Haynes Harry Marshall The Chair laid before the Council a proposition from Otto Bergstrom for building the Storm Sewer, which was read Alderman Nitschke for the Street Committee presented the following Majority and Minority reports Austin, Texas, April 13th 1903 To the Hon. T. D. Shelley, actg Mayor and Board of Aldermen. The Storm Sewer Committee, Gentlemen: We a Majority of your Committee on Streets to whom was referred the question of advertising for bids for Construction of Storm --- Page break --- Report of the Committee: Gentlemen: We have to report that we have advertised for said work and received five bids for Same and recommend that Your Committee with the City Attorney be directed to prepare a contract for your approval re. with John Field of Fort Worth, Texas, for the Construction of Said Sewer, Same to be Constructed of Concrete according to plans and specifications, he being the lowest and best bidder, his bid for the entire work being $19.338.74 J B Nitschke F M Maddox Committee on Streets Austin, Texas, April 13th 1903 To the Hon W.D. Sheley, acting Mayor, and Board of Aldermen City of Austin: Gentlemen: I a minority of Your Committee on Streets to whom was referred the advertising for a Construction of a Storm Sewer on Congress Avenue beg Leave to report that I beg to disagree with a majority of Your Committee. I believe that said work should be Constructed of brick, and as Mr John Roe is the lowest and best bidder for said work out of brick, I recommend that the Contract be awarded to him under his bid and specifications His bid for said work in brick being $21.082.00 Geo. F. Hume, Committee on Streets Alderman Nitschke moved the adoption of the majority report. Alderman Hume moved to substitute the minority for the majority report. Alderman Schneiden moved that the matter be re-Committed to the Street Committee and that the bids be printed in the minutes of the Council. and that the matter lie over until a later date and be Considered at a meeting of the Council to be Called for that purpose. The motion of Alderman Schneiden was lost by the following Vote Yeas Alderman Haynes Mackin Moore Smith 5 Nays Alderman Brooken Hume Maddox Miller Nitschke Redd Shelley Schummale 8 The Vote was then taken on the motion of Alderman Hume to substitute the minority for the majority report, and the Motion lost by the following Vote Yeas Alderman Haynes Hume Mackin Moore Smith 4 Nays Alderman Brooken Maddox Miller Nitschke Redd Schneiden Shelley Schummale 8 The report of the majority of the committee was then adopted by the following vote Yeas Aldermen Brooken Hume Maddox Miller Nitschke Redd Schneiden Shelley Schummale 8 Nays Aldermen Haynes Mackin Moore Smith 4
