Austin's 1903 Budget and Cemetery Improvements

Cemetery upgrades approved: Council reduced children's burial fees from $5 to $2 and allocated $150 for new restroom facilities (urinals and water closets) at the City Cemetery.

Major budget allocations passed: The council approved spending for street department repairs ($423.88), sanitary worker salaries ($650), officer salaries ($6,000), and various other municipal expenses totaling over $10,000.

Fire station request referred: South Austin Hose Company #5 petitioned the city to build them a new fire hall, which was sent to the Fire Committee for further review.

Election ballot printing standardized: Council amended the ordinance governing how election ballots would be printed and distributed throughout the city.

Road obstruction enforcement: The city marshal was directed to clear and maintain an open road between South Austin's River and Barton's Creek for public travel.

Regular meeting of the City Council. Austin Texas. July 19th 1903. Hon W. B. Shelley President of the Council presiding. Roll Called. Present Alderman Crooker Davis Son Maddox Mortimer Nitschke Redd Schneider Shelley Schumate Stumpf Welch 12 Absent Alderman Hume. On motion the minutes were adopted as recorded by the clerk, without reading. Petitions, memorials &c Petitions By Alderman Redd. Petition of South Austin Hose Co. # 5 Committee asking that the City build them a new fire Hall. on Fire Hall Read and on motion referred to the fire Committee Reports of City Officers The chair laid before the Council the report of the City Marshal for the month of Dec. 1902, which was, on motion referred to the Police Committee without reading. Reports of Standing Committees Reports & Standing Alderman Crooker for the Printing Committee presented a Committee on report stating that they had advertised for, and received Contracts for bids for Newspaper and job printing for the year 1903, and 1903 recommending the acceptance of the bid of the Tribune Publishing Co. for the news paper printing, and the bid of the Worglan Obseratt. Printing Co. for the job printing. Alderman Mortimer moved to adopt the report of the Committee. Alderman Nitschke moved as a substitute to adopt that part of the report with reference to the News-paper printing, and that part relating to job printing be referred back to the Printing Committee for further investigation. On motion of Alderman Maddox the representatives of the different bidders were invited to address the Council. Alderman Schneider moved to recommit the report to the Committee. Alderman Nitschke withdrew his motion, and the vote was taken on the motion of Alderman Schneider. and the motion lost by the following vote. Mayor voting in the chair. Committee Alderman Welch for the Cemetery Committee on whom on Cemetery was referred the report of the City Sexton for the month of Dec. 1902 presented a report stating that they had examined same and found it correct. On motion the report of the Committee was adopted. --- Page break --- 750 Hospital on Alderman Redd, for the Hospital Committee to whom was Physicians report referred the report of the City Physician for the month of Dec 1902, presented a report stating that they had carefully examined same and found it correct, the report was adopted. Cemetery. to reduce Alderman Whit for the Cemetery Committee to whom was price of burial referred an ordinance reducing the price to be charged spaces in for single burial spaces for children in the City Cemetery Children from $5.00 to $2.00, presented a report recommending the passage of the ordinance. On Motion the report was adopted St on River- Alderman Nitschke for the Street Committee to whom was and Bartons springs referred a petition from citizens of South Austin asking that the road River and Bartons Creek be opened and kept open for travel presented a report recommending that the City Marshal be instructed to remove or have removed the obstructions from said road and to prevent its being obstructed in the future by arresting the person or persons causing its obstruction On motion the report was adopted Unfinished business Cem ord The Mayor laid before the Council an ordinance reducing reducing price the price for single graves for children, in the City Cemetery graves for children The Ordinance was passed under suspension of the rules by the following Vote Yeas Alderman Brooker, Davis, Low, Maddox, Mortimer, Nitschke, Redd, Schneider, Shelley, Shumate, Shurupp, Whit 12 Nays None. Salary drivers By Alderman Maddox, an Ordinance appropriating the St Dept. sum of $280.00 for the purpose of paying the salaries of drivers of the St. Dept. for the month of Jan’y. 1903. Resolution Be it resolved by the City Council of the City of Austin, that the to revamp Westgate Committee and the Mayor be and are hereby Now authorized and directed to make such changes in the Lower City Hall east side of the City Hall building as may be necessary for the accommodation of the Water Light Commission Alderman Schneider moved to suspend the regular order of business and to refer back to reports of standing committees which motion prevailed. Alderman Weit for the Cemetery Committee to whom was Urinals & referred An ordinance appropriating the sum of $150. for the Closets City purpose of erecting urinals and water closets in the City Cemetery Cemetery presented a report recommending the passage of the ordinance.
