Petitions, Memorials &c. The Mayor laid before the Council a petition from the Board of Managers Children's Home, asking that Certain trees on property belonging to the Home be remitted. Read. Alderman Schneider moved that it be referred to the Committee on claims & accounts, which motion was lost by the following vote: Yeas Alderman Schneider & Shelley 2 Nays Aldermen Brooken, Haynes, Irvine, Jordan, Maerker, Moore, Nitschke, Read, Summet, Smith, Weit 11. On motion the petition was laid over to come up with an Ordinance on the subject under the head of New Business. Reports of City Officers. Reports of the City Officers. The Mayor laid before the Council the reports of the Assessor & Collector, the Clerk, the Physician & Sexton for the month of Sept 1904, that of the Marshal for the month of August & Sept 1904, that of the Water & Light Commission for the quarter ending March 31st/04, which were presented to their appropriate Committees without reading. Reports of Standing Committees Streets. Love St. See to put in Switch. Alderman Nitschke for the Street Committee to whom had been referred an ordinance authorizing N.B. Donohue, to put in a switch track on land belonging to the Love & Southern R.R. Co. presented a report recommending that the ordinance be passed, upon the report was adopted. Street. Physicians Bridge. Alderman Shelley for the Street Committee to whom was referred a communication from the City Engineer asking for an appropriation for the purpose of repairing bridge over Little Shoal Creek on West Sixth Street, and also a report requesting the City Engineer to prepare plans & specifications for the work and an estimate of the cost of same. The report was adopted. Alderman Shelley for the Police Committee to whom was referred the accounts of the Marshal for the month of Oct 1903. " Nov. " Dec. " Jan. 1904 Feb. " March " April " May " June " July " Aug " Sept " 1904. presented a report stating that same had been examined & found correct. On motion the report was adopted. --- Page break --- Ordinance An ordinance for the Such Women Alderman Hume for the ordinance Committee to whom was referred an ordinance providing for the decolonization of Common prostitutes etc in a Certain reservation presented a report recommending that the ordinance be re-referred to the City Attorney for his opinion as to the power of the Council in the premises. On motion the report was adopted The Mayor laid before the & Ordinance Alderman Hume for the ordinance Committee Plumbing Ordinance to whom was referred the Plumbing ordinance presented a report recommending its passage On motion the report was adopted Committee report Alderman Wilk for the Committee to whom was referred the reports of the City Collector for the months of July & August 1904; presented a report stating that they had been examined and found correct. On motion the report was adopted Finance Statement Alderman Haynes for the Finance Committee presented Valuations 1903-4 a statement from the Assessor & Collector showing the aggregate Assessments for the years 1903 & 1904, and showing an increase in taxable Values for the year 1904 over that for 1903, of $ 179.332.00 Finance Committee Alderman Haynes moved that the Finance Committee Referred to City At- to whom was referred the ordinance levying torny For ordinance Taxes for the Year 1904, which motion prevailed Unfinished Business The Mayor laid before the Council an opinion of the City City Attorneys Opinion Attorney, upon the ordinance directing the City Marshal on Bartons Creek to open the Bartons Creek road in South Austin, road. which was read and on motion laid over to Serve up with the ordinance Plumbing Ordinance The Mayor laid before the Council the Plumbing ordinance together with the report of the Ordinance Committee on same Alderman Moore moved to amend by adding " that all plumbing now in operation to remain that has been put in by a licensed plumber, but all New work shall be effected by this ordinance." The ordinance was read the first time and on motion the rule was suspended and the ordinance placed on its second reading by the following Vote Yeas Aldermen Brooke Haynes Hume Nitschke Ulert Moore Wacken Redd Schneider Shelley Shumate Smith Ulert 13 Nays none The ordinance was read the second time Alderman Haynes moved to amend by adding "for the payment of back Taxes due the City of Austin" The amendment was adopted and the ordinance passed under suspension of the rule by the following Vote Yeas Aldermen Brooke Haynes Hume Nitschke Ulert Moore Nitschke Redd Schneider Shelley Shumate Smith Ulert 12 Nays none Alderman Haynes offered the following resolution which was read and on motion of Alderman Moore referred to the Street Committee Whereas the Barton iron foot bridges recently removed from the Avenue should be placed where of most benefit to the general public and not distributed to certain residents Dealers for the benefit of a few, and Whereas the old wooden foot bridges on Sixth Street, the principal business street of the City --- Page break --- 227 are constantly in need of repair and the continued expense to the City, these iron bridges can be advantageously used in said street. Therefore be it resolved by the City Council of the City of Austin that the City Engineer be and is hereby instructed to place all of said iron bridges on Third Street Crossing, where most needed, and as several of said bridges were broken when removed from the avenue Crossings and must be repaired before they can be used, the City Engineer is instructed to ascertain and report to the Council the cost of repairing such broken bridges in repair. Shelley an ordinance appropriating the sum of $150.00 to repair 17th Street. Macken stated that Geo W McNamera Deputy Clerk at the Police Station had tendered his resignation which he moved be accepted, and the Marshal requested to nominate a man for the position which motion prevailed. The Marshal submitted the name of H. T. Gohin for appointment as Marshal.
