Austin Streets and Parks Get Budget Boost in 1903

Street and Park Improvements Approved: Council allocated $300 for improving Chicon Street and $250 for improving park walkways near the West Austin Graded School.

Major Infrastructure Projects Authorized: The city approved funding to lower water pipes ($161.82) and improve stormwater sewers ($250), plus another $500 for improvements to Pitto Avenue and other streets in the 4th Ward.

Congress Avenue Paving Initiative Launched: Council authorized a committee to raise private subscriptions from property owners to fund paving Congress Avenue from the Colorado Bridge to 11th Street and cross-streets.

Public Health Issue Addressed: Council ordered the Water and Light Commission to repair and extend the leaky public water trough at Lawrence Avenue, which had created an unsanitary pool of stagnant water.

Bonds and Financial Management: The city approved purchasing $3,653.70 in bonds for its sinking fund and allocated $18,982.50 to pay interest due on city bonds in January 1904.

126 Regular meeting of the City Council Austin, Texas, December 21, 1903 Hon R E White, Mayor, presiding Roll Called Present Alderman Brooks Hagness, Hume, Macken, Maddox, Miller, Moore, Witchell, Read, Schneider, Shelley Shumate, Smith & Welch 14 Absent None On motion of Alderman Brooks the minutes were approved as recorded by the clerk, without reading. Petitions. Memorials etc. The Mayor laid before the Council an application from Von Boeckman, Jones & Von Boeckman, Jones Co. for permission to erect an Co. for building permit iron clad warehouse inside the fire limits, together with a recommendation from the Fire Commissioners recommending the granting of the permit On motion it was granted. Invitation Pro. Fireman The Mayor laid before the Council an invitation from Lo & Entertainment Protection Hose Co. inviting the mayor and City Council to attend a Christmas Tree Celebration to be given by that Co. at their Hall on Dec 29th, 1903, On motion the invitation was accepted. Reports of Standing Committees Report Standing Com. Street Com. on ordinance Alderman Witchell for the Street Committee, to whom to improve Chicon Street was referred an Ordinance appropriating the sum of $300⁰⁰ for the purpose of improving Chicon Street, presented a report recommending the passage of the ordinance, with an amendment striking out the figures "19" and inserting in lieu thereof the figures "11", On motion the report was laid over to come up with the ordinance under the head of Unfinished business. Alderman Maddox for the Finance Committee, presented a verbal report, stating that they had purchased for the Sinking fund Six thousand dollars of Refunding Bonds of the City. Park Com. on ordinance Alderman Shumate for the Park Committee, to $250.⁰⁰ to improve Park whom was referred an ordinance appropriating the sum of $250⁰⁰ for the purpose of improving the Walks in the Park immediately North of the West Austin Graded School, presented a report recom-mending the passage of the ordinance. The Ordinance was passed under Suspension of the rules by the following Vote Yeas Aldermen Brocken Haynes Kemme Uackon Uadday Miller Moore Nibochk Redd Shelley Shumate Smith Hulit 13 Nays None Water trough at foot Alderman Haynes offered the following resolution of Lawrence Avenue Whereas the City Watering trough at the foot of Lawrence Avenue is in a leaky and unsanitary Condition, Causing a large Pool of stagnant water [illegible] at that point, Therefore, Be it resolved that the Water and Light Commission be, and are hereby requested to refrain the trough and abate the Nuisance. Alderman Moore moved to amend the resolution by adding, "and that the trough be made longer" The amendment was adopted, and the resolution as amended - adopted. --- Page break --- 129 Salaries Local Engineer¹ & Inspector Storm Sewer²: Alderman Redd moved to reconsider the Vote by which the Council refused to suspend the rule and place the ordinance appropriating the sum of $216⁶² for salaries of Local Engineer & Inspector storm sewer on its second reading, which motion prevailed. Alderman Redd moved to suspend the rule and place the ordinance on its second reading which motion prevailed by the following Vote Yeas Aldermen Brocken Haynes Hummer Macken Maddox Muller Moore Nibbecke Redd Schneider Shelley Shumate Smith & Ulik Nays none. The ordinance was read the second time. $250. to lowering Pavement Sewer. Alderman Redd moved to amend by striking out the word "general" and inserting the words "Pavement Paving" which motion prevailed. Alderman Maddox moved to amend by adding, "Storm Pavement Sewer" $250.⁰⁰" which motion prevailed. The ordinance as amended was then passed under suspension of the rule by the following Vote Yeas Aldermen Brocken Haynes Hummer Macken Maddox Meters Müller Moore Nibbecke Redd Shelley Shumate Smith & Ulik x3 14 Nays Alderman Schneider 1 Lowering water pipes By Alderman Maddox an ordinance appropriating the sum of $161⁸² for the purpose of paying the claim of the Water Light Commission for lowering and repaving Water Pipes. The Ordinance was passed under suspension of the rules by the following Vote Yeas Aldermen Brocken Haynes Hummer Macken Maddox Müller Moore Nibbecke Redd Schneider Shelley Shumate Smith & Ulik 14 Nays none. Committee to receive subscriptions for paving Congress Avenue. Motion adopted. Alderman Shumate offered the following resolution which was read and adopted. Be it resolved that the Mayor do, and is hereby authorized to appoint a Committee Consisting of three Aldermen and whose duty it shall be to solicit and receive subscriptions from property owners for the purpose of paving Congress Avenue from the Colorado Bridge, to and including Eleventh Street and east and west Sixth Street. The Mayor gave notice that he would appoint the Committee as provided for in the resolution, later. Alderman Maddox offered a resolution authorizing the City Clerk to appoint an Assistant for 30 days at a salary not exceeding $75.⁰⁰ which motion was adopted. On motion the Council adjourned. Jno. G.
