Railroad expansions approved – The council authorized two railroad companies to build spur tracks through city streets, with one vote reconsidered and an amendment made to extend operation rights from 3 to 6 years.

City payroll budgets set for 1907 – Council approved multiple salary appropriations including funds for city officers ($33,156), street workers ($1,680), aldermen ($1,680), and sanitary employees ($3,900).

Water infrastructure improvements – $56 was appropriated for new water valves, and the H&T railroad was ordered to repair its track crossing Congress Avenue.

Three new policemen hired – James Quinlan, I. Cott Wilson, and Ben Pearce were confirmed as new police officers to fill vacancies on the force.

Street maintenance projects funded – The council approved $50 for repairs to the Fredericksburg Road and restricted water sprinkling carts from operating on Congress Avenue between streets.

134 Regular meeting of the City Council Terrell, Texas, January 18, 1904 Hon R. B. White, Mayor, Presiding Roll Called Present Aldermen Crooker, Haynes, Hume, Wacker Wicker, Titouche, Redd, Schneider & Shelley, Shinnall Smart & Wiet. 12 Absent Aldermen Waddell & Moore 2 On motion of Alderman Shelley, the minutes were approved as recorded by the clerk. Building Permits. The Mayor laid before the Council an application from G. S. Loe for a building permit, within the fire limits, which was read and on motion referral to the fire Committee. Reports of City Officers. Report City Treasurer The Mayor laid before the Council the report of the Jany 1903 City Treasurer for the month of Dec 1903, which was on motion referred to the finance Committee without reading. Reports Standing Reports of Standing Committees Committees Alderman Haynes for the Committee on claims Claims - accounts on Petitions and accounts to whom was referred the petition of R. B. Bogan, asking to have $1000.00 paid by him refunded, presented a report recommending that the petition be not granted. On motion the report was adoptedCemetery Sextons report Alderman Wiet for the Cemetery Committee to whom was referred the reports of the City Sexton for the month of Nov & Dec 1903, presented a report stating that they had examined same and found them correct. On motion the report was adopted. Purchasing Contracts Alderman Shinnall for the Purchasing Committee presented for Supplies a report stating that they had advertised for and received bids for supplies etc for the City, for the term ending June 30th 1904, and recommended the acceptance of the bids mentioned in said report. On motion the report was adopted. New business New business From Water Mains By Alderman Wicker an Ordinance appropriating the sum of $56.00 for the purpose of purchasing iron water Valves for the City. The ordinance was read the first time and passed under suspension of the rules by the following Vote. Spur Track Sprinkling Carts not allowed to sprinkle Streets Fredericksburg road H & T. C. R. R. to repair Track Salaries for 1907 By Aldenman Smith an ordinance granting, the StAA & C.R.R. Co. the right to build and operate a spur on Shelby over certain streets of the City of Austin. The ordinance was read the first time and a motion made to suspend the rule and place it on its second reading, which motion was lost by the following Vote – Yeas Aldenman Crooken Kaynes Hume Wacken Miller Nitschke Shelley Shumate Smith - 9 Nays Aldenman Redd Schneider Alley - 3 By Aldenman Wacken, an ordinance prohibiting the driving of and other persons in charge of water Sprinkling Carts from sprinkling the water crossing Congress Avenue to 8th Street. The ordinance was read the first time and on motion was referred to the Street Committee By Aldenman Nitschke an ordinance appropriating the sum of $50.°° for the purpose of completely refrains on the Fredericksburg road. The ordinance was read the first time and passed under suspension of the rules by the following Vote Yeas Aldenman Crooken Kaynes Hume Wacken Miller Nitschke Redd Schneider Shelley Shumate Smith – 12 Nays None. Aldenman Smith offered the following resolution which was read and adopted – Be it resolved by the City Council of the City of Austin, that the H & T. C. R. R. Co. be and are hereby requested to place their track in proper condition where it crosses Congress Avenue in accordance with an ordinance heretofore passed By Aldenman Haymes an ordinance appropriating the sum of $33.15.6.°° for the purpose of paying Salaries of Officers and employes of the City for the year 1907 – The ordinance was read the first time and passed under suspension of the rules by the following Vote Yeas Aldenman Crooken Haynes Hume Wacken Nitschke Redd Schneider Shelley Shumate Smith 12 Nays None. St. Louis & O'Fallon R.R. Alderman Welch moved to reconsider the vote by which the Council refused to suspend the rule and place the ordinance granting the H. & O. C. the right to build and operate a spur or switch track on certain streets of the City, on its second reading, which motion prevailed Alderman Hibschke moved to suspend the rule and place the ordinance on its second reading, which motion prevailed by the following vote Yeas Aldermen Crocker Haynes Hume Madsen Miller Hibschke Redd Schneider Shelley Shumate Switt Welch 11 Nays Alderman Schneider 1 The ordinance was read the second time. approved ayes. Alderman Switt moved to amend same by striking out in the third line from the end of the ordinance the word "three" and inserting in lieu thereof the word "Six". The amendment was adopted, and the ordinance passed under suspension of the rules by the following vote Yeas Aldermen Crocker Haynes Hume Madsen Miller Hibschke Redd Shelley Shumate Switt Welch 11 Nays Alderman Schneider 1 By Alderman Haynes, an ordinance appropriating the sum of $1036.38 for the purpose of paying approved accounts The ordinance was read the first time and on motion The rules was suspended and the ordinance placed on its second reading by the following vote Yeas Aldermen Crocker Haynes Hume Madsen Miller Hibschke Redd Schneider Shelley Shumate Switt Welch 12 Nays none. The ordinance was read the second time Alderman Hibschke moved to amend same by adding First Nat. Bank for [illegible] on instrument of H.O. The amendment was adopted, and the ordinance passed under suspension of the rules by the following vote Yeas Aldermen Crocker Haynes Hume Madsen Miller Hibschke Redd Schneider Shelley Shumate Switt Welch 12 Nays none. --- Page break --- The Mayor laid before the Council the following list of names submitted by the City Marshal, out of which to select three Policemen to fill Vacancies of the force Viz! James Quinlan, I. Cott. Wilson, J.A. Meadows, Ben Bill Lynch and Rich. Kelley. Aldermen Schneder and Kane were appointed Tellers. On the first ballot the Tellers announced the following For Confirmation Quinlan 10, Wilson 10, Meadows 6. Pearce 6. Lynch 2. Shelley 2. The Mayor announced that Messrs Quinlan & Wilson having received a majority of the Votes cast, were duly Confirmed as Policemen. The following was given as the result of the second ballot Meadows 4. Pearce 7. Ben Pearce having received a majority of Votes cast, the Mayor declared him Confirmed as Policeman. On motion the Council adjourned. Jacob Johnson City Clerk
