorizing By Alderman Low. An ordinance authorizing and Sale of Land confirming the sale of 1660 acres of land in Trinity County Trinity Co. by the school Board. By Alderman Shelley an ordinance providing for the Ordinance inspection of milk offered for sale in the City of Austin, Texas, The ordinance was read the first time and on motion of Alderman Shelley was referred to the ordinance committee Alderman Brooken offered the following resolution which was read and adopted Res. City Be it resolved by the City Council of the City of Austin Engineer to that the City Engineer be and is hereby instructed to Survey W. survey W. 10th street from West Avenue School Creek, and to report to this body what if any property in said portion of said street obstructs said street as originally laid off and dedicated. Tax Rolls The City of Austin before the Council for their approval for 1912 The tax rolls for the year 1912 Waterworks Alderman Kitzchele offered the following resolution which was read and adopted --- Page break --- 735 Be it resolved by the City Council of the City of Austin, that the Tax rolls of the City for the year 1902, as this day presented by the City Collector be and same are hereby approved, as are also the supplemental Tax rolls made up to date. The Mayor laid before the Council a communication from Ald. Corwin resigning his position as Poundmaster of the City, resignation and resignation to take effect Dec. 1st 1902. Poundmaster On motion of Alderman Davis the resignation was accepted Alderman Davis moved that the Council proceed to the election of Pound Master to fill the Vacancy created by the resignation of A.P. Corwin, which motion prevailed. Alderman Davis nominated Velson Follwell Alderman Shinnate nominated George Cook Alderman Crooker nominated W.H. Haddas On motion nominations were closed The Mayor appointed Aldermen Nitschke and Red to act Tellers. The Tellers announced the following as the result of the first ballot Follwell 4 Haddas 5 Cook 4. There being no election another ballot was ordered which resulted as follows: Follwell 2 Haddas 6 Cook 5. No one having received a majority the third ballot was ordered, and resulted as follows Follwell 4 Haddas 6 Cook 3. There being no election the 4th ballot was ordered with the following result as announced by the Tellers Follwell 3 Haddas 7 Cook 3. W.H. Haddas having received a majority of all W.H. Haddas the Votes cast, The Mayor declared him duly elected Pound elected Pound Master of the City of Austin to fill the Vacancy caused by Master the resignation of A.P. Corwin, his term to begin Dec 1st 1902. Alderman Shinnate Called for the report of the City Engineer submitting plans and specifications for Storm Sewers on Congress Avenue, which he had been directed by the Council to furnish. Alderman Nitschke Chairman of the Street Committee stated that the plans and specifications had been prepared by the City Engineer and had been submitted to the --- Page break --- 786. Plans & spec Street Committee who wanted further time to consider storm sewers Same before submitting them to the Council On Motion the request of the Street Committee was granted Alderman Tucker and Schneider was excused from further attendance at this session of the Council Alderman Waddell offered the following resolution, which was read and adopted Res to appoint Be it resolved by the City Council of the City of Austin, that Committee to a Committee of two from the Council be appointed to act dispose of old with the Mayor, City Attorney, and one member of the water Plant Water and Light Commission to prepare and submit a proposition for the Sale to the State of the water etc. of the old water purifying plant.
