Petitions Petitions The Chair laid before the Council a petition from citizens of Austin, Austin, and addressed to the water & Light Commission, and by them referred to the Council, asking for the extension of water main and establishing additional fire hydrants Read and referred to the water Light Committee Petition for use of Peace Park By Alderman Shummate, petition of Colored citizens asking the use of Peace Park, for their 19th of June Celebration Referred to the Park Committee. Reports of City Officers Report of Marshal for March 1903 The Chair laid before the Council the report of the City Marshal for the month of March 1903, which was on motion referred to the Police Committee without reading Alderman Wissels Smith & West entered the Council Chamber. Reports of Standing Committees Finance Com. on bids for fire-hose Alderman Maddox for the Finance Committee to whom was referred the bids of H. A. True and H. B. Trantham for delivery of the City funds presented a report Recommending the acceptance of the bid of H. A. True Contract awarded H. A. True as being the highest and best bid The report of the Committee was adopted. Alderman Maddox for the Finance Committee presented the following report. Austin Texas April 20th 1903 Hon W. D. Shelley Mayor and Board of Aldermen City of Austin X Gentlemen: Finance Report on exchange of bonds We your Finance Committee beg leave to report the exchange of $43.500. bonds of the City of Austin Texas as follows, to wit: Five per Cent water and Light bonds Numbers 382 & 383, dated August 1st 1890, each for $1000°° and issued in lieu thereof Refunding bonds Numbers 1543 & 1544 dated July 1st 1901, and each for $1000°°. The said interest on No. 282 & 283 at rate of 5% up to July 1st 1901 on $125°° is at old rate and $120°° in which will not draw int. on "Bonded Interest Coupons" on interest on $50°° in which will draw interest Coupons 1543 & 1544, Refunding, which run from 1903 to 1911, at rate of 3½% up to Jan 1st 1911 on $75.00 at new rate

Second, Six per Cent funding bonds N° 17. 18-19. each for $500ºº dated July 1st 1884 and Six per Cent bonds N° 1 to 80 each inclusive, each for $500ºº and dated July 1st 1884, making a total of $41.500ºº in Six per Cent bonds refunded under Your ordinance dated March 21st 1903. No interest had been paid on these bonds since January 1st 1898. The paid interest at rate of 3% up to July 1st 1901, out of the account "bonded Indebtedness account" up to May 1st 1890, $5250 on each bond, or a total of $4357ºº The issued and delivered in lieu of the above 83 bonds. Refunding bonds Numbers 1789 To 1871, inclusive, each for $500ºº dated July 1st 1901, upon which we paid interest out of "Bonded indebtedness account" up to January 1st 1903, being a total of $1867.50, on a grand total of $6470.ºº The bonds to hand you said bonds as follows, to wit: Five % Water and Light bonds Nºs 382 to 388, with Coupons Nºs 38 to 160. each inclusive attached Six % funding bonds Nºs 17. 18 & 19 with Coupons Nºs 32 to 40 each inclusive attached. Six % bonds Nºs 1 to 80 each inclusive with Coupons Nºs 28 to 40 each inclusive, which Coupons and bonds. we have caused to be cancelled by perforating same On the refunding bonds issued and delivered in lieu of the other bonds, Nºs 1789 to 1871, inclusive we hand you Coupons Nºs 1, 2 & 3. which are paid and cancelled in same way All of which is respectfully submitted. Schneider Finance Committee Comm off'd to verifying bonds & coupons On motion a Committee of three consisting of Alderman Shumate, Willson & Walner were appointed to verify said report and to destroy said bonds & coupons. Alderman Maddan moved that a Committee of five be appointed to fix the number of and salaries of policemen, for the ensuing two years, which motion prevailed, and the chair appointed Aldermen Maddan Brooker, Haynes, Mackin, Schneider as such Committee. The Special Committee, appointed to verify the report of the Finance Committee, presented the following report which was read and adopted. Austin, Texas, April 20th 1903 Hon. Mayor & Aldermen City of Austin Your special Committee to examine and verify the report of the Finance Committee as to the matter of bonds referred by them to report that we have examined.

12 Report of special Same carefully, and found Same correct, except as Committee to destroy to the 60 bonds issue of 1884, No of Coupons should be 728 bonds. to 40. Said bonds have been destroyed in the presence of the Council Respectfully, Submitted J M Shumate Jno Waller David S K C
The special Committee to count coupons and verify the report of the Finance Committee thereon, asked for further time in which to make its report. On motion the request was granted. Finance Committee of Alderman Maddox for the Finance Committee to whom City officers was referred the reports of the Assessor Collector, the Clerk and the Treasurer for the month of Feby 1908, presented a report stating that same had been examined and found correct. On motion the report was adopted. Report Park Com Alderman Shumate for the Park Committee, presented Improvement Peace a verbal report as to improvements made in Peace Park, Park stating that the amount $250. appropriated for the improvements on Said Park has been expended & said the work done having been approved by the Park Committee and City Engineer. Hospital & City Physician Alderman Redd for the Hospital Committee to report whom was referred the report of the City Physician for the month of March 1908. presented a report stating that Same had been examined and found correct. The Committee's report was adopted. Alderman Nitschke for the Street Committee presented the following report. Austin, Texas, April 8th 1908 To the Hon H. O'Shelley Actg Mayor & Board of Alderman of the City of Austin. Gentlemen: Your Committee on Streets to whom was Street Committee on referred the matter of drawing a contract for the contract for construction of a Storm Sewer on Congress Avenue Storm Sewer had begun to report and show that Said Contract had been drawn and signed by the Mayor and Engineer. The further beg to report that the City Engineer recommends that the shape of the Sewer to be constructed be changed from a Tabular Shape to a horse shoe shape and as the Contracter has expressed the willingness to observe the wishes of the Council in the matter of the shape of the Approved. Sewer we recommend the adoption of the Council of the views of the City Engineer. P J Nitschke J R Gladdays Committee on Streets.

13 On motion the report of the Committee was laid over to come up with a resolution on the subject, under the head of New business." Alderman Maddax for the special Committee appointed to fix the number of, and the Salaries to be paid to Policemen, presented the following report. Austin Texas, April 20th 1903 To the Hon. H.A. Shelley, actg. Mayor and Board of Alderman of the City of Austin.
Spee Com. re Gentlemen! Salaries Policemen Your special Committee to suggest the number of Policemen and their Salaries etc, beg leave to report as follows: First that the Police force shall consist of 1st One Sergeant at a Salary of $90.00 per month 2nd Five Mounted men at a Salary of 75.00 " " 3rd Eight Footmen " " 60.00 " " We further recommend that said officers when elected shall serve for two years, unless removed for cause. On motion the report of the Committee was adopted. Alderman Maddax moved that the Council now proceed to the election of a City Treasurer, which motion prevailed. H A Hrae elected Alderman Maddax nominated H.A. Hrae, City Treasurer Alderman Crooken moved that nominations close, and that the clerk be instructed to cast the entire four vote of the Council for H. A. Hrae for City Treasurer, which motion prevailed. The Clerk cast 14 votes for H.A. Hrae for City Treasurer. And the Chair declared him duly elected City Treasurer for the ensuing two years. Bond of City Treasurer Alderman Maddax moved that the Council now bonds approved take up for approval the bond of H. A. Hrae as City Treasurer which motion prevailed. The Chair laid before the Council the bonds of H.A. Hrae as City Treasurer "One for $10,000.00" as Custodian of the City funds and one for $5,000.00 as Custodian of the funds of the Water Light Dept." The bond for $10,000.00 as Custodian of the City funds was approved by the Council and the other was referred to the Water Light Commission for their approval."

14 Resolution re a Sewer Storm Sewer Contract.
Alderman Mackin offered the following resolution Whereas, the Council at its last meeting adopted a Certain resolution, instructing the Street Committee to enter into Contract with J.W. Foard for the Construction of a Storm Sewer on Congress Avenue, and! Whereas, Said Contract has been drawn, and signed, Same is not yet ~ asserted ~ in reason of the fact that the bond provided for in Said Contract has not been approved on filed and the shape and form that Same is about to be made! Therefore Be it resolved by the City Council of the City of Austin, that the action of the Council in authorizing the making of Said Contract be and Same is hereby reconsidered and the matter is re-committed to the Street Committee and City Engineer for further investigation, particularly on the question of whether or not the capacity of Said proposed Sewer will be sufficient to properly drain the area tributary to Congress Avenue. On motion Alderman Shelley was excused from further Attendance at this Session of the Council. Alderman Maddox presided over the Council Alderman Haynes moved that action on the shape of the proposed Sewer on Congress avenue, be postponed until the next regular meeting of the Council, which Motion prevailed.
Resolution regarding Salary City Physician
Alderman Maddox offered the following resolution Whereas, in enrolling the Bill recently adopted by the 28th Legislature, for the purpose of changing the method of electing a City Treasurer. An error was made which Clerical error was made which seems to change the Salary provided by Charter for the City Physician; Whereas, a change of the Salary of the City Physician is not one of the subjects, or any part of any subject, expressed by the Caption of Said bill; and, Whereas, Said bill is therefore inoperative and Void in So far as it proposes to change the Salary of the City Physician; now, therefore, Be it resolved by the City Council of the City of Austin, that the City Clerk is hereby directed to draw in favor of the City Physician warrants for the payment of his Salary for the Same amount as was fixed by the Charter before the enactment of the amendatory act above mentioned, and the City is hereby requested to sign and the Treasurer is hereby directed to pay the Same.

An ordinance organizing Police force By Alderman Schneider An ordinance prescribing rules for the organization of the Police force of the City of Austin. The ordinance was passed under suspension of the rules by the following Vote Yeas Alderman Crooken Haynes Kine Mackin Maddox Miller Moore Witschko Read Schneiden Shelley Shumate Smith Weil Nays None. 14
Invitation Colorado Store 2nd Entertainment The chair laid before the Council an invitation from Colorado Store No 2 inviting the Mayor, Board of Aldermen, City officials and their families to attend their 33. Anniversary Entertainment to be given at their Hall No 144 West 8th Street on May 1st 1903.
Bonds of W. H. Starging & W. W. Tilley approved On motion the invitation was accepted with thanks The chair laid before the Council the official bonds of Fred Starging Assessor & Collector of taxes elected at the Municipal elections, and W. W. Tilley were approved by the Council.
Appointments Confirmed Asst Assr & Col. The appointments of Henry Tilley and H. W. Tilley as asst Assessors & Collectors, By Fred Starging, Assessor and Collector, were approved and Confirmed by the Council.
Mayor instructed not to approve Bond W. H. Starging for Construction Storm Sewer. Alderman Haynes moved that the Mayor and acting Mayor by instructed not to approve the bond of W. H. Starging for Construction of the Sewer on Congress Avenue until the next regular meeting of the Council. which motion prevailed.
Pay of Judges & Clerks of election fixed The City Clerk Stated that he had prepared the Pay Roll of Judges and Clerks of election held April 6th 1903 and needed instructions from the Council as to the amount to be paid to each.
Approved Pay of Judges & Clerks of Election Alderman Maddox moved that the amount to be paid to each be fixed at $5.00, which motion prevailed. By Alderman Maddox, An ordinance Appropriating the sum of $206.00 to pay expenses of the election held April 6th 1903. 16 Ordinance regulating rates of fare to be charged for the Carriage of persons thereon, and to prescribe penalties for violations of the provisions therein contained The Ordinance was read the first time and on motion was referred to the Ordinance Committee. Alderman Moore for the Committee on Charity presented the following Communication To the Mayor and City Council Your Committee on Charity beg leave to file the following Recommendations, appreciating the fact that in the Donation of Charity, Certificates for receiving alms are not always in a position to investigate each separate case with the same degree of care that would be exercised in case the matter was submitted to parties in close touch with Charity organizations. We therefore recommend that instead of the former Manner of distributing Charity, that we at least experiment by turning over a sum of money to be appropriated by this Council monthly to the United Charities association, to be disbursed by them, and a careful and accurate report made by them to this Council monthly Respectfully submitted. Alderman Madday moved to refer the matter to the Relief to clean up Street Committee Alderman Schneider moved as a substitute that the matter be referred to the Charity Committee, for further investigation and report, which motion prevailed. On motion Alderman Willer was excused from further attendance at this session of the Council. $200. for extra labor and teams. By Alderman Nitschke An ordinance appropriating the sum of $200. for the purpose of paying for extra labor and teams. $150. for purchase in lots By Alderman Nitschke, An Ordinance appropriating the sum of $150. for the purpose of purchasing lots 1,2,3,4,5,6,7 & 8 out lot 42 division "B" of the City of Austin. The ordinance was read the first time, and on motion, the rule was suspended and the ordinance placed on its second reading by the following Vote: Yeas Aldermen Crooker, Haynes, Hume, Mackin, Madday, Moore, Nitschke, Redd, Schneider, Shelley, Shumate, Smith Thielh. 13 Ways none.
The Ordinance was read the Second time. Alderman Madday moved to amend the ordinance by striking out in section one the words "Street improvement" and inserting in lieu thereof the word "General", which motion prevailed, and the ordinance as amended was passed under suspension of the rule by the following Vote: Yeas Aldermen Crooker, Haynes, Hume, Mackin, Madday, Moore, Nitschke, Redd, Schneider, Shelley, Shumate, Smith, Thielh. 13 Ways none.
