Austin Infrastructure & Budget Plans from 1903

Major Infrastructure Projects: City approved funding for storm sewer construction and hired O.P. Phereau as superintendent, with an assistant engineer (Leonard) at $65/month; also approved garbage destruction facilities and an earthen culvert on Dick Street.

Street and Utility Improvements: Council directed the railroad company to remove tracks and repair streets per city ordinance, approved $338.76 for street department accounts, and requested the Water & Light Commission install water service for a memorial fountain honoring Dr. Iglehart.

Budget Approvals: Passed ordinances totaling over $3,600 for approved city accounts, payroll, and department expenses, including a $300 payment for storm sewer design plans.

City Operations: Approved leave for Policeman Jones, received monthly financial reports from city treasurer and marshal, and addressed various citizen petitions about street repairs and business permits.

115 Regular meeting of the City Council Austin Texas, November 16, 1903 How R.G. [illegible] Mayor, presiding Roll called Present Aldermen Crooken Haynes Hume Waddell Miller Moore Nitschke Redd Schneider Shelley Shumate Smith West Absent Alderman Macken On motion the minutes were approved as recorded without reading. Petitions etc. Petitions Memorias etc North Austin Hore Co. The Mayor laid before the Council a communication for Bell Tower from North Austin Hore Co # 6 asking to have a Bell erected at their Hall Read and on motion referred to the fire Committee. Citizens of South The Mayor laid before the Council a petition from citizens Austin st. work of South Austin asking to have a certain street repaired. Read and on Motion referred to the street Committee. Policeman Jones The Mayor laid before the Council an application Leave absence from Policeman Jones for leave of Absence for ten days commencing Dec 2nd 1903. On motion leave was granted. Geo. Andrawortha The Mayor laid before the Council a communication from Geo. Andra [illegible] which was read and on motion the same was directed to return same to writer. H. H. Parker to use By Alderman Redd petition of H. H. Parker asking that Market shed he be allowed to use sheds erected by the City on the ground known as the Alliance Cotton Yard for the purpose of making shingle sawed pipe Read and on motion referred to the Market Committee. Crotteman for By Alderman Redd petition of Crotteman asking pay for hog killed for pay for hog Killed by the Pound Master. Redd and referred to the Claims & accounts Committee. Art James for The Mayor laid before the Council a communication Commissions from Art James Ex-asking payment of a Claim against the City as Commissioner for Collecting certain taxes. Read and laid over to come up with an ordinance on the subject Reports of City officers Reports Marshal The Mayor laid before the Council the reports of the & Treasurer Treasurer & marshal for the month of Oct 1903, which were on motion referred to their appropriate Committees without reading. Reports of Standing Committees Report Hospital Alderman Redd for the Hospital Committee to whom had been was referred the report of the City Physician for the --- Page break --- Mouute of Oct 1903, presented a report, stating that Same had been examined and found correct. Thereport was adopted Report of Select Committees. Special Com on Alderman Shimate for the Special Committee to whom Salehart fountain was referred a Communication of Mrs Iglehart in regard to a fountain to be erected in memory of the late Dr Iglehart, presented a report recommending that the City Construct an earthen Culvert across Dick Street on the east side of the Subway, and that the Water Light Commission be requested to furnish and put in the necessary Water Service. On motion the Report was adopted Special Com on garbage Alderman Moore for the Special Committee to whom was referred a resolution in reference to garbage destruction, presented a report recommending the Construction of same by the City as soon as practicable. On motion the report was adopted Special Com to employ The Mayor for the Special Committee who were Supt for storm Sewer. Authorized to employ a Superintendent for the Construction of the storm Sewer, presented a verbal report, stating that they had appointed Mr. O.P. Phereau as Superintendent, and had also appointed Mr. Leonard as Asst Engineer. The appointment of Mr. Leonard to be subject to ratification by the Council and if not ratified to be paid with this session of the Council Leonard employed Alderman Crovken moved that the report of the asst Engineer. Special Committee be adopted, and that Mr. Leonard be Continued at a salary of $65 00 per month for such time as may be necessary to have his assistance. Alderman Haynes moved as a substitute that Mr Leonard be paid for his services to this date and that the City Engineer be instructed to take charge of the work in future The substitute was lost by the following Vote Yeas Aldermen Haynes Schneider Shelley Smith 5 Phifer Nays Aldermen Crovken Kune Maddas Miller 8 Moore Witson and Read Shimate The motion of Alderman Crovken was adopted by the following Vote Yeas Aldermen Crovken Kune Maddas Miller Moore 9 Witson and Read Shimate Smith Nays Aldermen Haynes Schneider Shelley Phifer 4 Alderman Read stated that the contract between the City Hospital for Maintenance of the City Hospital had expired and Suggested that some arrangement be made --- Page break --- 117 Com appointed to looking to a renewal of a Contract for its support Confer with Comrs On motion the Hospital Committee, the Mayor Court on support and City Attorney were appointed a Special Committee Hospital to Confer with the Commissioners Court of Travis County and see what arrangements Can be made on the subject. Alderman Shumate offered the following resolution which was read and adopted I & G N R R Co directed Resolved that the Engineer and Street Committee be to remove track requested to notify the I & G. N. R. R. Co to comply with the & fix Street Ordinance with reference to taking up its tracks and placing streets in proper Condition. By the Sanitary Committee an Ordinance appropriating $25- for extra the sum of $25.00 for the purpose of paying for extra Sanitary labor work, Sanitary Dept. The Ordinance was passed under suspension of the rules by the following Vote Yeas Alderman Crocken, Hagner, Hume, Maddox, Miller Moore, Witschke, Redd, Shelley, Shumate, Smith & West. 12Nays none. Ordinances By Alderman Shumate an Ordinance prohibiting the use prohibiting Swinging of Swinging Signs on Certain portions of Congress Avenue Signs & 6th Street, The Ordinance was read the first time and on motion was referred to the Ordinance Committee. Alderman Witschke offered the following resolution which was read and adopted Be it resolved by the City Council of the City of Austin ! City Engineer to file That the City Engineer be and is herewith instructed reports to file with the City Clerk a report of his performance of official duties before the next meeting of the Council, and therefrom to file monthly reports in the manner and form required by the Charter and ordinance of the City. Alderman Witschke offered the following resolution Marshal & Market which was read and adopted Com to purchase Be it resolved by the City Council of the City of Austin ! Water stand That the City Marshal and the Chairman of the Market Committee be and are hereby instructed to purchase a suitable table or stand for the New Water Cooler in the Council Chamber. Alderman Maddox offered the following resolution which was read and adopted City Treasurer to Be it resolved by the City Council of the City of Austin ! transfer Certain That the Treasurer of the City of Austin be, and he is funds hereby directed to transfer from the Bonded Indebtedness account, to the account of the Sinking fund of the Water and Light bonds of the City, the sum of five hundred and fifty and 67/100 ($550.67) dollars. The Mayor stated to the Council that he had just received a telephone message from wm. H. H. Walton inviting --- Page break --- 118 Council invited to the Council to witness the performance at the attend Theater. Opera House, as his guests. On motion a Vote of thanks was tendered Wm Vote thanks to Geo. W. Walton. Walker for the invitation By Alderman Maddox An ordinance appropriating approved accounts. the sum of $3288.75 for the purpose of paying approved Accounts. The ordinance was read the first time and on motion the rule was suspended and the ordinance placed on its Second reading by the following Vote Yeas Aldermen Brooker, Haynes, Hume, Maddox, Millon, Moore, Nitschke, Read, Schneider, Shumate, Smith Nays none. The ordinance was read the Second Time $300. paid Hawley on Alderman Maddox moved To Amend Same by adding file. Plans & specification "Jno. B. Hawley as part payment for plans & specification for Storm Sewer. Storm Sewer $300.00." The amendment was adopted by the following Vote Yeas Aldermen Hume, Maddox, Millon, Moore, Nitschke, Read, & Shumate 7 Nays Aldermen Brooker, Haynes, Schneider, Shelley 6 & Smith, Meitz The ordinance as Amended was then passed under Suspension of the rule by the following Vote Yeas Aldermen Brooker, Haynes, Hume, Maddox, Millon, Moore, Nitschke, Read & Schneider, Shumate, Smith, Meitz 12 Nays Alderman Shelley 1 Shelley's reason for Alderman Shelley Stated that he had Voted for Vote. the motion to suspend the rule and place the ordinance on its third reading and final passage and had then Voted against the ordinance on its final passage, because he believed that the amount paid to Mr Hawley for plans & specifications for Storm Sewer should be paid out of the permanent paving fund instead of out of the General Revenue.
