Absent Alderman Moore On motion the minutes were approved as recorded by the clerk, without reading. Petitions By the Mayor Petition of C. Williams asking to have C. Williams to refund Pound fees. Certain pound fees paid by him refunded. Read and on motion referred to the Committee on J. D. & J. D. Johnson to refund Claims & accounts. Pound fees. By the Mayor Petition of J. D. & J. D. Johnson, asking to have certain pound fees paid by them refunded. Read and on motion referred to the Committee J. C. Maddox, for pay, while on claims & accounts. sick. By Alderman Shumate. Petition of J. C. Maddox asking pay for time he was sick and unable to work. Read and on motion referred to the Sanitary Com C. A. Brodin to refund By Alderman Welit. Petition of C. A. Brodin asking to Pound fees. have certain pound fees refunded. Read and on motion referred to the Claims & accounts Committee. Com. from W.L. Commission The Mayor laid before the Council a communication Taxes in old Water Co. Plant from the Water & Light Commission in regard to Certain taxes claimed to be due the County by the old Water Company. Read and on motion referred to the City Attorney. Lone Star Ice Co. for By Alderman Maddox Application of the Lone Star Ice building permit. Co. for building permit within the fire limitsRead and on motion referred to the Fire Commission. Reports of City Officers Reports City Officers The Mayor laid before the Council the reports of the Assessor & Collector, the Treasurer and the Marshal which were on motion referred to their appropriate Committees without reading Reports of Standing Committees Reports Standing Committee Alderman Maddox for the Finance Committee. White Mayor & Board of Aldermen City of Austin Gentlemen, Your Committee on Finance beg leave to report as follows, Viz:

47 Acting under your resolution dated March 2nd 1903, we have made the following exchange of bonds. Viz: On May 28th 1903, We exchanged refunding bond #1873, for $500- dated July 1st 1891 after detaching therefrom and paying interest coupons #1. 2. 3 & due July 1st 1902 and Jany 1st 1903, each for $7.50 on a total of $22.50 and took up with said bond Funding bond #23 for $500- dated July 1st 1887- with coupons #34, 35, 36, 37, 38, 39, & 40 each for $15.00 or a total of $105.00 for which we paid $52.50 or at the rate of 3% per annum from Jany 1st 1898 to July 1st 1901.
X On June 2nd 1903, we exchanged Refunding bonds # 1872 to #1893 both inclusive each for $500- dated July 1st 1901 detaching therefrom and paying coupons #1. 2. 3 & due Jany 1st 1902 & Jany & July 1st 1903, each for $7.50, on each bond, on a total of $600- on the twenty bonds and Took up with said bonds Funding bonds #11 to #15 both inclusive and #20. 21. 22. 24 & 25. Each for $500- dated July 1st 1887, with coupons #34 to #40 inclusive each for $15.00 on a total of $105.00 on each bond, for which we paid $1050.00 on each bond, or at the rate of 3% per annum from Jany 1st 1898 to July 1st 1901, on a total of $1050.00 making a grand total of $1725.00 of interest paid on the twenty one old new bonds.
We beg further to report that we have bought for the Sinking fund the Refunding bonds #1874 to 1893 both inclusive, on $10.000.00 for which we paid $750.00 As 28 days of the interest from July 1st 1903 had not been earned we deducted $28.33, or this unearned interest from June 2nd to July 1st 1903, on the $10.000.00 and deposited said $28.33 in the sinking fund of the Water Light account. We beg to hand you herewith the above described old New and the above described old New bonds and and coupons for such action and disposition as the Council may direct R.W. On motion the report was received and a Special Committee consisting of Aldermen Crooken Hines & Miller were appointed to Verify the report and if found Correct to destroy the Bonds & Coupons preserved Ald Croken and when authorized on motion of Alderman Hines Aldermen Croken to [illegible] retain was allowed to retain the signature of one of the old bonds to be destroyed he having signed same as Mayor when bonds were issuedAld Croken was when for the Special Committee appointed to destroy the Finance Committee to destroy the coupons mentioned presented his report [illegible]

48 Special Committee to destroy bonds. that they had carefully examined and found itcorrect and had destroyed the bonds and Coupons mentioned in said report, by burning them in the presence of the Council. On motion the report was read & adopted filed and the Committee discharged.
Petition Beasley & Harris for building permit Alderman Shumate moved to suspend the regular order of business and refer back to petitions, which motion prevailed By Alderman Shumate Petition of Messrs Beasley & Harris for permission to erect a building within the Fire Limits Read and on motion referred to the Fire Commissioners
Claims & account Com re petition Low Shan Breuing Co taxes Regular order resumed. Alderman Haynes for the Committee on Claims and accounts to whom was referred the petition of the Lowshan Brewing Association for correction of assessment presented a report recommending that the petition be granted. On motion the report was adopted.
on pet- Mrs Mary Donnesky Refund Pawn fees. J.P. Hart refund pawn fees Alderman Haynes for the Committee on claims & accountsto whom was referred the petitions of Mrs Mary Donnesky and J.P. Hart asking to have certain pawn fees refunded, presented reports recommending that the petition be granted. On motion the reports were adopted
Cemetery on Report Sexton Hospitals on report - Physician & Matron Alderman Wichel for the Cemetery Committee to whom was referred the report of the Sexton for the months of April and May 1900, presented a report stating that they had been examined and found correct, The report was adopted Alderman Redd for the Hospital Committee to whom was referred the reports of the Physician & Matron of the Hospital for the month of May 1900, presented a report stating that they had been examined and found correct On motion the report was adopted New business
Ordinance Dummy line to use steam By Aldermen Shelley An Ordinance granting the Dummy Line R.R. permission to use steam or electricity in operating their Cars The Ordinance was read the first time. Alderman Widdas sent up and had read a protest from Herman Decker against the passage of the ordinance Protests from L.F. Kreisle L. Lehman & Mrs J.H. Bacon were also presented and read. On motion Lawless Judge J.H. Robertson addressed the Council in favor of the passage of the ordinance and Judge J.R. Bacon against its passage Alderman Schneider moved that the ordinance be referred to the Street Committee, which motion was Lost by the following Vote Yeas Aldermen Widdas Willen Redd Schneider Shumate Smith Nays Aldermen Crocker Haynes Hume Macken Nuttall

Shelley, Meikle. Alderman Crooken moved that the rule be suspended and the ordinance placed on its second reading, which motion was lost by the following vote Yeas Aldermen Crooken, Haynes, Hume, Macken, Witscke Shelley, Meikle. Nays Aldermen Maddas, Miller, Redd, Schneider, Shimate, Smith. Interest July 1st 1908 By Alderman Maddas An Ordinance appropriating the sum of $18.517.50 for the purpose of paying interest due July 1st, 1908, on the Refunding bonds of the City of Austin. The ordinance was passed under suspension of the rules by the following vote Yeas Aldermen Crooken, Haynes, Hume, Macken, Maddas, Miller, Witscke, Redd, Schneider, Shelley, Shimate, Smith, Meikle. Nays None. $50. to pay Court Costs By Alderman Maddas, An Ordinance appropriating the sum of $50.00 for the purpose of paying costs in Court of Civil appeals in case of City of Austin vs Austin City Cemetery, Association. The Ordinance was passed under suspension of the rules by the following vote. Yeas Aldermen Crooken, Haynes, Hume, Macken, Maddas, Miller, Witscke, Redd, Schneider, Shelley, Shimate, Smith, Meikle. Nays None. $225. to open Mo. St. By Alderman Schneider An ordinance appropriating the sum of $225.00 for the purpose of opening 5th Street Street from its present Termination to Bowie Street The Ordinance was read the first time and on motion the rule was suspended and the ordinance placed on its second reading by the following vote Yeas Aldermen Crooken, Haynes, Hume, Macken, Maddas, Miller, Witscke, Redd, Schneider, Shelley, Shimate, Smith, Meikle. Nays None. Said Ordinance was read the Second time. Alderman Maddas moved to amend same by striking out the words "its present western termination" and inserting in lieu thereof the words "Shoal Creek" The amendment was adapted. The ordinance was then passed under suspension of the rule by the following vote Yeas Aldermen Crooken, Haynes, Hume, Macken, Maddas, Miller, Witscke, Redd, Schneider, Shelley, Shimate, Smith, Meikle. 50 H.S.T.P.R.R. & H.T.C. R.R. permission Switch To build a commercial switch or track on alley in Blocks No’s 30 & 42 and to cross Fourth Street at the intersection thereof, in the line of Austin The ordinance was read the first time. Alderman Schneider moved to refer it to the Ordinance Committee. Judge Jno. W. Phillips, asked permission to address the Council on the subject, which was granted. After remarks by Judge Phillips the Vote was taken on the Motion to refer, and the motion was lost by the following Vote: Yeas Aldermen Madden, Miller, Nitsche, Redd, Schneider 6 Schumate Nays Aldermen Crooken, Haynes, Hume, Wacken, Shelley 7 Smith, Weih Alderman Shelley moved to suspend the rule and place the ordinance on its second reading, which motion was lost by the following Vote: Yeas Aldermen Crooken, Haynes, Hume, Wacken, Shelley 8 (Pay Dog Warden) Schumate, Smith, Weih Nays Aldermen Madden, Miller, Nitsche, Redd, Schneider 5 Byl Alderman Madden An Ordinance appropriating the sum of $250.00 for the purpose of paying the salaries of Dog catchers. The Ordinance was then read under Suspension of the rules on its second time. Yeas Aldermen Crooken, Haynes, Hume, Wacken, Miller, Madden, Nitsche, Redd, Schneider, Shelley, Schumate, Smith, Weih Nays None. 3 (Wm. Wilby leave of Alderman Madden moved that Asst. Assessor & Collector absence granted) Wilby be granted a leave of Absence for two weeks, to begin Monday June 22nd 1903, which motion prevailed. Alderman Shelley, Chairman of the Police Committee, reported the death of Policeman W.A. Bates, and moved that the City Marshal be requested to nominate a (Death of Policeman man for the position of Policeman to fill the Vacancy Bates reported) caused by the death of W.A. Bates. The Ordinance was read the second time Alderman Maddax moved to amend the ordinance by adding after the last word the words "and housing the drain pipes." The amendment was read and adopted and the ordinance passed under suspension of the rule by the following vote Yeas Aldermen Crooken Haynes Hume Macken Maddax Miller Nitsche Redd Schneider Shelley Shumate Smith Twilt Nays none. 13
Alderman Maddax offered the following resolution which was read and adopted. Austin, Texas, June 16th 1908 Transfer of funds. Be it resolved by the City Council of the City of Austin! from street improvement That the City Treasurer of the City of Austin, be and he is improvement hereby directed to transfer from the General fund to the Street Improvement fund the sum of 1000, the amount paid out of the street improvement fund for draining City purposes. The City Marshal presented the name of J.L. Brodie for J.L. Brodie Policeman to fill the vacancy caused by the death of Confirmed as W.A. Babe. On motion the clerk was directed to Cast Policeman the vote of the Council to confirm the appointment The Mayor declared J.L. Brodie duly elected a Policeman Alderman Nitsche moved that the Council adjourn which motion was lost by the following vote! Yeas Aldermen Nitsche Redd Shelley 3 Nays Aldermen Crooken Haynes Hume Macken Maddax Miller Schneider Shumate Smith Twilt 10 Action on storm Alderman Macken moved to reconsider all action Sewer records taken at the adjourned meeting of the Council held June 8th 1908, in reference to the Storm Sewer, except as to the shape and size of Said Sewer, which motion prevailed Resolution Street Alderman Shumate offered the following resolution Com. & Engineer Resolved that the Street Committee and City Engineer to submit be instructed to prepare specifications for a Storm Sewer in specifications accordance with the general plan of Brick, Rock, Concrete on Storm Sewer or Combination of either of above. The resolution was adopted by the following vote Yeas Aldermen Crooken Hume Macken Miller Schneider Redd Shumate Smith 7 – Nays Aldermen Haynes Nitsche Shelley Twilt. 4.
