Austin's Water Power Commission Under Review

Water and Light Commission Restructuring – The council debated abolishing the Water, Light & Power Commission and transferring its control to the city council itself. A special meeting was scheduled for Friday, February 10th to consider amendments to the city charter, with local taxpayers invited to participate in framing the recommendation.

Street Infrastructure and Rail Expansion – Multiple petitions were addressed regarding street improvements, including requests to open a new street in South Austin, install a wagon scale between 7th and 8th Streets, and allow the Houston & Texas Central Railroad to extend a spur track on 4th Street.

Fire Safety Improvements – The council allocated funds for fire department upgrades: $125 for a new fire hydrant on West 10th Street, $60 for repairs to the East Austin Fire Hall, and $800 to support the West Austin Fire Company's operations.

Wages and Aid Appropriations – The council approved $250 for street labor and teams, $1,200 in damages to Mays, and $42 to purchase wood for the city's poor.

Court Establishment – A new ordinance was introduced to establish and operate a Recorder of the Corporation Court, pending committee review.

Roll Call Present Aldermen Crooker, Haynes, Reue, Zillken Moore, Titscher, Redd, Schneider, Heilig, Timmons Huitt, Welch Absent Aldermen Blacke & Roddax On motion the Minutes were approved as read by the Clerk, without reading Same motion 9-3 Petitions etc. Communications from East Austin Store Co. extending an Invitation to the Mayor, Council and City officials to attend their anniversary Read and on motion accepted. Citizens to open street By Aldermen Redd- Petition of Citizens to open a South Austin certain street in South Austin- Read and on motion referred to the Street Committee with instructions to investigate and report at the next regular meeting of the Council W.S. Munn for permission By Aldermen Shelby- Petition of W.S. Munn for permission Wagon Scale to put in wagon scale bet. 7th & 8th Streets. On motion the petition was granted. J. & J. Read and on motion referred to the Street Committee with power to act. Citizens for switch By Aldermen Moore, Petition of Citizens to allow the H.&T.C.R.R. Co. on 4th H & T C R R Co to put in a spur track on 4th Street east from B. Avenue. Read and on motion laid over to the next meeting of the Council on the same Unfinished business subject with an ordinance of City Engineer & City Attorney. The Mayor laid before the Council an ordinance $250. to Lubricating Co. appropriating the sum of $250.00 for the purpose of paying for extra street labor & teams. The ordinance was read the third time and passed by the following vote Yeas Aldermen Crooker, Haynes, Moore, Redd, Schneider Zillken, Timmons, Huitt & Welch Nays Aldermen Reue & Titsche 9 2 New Business Resolution requesting Alderman Shelby offered a resolution requesting Mayor the Mayor to instruct the City Manager to issue the claim on the City in the sum of $1200.00 awarded to Mays and $50.00 to Mrs. Henry. Read the first time and on motion of Alderman Schneider the ordinance committee. referred to the ordinance committee. Change Charter to take in Woodard By Alderman Thumate Resolution requesting the Legislature to amend the City Charter so as to include within the City limits certain property belonging to J.M. Beard. The resolution was read and adopted. $60 to refresh East Austin Fire Hall By Alderman Thumate & Haynes An ordinance appropriating the sum of $60.00 for repairs to East Austin Fire Hall. The ordinance was read the first time and on motion was referred to the Fire Committee. $150. for fire hydrant West 10th St By Alderman Shelley An Ordinance appropriating the sum of $150. for the purpose of putting in a fire hydrant on West 10th Street. The ordinance was read the first time and on motion the rules was suspended and the ordinance placed on its second reading by the following vote Yeas. Aldermen Crooked, Haynes, Hume, Miller, Moore Dibschke, Ohngman, Shelley, Thumate, Smith, Welch 11 Nays none. The ordinance was read the second time. Amended Alderman Schneider moved to Amend same by striking out in the caption & body of the ordinance "$150." and inserting in lieu thereof "$125." The Amendment was adopted and the ordinance as Amended was passed under suspension of the rule by the following vote: Yeas. Aldermen Crooked, Haynes, Hume, Miller, Moore Dibschke, Shelley, Thumate, Smith, Welch 10 Nays none. $800. for West Austin Fire Co By Alderman Dibschke an ordinance appropriating the sum of $800. for the purpose of aiding West Austin Fire Company in the maintenance & operation of their Company. The ordinance was read the first time & after discussion by the parties interested and by different Aldermen, the ordinance was passed under suspension of the rules by the following vote: Yeas. Aldermen Crooked, Haynes, Hume, Miller, Moore Dibschke, Redd, Shelley, Thumate, Smith, Welch 11 Nays Alderman Schneider Sanitary Inspector authorize to sell mule Alderman Smith offered the following resolution which was read and adopted. Be it resolved by the City Council of the City of Austin that the Sanitary Inspector be authorized to sell one mule the property of the City, said mule being unfit for further use by the City. Resolved: That the Mayor be, and he is hereby, directed to appoint a Committee composed of two Members of the City Council, two Citizens, who are Taxpayers, and the City Attorney, whose duty it shall be to give proper notice for the introduction of a bill in the twenty-ninth Legislature for the purpose of Amending the charter of the City of Austin, so as to eliminate therefrom the water, Light & Power Commission feature thereof, and to bring into effect the sense of this resolution. Said Committee shall prepare or caused to be prepared such bill or bills as may be necessary or proper to carry into effect this resolution and to consult and act with the local representatives and senator in the introduction and passage of such measure or measures. substitute resolution Alderman Thurman offered the following as a substitute for the resolution of Alderman Shelley. Resolved that the Mayor call for a special Meeting of this Council, Friday evening Feby. 10, for the purpose of considering the recommendation to the Legislature for an amendment to the charter with reference to the abolishment of the water & Light Commission and resolved further that the Mayor appoint and notify 30 representative Citizens and Taxpayers to meet with the Council on said date to assist in framing such recommendation.
