Austin's 1903 Infrastructure and Budget Plans

Bond Refinancing Deal: The city exchanged $65,000 in old water works, electric light, and high school bonds for new ones, paying out over $5,000 in accrued interest—a major financial restructuring to manage city debt.

Petition of A.S. Heaven asking that certain franchise fees paid by him be refunded. Read and on motion referred to the Committee on claims and accounts By the Mayor. Petition of South Austin asking that a bridge across Brushy creek be built and a certain street work be done in the 1st Ward Read and on motion referred to the Streets Committee By Aldermen Shelley. Petition of the General Statesman Co for permission to put in an oil Tank and pipe line Read and on motion the petition was granted Aldermen Davis entered the Council Chamber. North Austin Hose Co By Aldermen Triumph Petition of North Austin Hose Co # 6. asking that the City build them a River Hall - The petition was read and on motion was referred to the Fire Committee with instructions to investigate and ascertain the cost of same and report the results of their investigation to the Council. North Austin Hose Co By Aldermen Triumph Petition of North Austin Hose Co To repair & repaint wagon asking that the City have their wagon repaired and repainted On motion the petition was granted Aldermen Hume and Redd entered the Council Chamber Citizens South Austin By the Mayor Petition of Citizens of South Austin asking to open road. that the Alvin and Bartons Creek roads be opened and kept open for travel. Read and on motion referred to the Street Committee and City Engineer with power to act Reports of City officers Reports etc The Mayor laid before the Council the reports of City officers, except Officers those of the Marshal for the month of Dec 1902, which were on motion referred to their appropriate Committees without reading Reports of Standing Committees Reports of Aldermen Maddas for the Finance Committee to whom was Standing referred the reports of the Assessor & Collector, the Clerk and the Committees Treasurer for the month of Nov 1902, presented a report Stating that they had examined same and found them correct Examined and found correct On motion the report was adopted Aldermen Maddas for the Finance Committee presented the following report which was read. White Mayor, and Board of Aldermen City of Austin: --- Page break --- 745 Gentlemen: Your Committee on Finance beg leave to report Finance Committee as follows: Viz: We have exchanged under the New York Exchange of Bonds agreement the following described bonds. (1st) Thirty five thousand dollars 5% Water works & Electric Light Bonds Nos 1,2,3,4, 33,34,35,36,37,38,39, 327,369, 509,510,511,512,513 936, 1057, 1062, 1117, 1118, 1119, 1160, 1197, 1198,1199, 1200, 1201, 1202, 1211, 1212, 1301. & 1400 for one thousand dollars each upon which we have paid and Cancelled Coupons Nos 40,41, 42,43 & 44 each for $12.50 on $250.00 on each bond making a Total of $2187.50 being accrued interest up to July 1st 1901. on said bonds. (2nd) Fifteen thousand dollars 6% Water works and Electric Light Bonds Nos 52, 53, 54, 55,56, 88, 89, 90,91, 92,93, 94,95,96 & 97. each for One thousand dollars upon which we have paid and Cancelled Coupons Nos 10, 11 & 12. each for $30.00 on $90.00 on each bond making a Total of $1350.00 being accrued interest up to July 1st 1901. on said bonds. (3rd) Fifteen thousand dollars 5% High School Bonds. Nos 31,32,33,34 35,36,37,38,39,40,41,42,43,44,45,46,47,48,49,50,91,92,93,94,95,96, 97,98,99,100. for five hundred dollars each making a total of Sixty five thousand dollars of bonds exchanged The 5% bonds issued in lieu of the above described bonds are numbered as follows. Nos 1501 to 1542 inclusive 1576 to 1581 inclusive each for One thousand dollars and bonds Nos 91 to 124f inclusive each for five hundred dollars. (4th) We have paid, detached and Cancelled Coupons Nos 1 & 2 for $7.50 each being interest to July 1st 1902 – on bonds Nos 91 to 114 inclusive on Forty eight Coupons or a Total of $360.00 (5th) We have paid, detached and Cancelled Coupons Nos 1, 2 & 3 for $7.50 each being interest to Jan 1st 1903 on $500.00 bonds Nos 115 to 124 inclusive, making thirty Coupons or a Total of $225.00 (6th) We have paid, detached and Cancelled Coupons Nos 1 & 2 for fifteen dollars each, being interest to July 1st 1902 on $1000.00 bonds Nos 1576. to 1581 inclusive or twelve Coupons making a Total of $180.00 (7th) We have paid, detached and Cancelled Coupons Nos 1,2&3 for fifteen dollars each being interest to Jan 1st 1903 on one thousand dollar bonds Nos 1501. to 1542 inclusive One hundred and twenty six Coupons or a Total of $1890.00 Making a grand Total of interest paid on the old and new bonds of five thousand, one hundred and Ninety two 50/100 dollars All of the old bonds above mentioned together with the paid and Cancelled Coupons both on the old and new bonds, as above set out, are herewith delivered to your Honorable body for such action as you may deem necessary Respectfully submitted A. Holmsberg Finance Committee. --- Page break --- 746 Alderman Shelley moved that the report be received and a Committee of three be appointed to verify same and if found correct to destroy the bonds and coupons presented by the Committee, which motion prevailed, and the Mayor appointed Aldermen Shelley, Crookett and Dow as such Committee. Alderman Hadday for the Purchasing Committee, presented a report stating that they had advertised for and received bids for supplies etc for the City for the six Months ending June 30, 1903, and recommending that certain bids mentioned therein be accepted. On motion the report was adopted and the Mayor authorized to enter into Contract with the parties mentioned in accordance with their bids. Alderman Low for the Claims and accounts Committee to whom was referred the petition of J.J.G. Runaway for damages, presented a report recommending that the petition be granted. On motion the report was adopted. Alderman Low for the Committee on Claims & Accounts to whom was referred the petition of the Austin Infirmary asking that the taxes against certain property owned by them be remitted as said property was used for Charitable purposes only presented a report recommending that the petition be granted. On motion the report was adopted. Alderman Low for the Claims & accounts Committee, to whom was referred the Petition of the Austin Theological Seminary asking remission of taxes on certain property used exclusively for Educational and religious purposes, presented a report recommending that the petition be granted. On motion the report was adopted- Reports of special Committee Alderman Shelley for the special Committee appointed to verify the reports of the Finance Committee as to bonds exchanged and coupons paid, presented a report stating that they had performed that duty, and had found the report correct and had destroyed the cancelled bonds and coupons in the presence of the Council. It was ordered that the report be received and filed. New Business Alderman Mortimer offered the following resolution Whereas the City Council of the City of Austin at its lastregular meeting passed a resolution requesting the Water Light & Power Commission of the City To Cause to be placed public lights in Certain Alleys of the City at points designated in said resolution; And Whereas, Said Commission has not as yet taken no action on said resolution; And Whereas, the placing of said lights at the points --- Page break --- 747 designated in Said resolution is, in the opinion of the Council, immedialely necessary for the efficient public protection of the people of the City and their property. Therefore, Be it resolved by the City Council of the City of Austin, that a special Committee of three members of this body be at once appointed with instructions to procure if possible a special meeting of the Water, Light & Power Commission for the purpose of acting on the request Contained in the above mentioned resolution, and to urge on Said Commission the necessity of Complying with Said request. The resolution was adopted by the following vote. The resolution was adopted. 7th Ward prevalent By Aldermen Stumph An ordinance appropriating the sum $125.00 for repair of $125.00 for the purpose of repairing and repainting the wagon of of the wagon North Austin Store No. 6. North Austin No 6 The ordinance was passed under Suspension of the rules by the following vote Yeas Aldermen Crooker Davis Strumke Low Waddell Mortimer Nietsche Redd Schneider Shelley Stumph Welk Nays none Nays None Plat of new Aldermen Welk submitted to the Council for its approval a addition to plat of the new addition to the City Cemetery. Cemetery Aldermen Waddell moved that plat presented be adopted adopted and that the City Assessor & Collector be directed to have same recorded which motion prevailed. $150 to build By Aldermen Schneider An ordinance appropriating the sum of water closets $150.00 for the purpose of building Urinals and Water Closets in Cemetery the City Cemetery. The ordinance was read the first time and on motion of Aldermen Schneider was referred to the Cemetery Committee $942.65 for By Aldermen Waddell An ordinance appropriating the sum Salaries of of $942.65 for the purpose of paying balance of Salaries of Sanitary Sanitary employees for the year 1902. The ordinance was passed under employees 1902 suspension of the rules by the following vote.
