Austin Street Work and Bond Funding

Major Infrastructure Investment: City council approved approximately $3,000 in street repairs and improvements across all seven wards, including bridge repairs, sewer connections, and street work on Guadalupe Street and West 6th Street.

City Finances: The Finance Committee purchased $17,000 in bonds for the city's sinking fund, paying $12,645.79 total—efforts to manage Austin's debt and future financial obligations.

Sidewalk Ordinance Passed: After debate, the council approved a new sidewalk ordinance in a close vote (10-3), establishing standards for sidewalk construction throughout the city.

Pound and Dog Ordinances: The council amended the pound ordinance (which regulated animal impoundment fees) and tabled discussion of repealing the dog ordinance for future consideration.

Road Access for South Austin: Residents of South Austin secured council approval to open a new road through land owned by prominent citizen Geo. Brackenridge, improving connectivity to the developing southern area of the city.

Read and on motion referred to the Committee on claims & accounts Citizens south By Alderman Millen - Petition of Citizens of South Austin to repair Austin, asking to have road opened. On motion the avenue bridge & petition was granted and the City Marshal & City Attorney to open road Engineer directed to take out that part of the road to be opened, through the land of Geo. White Mayor & Board of Aldermen of the City of purchase of Austin, Texas bonds for sinking Gentlemen: fund The Your Committee on Finance begs leave to report the purchase of bonds for the Sinking fund as follows: [illegible] On June 2nd 1908, we bought twenty bonds Nos --- Page break --- 180 1874 to 1893, both Numbers inclusive, each for Five hundred dollars from H.N. Drosen, for Seven thousand five hundred dollars ($7500.ºº) Second, Nov 20th 1903, we bought Refunding bonds N°1096 for (One thousand dollars) from John H. Drummond & Co of St Louis Mo for which we paid Seven hundred and thirty dollars flat in St Louis Third, December 21st 1903, we bought Refunding bonds N°s 735. 737. 738. 739 + 740, each for One thousand dollars, from E. Shapard & Co of New York N.Y. and paid three thousand (Two thousand and forty five + 79/100 dollars (conversation dollars for these crops). Fourth, April 8th 1904, we bought of Paul Roesner of Clarksville Mo. Refunding bonds N° 181 + 182, (each for five hundred dollars) and paid Seven hundred and sixty two 09/100 dollars ($762.09) Making a Total of Seventeen thousand dollars of face Value of bonds for which we paid Twelve thousand Six hundred and forty five + 79/100 dollars ($12645.79) in Seven hundred and forty three 87/100 dollars for thousand We have now in the Sinking fund account Twenty seven thousand face Value in bonds – and in the account of bonds issued prior to May 1st 1890, Twelve thousand dollars ($12,000.ºº) face Value of bonds. Schneider Finance Committee Alderman Schneider for the Finance Committee presented the following report, which was read and adopted Austin, Texas, May 16th 1904 Hon R.M. White, Mayor, and Board of Aldermen of the City of Austin, Texas, Gentlemen: The Your Finance Committee, by leave to Finance payment of Coupons hand you for Your action as You may deem proper, the following described Coupons of the Refunding bonds of the City of Austin dated July 1st 1901, all of which have been paid by H.A. Hyde, City Treasurer, and by him turned over to your Committee Viz: 1st Coupons N° 208, due July 1st 1902 and January 1st 1903, each for Fifteen dollars, on bonds N°s 1132+1133, four Coupons making a total of Sixty dollars. 2nd Coupons N°4 due July 1st 1903, on bonds N°s On bonds N° 83 to 86, four coupons each for Seven 50/100 dollars, making a total of Thirty dollars. On bonds N°s 638, 676. 800. 814. 821. 825. 871. 1091. 1092. 1132. 1133. 1378, 1679 --- Page break --- 182 Nos 40 to 44 each number inclusive, and Numbers 365 and 1368 each for One thousand dollars. We paid interest at the rate of 5% Called for in the old bonds from april 1st 1900 to July 1st 1901, or Sixty two 50/100 dollars on each bond, or a Total of four hundred & thirty seven 50/100 dollars, and at the rate of 3% Called for in the Refunding bonds, from July 1st 1901, to January 1st 1904, or Seventy five dollars on each bond, or a Total of five hundred & twenty five dollars. On May 15th and april 28th 1904, We exchanged Refunding bonds Nos 1 to 3, 16 to 182 both inclusive each for five hundred dollars for funding bonds Nos 1 to 3, 16 to 29, 50, 51, each for five hundred dollars. We paid interest at the rate of 6% Called for in said Funding bonds from april 1st 1901, to July 1st 1904, or seven 50/100 dollars on each bond, making a Total of One hundred & thirty five dollars, and at the rate of 3% Called for in the Refunding bonds, from July 1st 1901, to January 1st 1904, or thirty seven 50/100 dollars on each bond. Making a Total of Six hundred & seventy five dollars. Making a grand Total of interest paid of One thousand Seven hundred & seventy two 50/100 dollars, One hundred & thirty five dollars of which was paid out of account interest on bonds prior to May 1st 1890, the balance of one thousand Six hundred & thirty seven 50/100 dollars was paid out of Bonded Indebtedness account We hand you herewith said bonds 40, 41, 42, 43, 44, 365 & 1368 together with Coupons Nos 40 to 160 both inclusive, also bonds Nos 1, 3, 16, 17, 18, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 50 & 51, with Coupons Nos 1 to 80 inclusive, also Coupons Nos 1 to 5 inclusive on Refunding bonds Nos 165 to 182 both inclusive and Nos 1 to 5 & 6 both inclusive, which were paid and detached when the bonds were exchanged. All of which is respectfully submitted P. W. Wallace J. O. Schnewi Finance Committee Police Corps Ordinance Alderman Shelley for the Police Committee to whom was referred an Ordinance defining the board limits of the City of Austin, presented a report from a majority of the Committee, submitting a substitute for said Ordinance and recommending the passage of the SubstituteAlderman Wacken a minority of the Committee presented a report recommending that the ordinance do not pass. On motion both reports were laid over to come up with the Ordinance under the head of unfinished business Alderman Morse moved that a Committee be X appointed to verify the report of the Finance Committee --- Page break --- had been exchanged and paid - which motion prevailed - and the Mayor appointed Aldermen Moore Shelley & Hume as such Committee Alderman Hume for the ordinance Committee to whom was referred an ordinance repealing the dog ordinance presented a report recommending that the ordinance do not pass. The report of the Committee was adopted Alderman Hume for the ordinance Committee to whom was referred an ordinance defining the duties of the City Engineer presented a report signed by a majority of the Committee recommending the passage of the ordinance, with an Amendment. Alderman Crocken for a minority of the Committee presented a report recommending that the ordinance do not pass. On motion the reports were laid over to come up with the ordinance under the head of unfinished business. Alderman Hume for the ordinance Committee to whom was referred an ordinance appropriating the Sum of $300. for the purpose of opening Street etc to Peace Park presented a report recommending that the ordinance pass and that the money be taken out of the Street Improvement fund. On motion the report was adopted Alderman Hume for the ordinance Committee to whom was referred an ordinance for the proper construction of plumbing and house drainage etc, presented a report and offering a substitute for said ordinance On motion the report and substitute were laid over to come up with the ordinance under the head of Unfinished business. Alderman Redd for the Hospital Committee to whom was referred the report of the City Physician for the month of April 1904, presented a report stating that same had been examined and found correct. On motion the report was adopted. Unfinished business. The Mayor laid before the Council the Side walk Ordinance. Alderman Shelley moved the adoption of the majority report. Alderman Macken moved as a substitute the adoption of the Minority report. The Mayor laid before the Council the plumbing Ordinance Plumbing Ordinance which was read the second time, and on motion further postponed Consideration of same was postponed until the next regular meeting of the Council New business Alderman Shumate offered the following resolution, which Street Committee was read and adopted to advertise for bids Resolved that the Street Committee be and are hereby for connecting authorized to advertise for bids for connecting the laterals laterals to Sewer of storm Sewer with the present Sidewalk and also for gratings for entrances to said Sewer Alderman Shelley offered the following resolution which was read and adopted.
