First Auto Regulations Passed: The council approved one of Austin's earliest automobile ordinances, establishing rules for operating vehicles within city limits—reflecting the rise of early motorized transportation in Texas cities.

Regular meeting of the City Council Austin Texas. Feby 16th 1900 Hon W. S. Shelley President of the Council Presiding. Roll Called. Present Aldermen Crooker Davis Low Maddax Nitschke Redd Schmieder Shelley Shumate Stumpf Tuley Absent Aldermen Kune Smartinen On motion the minutes were approved as recorded by the Clerk without reading. Reports of City Officers Reports City The Chair laid before the Council the reports of the Marshal and Officers Engineer for the month of Jany 1900, which were on motion referred to their appropriate Committees, without reading. Reports of Standing Committees Com. report Alderman Stumpf for the ordinance Committee to whom was Ordinance referred an ordinance regulating the operation of automobiles Regulating automobiles in the City of Austin, presented a report recommending the passage of the ordinance. The report of the Committee was adopted. Alderman Stumpf for the ordinance Committee to whom was Ord. Com referred a resolution providing for the appointment of a Committee Charter to draft and secure the passage of amendments to the Charter amendment of the City of Austin, so as to make the City Treasurer elective City Treasurer by the Council from among Competitive bidders, presented a report recommending the passage of the resolution. On motion the report was adopted. Cemetery Com. Alderman Wait for the Cemetery Committee to whom was report referred the report of the City Sexton for the month of Jany. 1900, presented a report stating said had been examined and found Correct. The report was adopted. Unfinished Business Com. Reports The chair laid before the Council an ordinance appropriating City Hall the sum of $250, for the purpose of grading Ruiz and other Streets repairs streets. The ordinance was read the second time and passed under suspension of the rule by the following Vote Yeas Aldermen Crooker Davis Low Maddax Nitschke Redd Schmieder Shelley Shumate Stumpf Tuley 11 Nays None. Market Shed The Chair then laid before the Council an ordinance appropriating appro. for repairs the sum of $375, for the purpose of repairing the Market Shed at the Corner of Low and Trinity Streets, and also for the purpose of erecting additions to said Shed. The ordinance was read the second time and a motion made to suspend the rules and place it on its third reading which motion was lost by the following Vote Yeas Aldermen Crooker Davis Low Maddax Nitschke Redd Shelley Shumate Tuley 9 Nays Aldermen Schmieder Stumpf The Chair laid before the Council an ordinance --- Page break --- 762 Automobile regulating the Ordinance operation of Automobiles, in the City of Austin, This ordinance was read the second time and passed under suspension of the rule by the following vote: Yeas Aldermen Crocker Davis Low Maddox Nietsche Read Holmeiden Shelley Shumate Stumpf & Wilitz 11 Nays none. Alderman Stumpf entered the Council chamber. New Business Amendment By Alderman Stumpf An ordinance to amend Section 7 Election of the election ordinance. The ordinance was read the Ordinance first time and on motion of Alderman Schneider was referred to the Ordinance Committee Alderman Shumate offered the following resolution which was read and adopted: Auth. to Be it resolved; That in order to intelligently carry out the advertise for plans of permanent street improvements as recommended bids for Storm by the Street Committee, that the Street Committee and Sewers. the Street Committee and the City Engineer be and are hereby authorized to advertise for bids at once for the Construction of a System of Storm Sewers of approved Sizes, the right being reserved to reject any and all bids, and work to be done in accordance with plans and Specifications to be prepared and placed on file in the City Engineers office. And be it further resolved: That the Street Committee and City Engineer advertise for and receive bids for widening the Curbs on Congress Avenue in accordance with an ordinance heretofore passed by this Council, same to be done in accordance with plans and Specifications on file in the City Engineers office; and the right be reserved to reject any and all bids. Geo. L. Kinne Alderman Crocker, asked and, obtained permission to Permitted to introduce a petition of Geo. L. Kinne for permission to put Weighscale in a platform scale at the corner of 7th & Brazos Streets The petition was read and on motion the request was granted. Refunding By Alderman Maddox An Ordinance to provide for the bonds. refunding of certain outstanding bonds of the City of Austin. X The ordinance was passed under suspension of the rules by the following vote: Yeas Aldermen Crocker Davis Russell Low Maddox Nietsche Read Schneider Shelley Shumate Stumpf & Wilitz 12 Nays none. Alderman Nietsche offered the following resolution Be it resolved by the City Council of the City of Austin, that the expense of Doctors and Medical bill incurred in the accident of Wm. Nays none. 12 Amendment to side walk ordinance By Alderman Maddax An ordinance to amend an ordinance entitled "An ordinance providing for a system of side walks for the City of Austin, etc." The ordinance was read the first time and on motion of Alderman Nitschke the rule was suspended and the ordinance placed on its second reading by the following Vote Yeas Aldermen Crooken, Davis, Hume, Low, Maddax, Nitschke Redd, Schneider, Shelley, Shumate, Ulik. Nays Alderman Stumpff 11 The ordinance was read the second time. Alderman Schneider moved that it be referred to the Street Committee which motion was lost by the following Vote Yeas Aldermen Schneider, Shelley, Stumpff, Ulik. 4 Nays Aldermen Crooken, Davis, Hume, Low, Maddax, Nitschke Redd, Shumate. 8 Alderman Maddax moved to Amend the ordinance by adding after the last word in the ordinance the following "provided that East Avenue be exempted from the provisions of this ordinance which motion prevailed." A motion was then made to suspend the rule and place the ordinance on its third reading which motion was lost by the following Vote Yeas Aldermen Low, Redd, Shumate, Ulik. 6 Nays Aldermen Crooken, Davis, Hume, Maddax, Nitschke Schneider, Shelley, Stumpff. 6 Market Shed ord. Alderman Schneider moved to reconsider the vote by which the Council refused to suspend the rules and place the ordinance appropriating the sum of $375. for the purpose of repairing shed at Corner of 1st & Trinity Streets, on its third reading which motion prevailed Alderman Redd moved that the rule be suspended and the ordinance be placed upon its third reading, which motion prevailed by the following Vote Yeas Aldermen Crooken, Davis, Hume, Low, Nitschke Redd, Schneider, Shelley, Shumate, Ulik. 10 --- Page break --- 764 Ways Alderman Stumpf The ordinance was then read the third time and passed by the following Vote Yeas Alderman Crooken, Davis, Humae, Low, Ritscke Read Schneider, Shelley, Shumate & Welch 10 Nays Alderman Maddax & Stumpf 2 Alderman Davis moved to reconsider the Vote by which the Council refused to suspend the rule and place on its side walk ord. third reading an ordinance amending an ordinance providing for a system of side walks & in the City of Austin etc, which Motion prevailed. Alderman Davis moved to suspend the rule and place the ordinance on its third reading, which motion was lost by the following Vote Yeas Alderman Davis Low Maddax Ritscke Read Shumate Welch 7 Nays Alderman Crooken Humee Schneider Alderman Davis moved that 10 days after approval of his market shed ord ordinance appropriating the sum of $875 - for repairs to Market Shed at Corner of 1st & Trinity Streets, that the Mayor be requested a special Committee of three, to act with the City Engineer be directed to advertise for bids to do said work in accordance with the said ordinance, which motion prevailed. Invitation. The chair laid before the Council an invitation from East Austin East Austin Hose A. #4, to the City Council and City officials to attend their Hose A. #4. Annual ball to be given at their Hall the 2nd prox. On motion the invitation was accepted, with the thanks of the Council, and the Clerk was directed to notify the Co. Charter Amend Com The Chair announced the appointment of the following Aldermen as the special Committee on Charter Amendments, Viz: Aldermen Low, Stumpf & Crooken. On motion of Alderman Maddax the Council adjourned until 8 o'clock P.M. Thursday Feby 26th 1903. Jno.O. Austin Reed Schneider, Shelley, Shumate, Weir 9 Absent: Aldermen Hume, Low, Mortimer, Stumpff 4 Petitions, Memorials etc Austin By Alderman Crooken, Petition of the Austin Sanitarium Sanitarium asking that the taxes paid by them for the year 1902, be refunded to Proprietors. Read and on motion referred to the Committee on claims and Accounts Alderman Mortimer and Stumpff entered the Council Chamber. Annual The chair laid before the Council the report of the water and light report of the Commission their report for the quarter ending Dec 31st 1902, also Commission their Annual report for the year 1902, which were on motion referred to the Water and Light Committee of the Council without reading Unfinished business Alderman Waddas called up the report of the Special Committee appointed to visit other Texas Cities and investigate their street work. Summary Alderman Waddas moved to adopt except that part Committee Containing the recommendations of the Committee, and adopted that the part containing the recommendations of the Committee be considered by Sections, which motion prevailed The recommendations of the Committee were then taken up and read Section by Section and each Section separately adopted, and the report as a whole was then adopted New Business Dam Alderman Crooken presented the following, which was read to amend Thirty days from date application will be made to the 28th Legislature City Charter of the State of Texas to have amended Section 87, of the Charter of the City of Austin so that the Council shall be authorized to lease the Water Light and Power property for the purpose of rebuilding the dam across the Colorado River Alderman W. Austin moved to refer the matter to the Water Light Committee, which motion prevailed. Res. regarding By Alderman Weir, Resolution directing the Police Committee City employees to investigate and report to the Council the names of City who fail to pay employees who fail to pay their bills. bills. On motion of Alderman Shumate the resolution was referred to the Purchasing Committee. Alderman Waddas for the Finance Committee submitted the following as the Budget for the year 1902 Austin, Texas 2/26 1903 To the Hon R. S. Schneider Finance Committee Budget On motion of Alderman Witschke the Budget as Research presented by the Finance Committee was adopted by the following vote: Yeas Alderman Brooker, Davis, Maddas, Mortimen, Witschke, Judd, Schneider, Shelley, Shumate, Stumph, & Ulrich. Nays none. The Com- Alderman Davis moved that a Special Committee of mittee to three be appointed to confer with the Hon. Commissioners Confer with Court of Travis County, looking to the Compromise of suit Commissioners of the City vs. The County of Travis, pending in the Dist. Court, Court-Travis which the City prevailed and the Court appointed Alderman County. Maddas, Smith & Schneider as such Committee. Alderman Mortimer Witschke presented a petition asking that S. B. Wischke one of the City Driver be allowed his pay while sick and unable to perform his duties. --- Page break --- The petition was read and on motion was referred to the Sanitary Committee By Alderman Nitsecke An ordinance appropriating the sum $125.00 for the purpose of repairing the Barstows springs road. The President of the Council appointed Aldermen Shumate Crooken & Nitsecke as a Special Committee to advertise for and receive bids for repairing the Market Shed at Corner of 5th and Trinity Streets.
