Austin Infrastructure Spending and City Improvements 1902

Street Improvements Funded - Council approved $300 to improve streets connecting the new Barton Creek Bridge to the Colorado River Bridge, plus $300 for a committee to visit other Texas cities and study their street-building methods.

Fire Department Upgrades - Allocated $100 for fire department equipment including cut-off nozzles and plastering hooks, and approved a request from the fire protection company to enlarge and repair their hall.

Public Safety Enhancements - Approved installing electric lights in four downtown alleyways to improve police protection and visibility in high-traffic areas between Congress Avenue, Brazos, and surrounding streets.

Citizen Reimbursements - Granted a refund to Mrs. Peterson for bond fees and approved funeral fee reimbursements, including a $990 appropriation for various approved accounts.

Administrative Support - Authorized hiring a temporary assistant clerk for up to 60 days to help organize city records and prepare the annual report.

741 Regular meeting of the City Council Austin Texas December 15, 1902 Hon R.E. White Mayor Presiding Roll Called Present Aldermen Crocker Davis Hunn Low Maddox Mortimer Mitchelle Redd Schneider Shelley Stumph Treut 12 Absent Alderman Shumate On motion the minutes were approved as recorded by the Clerk without reading Petitions memorials &c Petitions Peterson By Alderman Low. Petition of Mrs Peterson asking to have refunded certain bond fees paid by her refundedOn motion the petition was granted Citizens to By Alderman Stumph. Petition of Citizens asking that extend bound its bound be extended- Read and on motion limits referred to the Police Committee Protection Hall By Alderman Crocker. Petition of Protection Hose Co N° 3 asking an appropriation to enlarge and repair their Hall Read and on motion referred to the Fire Committee Alderman Shumate entered the Council Reports of City officers Marshals report The Mayor laid before the Council the report of the City Marshal for the month of Nov 1902, which was on motion referred to the Police Committee without reading Reports of Standing Committees Com. Report Alderman Schneider for the Fire Committee to whom was Fire ordiance referred An ordinance appropriating the sum of $100, for Cut off nozzles the purchase of furnishing Cut off nozzles and plasterhook for the fire dept, presented a report recommending the passage of the ordinance. On motion the report was adopted C&A Alderman Low for the Committee on Claims & accounts McClasky damages to whom was referred the petition of B McClasky asking for damages, presented a report recommending that the Street Committee and City Engineer be instructed to ascertain the amount of damages, if any, and report to the Council- The report was adopted. Com. Sexton's Alderman [illegible] for the Cemetery Committee to whom was report referred the report of the City Sexton for the month of Nov 1902- presented a report stating that same had been examined and found Correct- The report was adopted Alderman Redd for the Hospital Committee to whom Hospital was referred the report of the City Physician for the month report of Nov 902, presented a report stating that they had examined same and found it Correct. On motion the report was adopted Unfinished business The Mayor laid before the Council an ordinance appropriating the sum of $300 for the purpose of paying --- Page break --- 742 The expenses of a Committee to visit other Texas Cities and investigate their methods of street work The ordinance was read the third time and passed by the following Vote Yeas Aldermen Crooken Davis Hune Nitscheke Redd Shelley and Shumate Nays Aldermen Davis Hune Mortimer Schneider 7 Stumph Tulich 6 $100.00 purchase The Walgon brought before the Council an Ordinance appropriating Cut off Nozles the sum of $100. for the purpose of purchasing Cut off Nozles and Husion [illegible] for the Fire dept The ordinance was read the second time and passed under suspension of the rule by the following Vote Yeas Aldermen Crooken Davis Hune Lord Wadday Mortimer Nitscheke Redd Schneider Shelley Shumate Stumph Tulich 13 Nays None. To Coms. to Alderman Shelley presented an application from County build wood Commissioners Nixon and Van Rosenburg for permission to building in erect a wood building for Cook work at the County jail fire limits Alderman Stumph moved to refer the Application to the Fire Commissioners which motion was lost by the following Vote Yeas Aldermen Schneider Shelley Stumph Tulich 4 Nays Aldermen Crooken Davis Hummer Lord Wadday Mortimer Nitscheke Redd Shumate 9 Alderman Crooken moved that the request be granted which motion prevailed by the following Vote Yeas Aldermen Crooken Davis Hummer Lord Schneider Mortimer Nitscheke Redd Shumate 9 Nays Aldermen Schneider Shelley Stumph Tulich 4 Ord Com. to Alderman Shumate stated that a former Make visit Meeting of the Council he had introduced an ordinance amending the found ordinance which was referred to the ordinance Committee, and that he would be glad to have a report from the Committee on same if they were prepared to report. appro. ayes. By Alderman Wadday an ordinance appropriating the sum of $990. for the purpose of paying approved accounts The ordinance was read the first and on motion the rule was suspended and the ordinance placed on its second reading by the following Vote Yeas Aldermen Crooken Davis Huner Lord Wadday Mortimer Nitscheke Redd Schneider Shelley Shumate Stumph Tulich 13 Nays None. The ordinance was read the second time Alderman Lord moved to amend same by adding, "to refund funeral fees to Rino Pederson" --- Page break --- 743 The amendment was adopted and the ordinance as amended was passed under suspension of the rule by the following Vote. Yeas Aldermen Brooken Davis Lowe Maddas Mortimer Nitschke Redd Schneider Shelley Shumate Stumpf Wulff 12 Nays Aldermen none 1 Alderman Mortimer offered the following resolution Be it resolved by the City Council of the City of Austin, that the Water, Light and Power Commission be and it is hereby respectfully requested to place lights in the following Alleys of the City in order to afford opportunity for better Police protection, Viz: 1 - One light in Alley between Congress Avenue and Brazos street, between 5th & 6th streets 2 - One light in Alley embraced between the following streets, Viz: 6th & 7th Congress Avenue and Colorado 3 - One light in Alley between following streets, Viz: Brazos, San Jacinto, 5th & 6th streets 4 - One light in Alley between following streets, Viz: Congress Avenue, Brazos, 8th & 9th streets Alderman Shumate moved to refer the resolution to the Police Committee, which motion was lost by the following Vote Yeas Aldermen Maddas Redd & Shumate 3 Nays Aldermen Brooken Davis Lowe Mortimer Nitschke Schneider Shelley Shumate Wulff 10 The resolution was then adopted By Alderman Maddas resolution authorizing the City Clerk to employ an Assistant for a term not exceeding 60 days to Assist in writing up his books and making his Annual report. The resolution was adopted. Alderman Shumate offered the following resolution, which was read and on motion referred to the Police Committee Be it resolved by the City Council of the City of Austin, That the Ordinance Committee of the Council be and it is hereby instructed to prepare and introduce in the Council an ordinance defining the pound limits, at the earliest practicable moment. By Alderman Redd An Ordinance appropriating the sum of $300. for the purpose of improving street from the new Barton Creek Bridge to the Colorado river bridge in the 1st Ward.
