Austin Water and Light Commission Debate

Main Issue: The city council met to decide whether to ask the state legislature to change Austin's city charter regarding the Water and Light Commission.

White, Mayor, Presiding Roll Called Present Aldermen Crooken, Haynes, Hume, Waxler Vick, Moore, Schneider, Sisley, Shumat, Smith Weit 11 Absent Aldermen Maddox, Nehrider, Held 3 The following call of the Council was read Austin, Texas, Feby 9th 1905 A Special meeting of the City Council is hereby Called To be held in the Council Chamber, City Hall on Friday, Feby 10th 1905, at 8 oclock P. M. for the purpose Of Considering a proposition to ask the Legislature to change The Charter of the City with reference to the water and Light Commission R. C. White, Mayor F. Z. Crooken Geo. L. Hume J. W. Shumat Austin, Texas, Feby 10/05 I, H. G. Montgomery, City Marshal of Austin, Texas, do hereby Certify that the following named Aldermen have been served with the Call by having a true & copy of them in person, Viz: F. Z. Crooken Geo. L. Hume J. W. Shumat Tom D. Smith E. V. Moore K. L. Haynes J. O. Sisley J. P. Schneider Wm. Weit J. B. Nehrider H. C. Held Joe Waxler M. A. Vick, and that Alderman Maddox has been served by having a true copy of same left at his residence he being out of the City Respt. H. G. Montgomery, City Marshal The Mayor furnished the following list of citizens who were invited to be present at the meeting of the Council in accordance with a resolution passed by the Council at a regular meeting held Feby 6th 1905. Powell Alderman Shumat offered the following resolution and moved to adopt same --- Page break --- 281 Be it resolved by the City Council of the City of Austin That whereas, since the Charter requires at least of the Council four Citizens of the City of unquestioned ability and integrity, have consented to run for the offices of Water Light Commissioners of the City; That it is the sense of the Council that there be no changes made in the City Charter at the present time so far as the Water Light Commission are concerned. Alderman Nitschke entered the Council Chamber. Alderman Shumate moved that the Committee of Citizens who have been invited to present an address on the matter under Consideration, which motion prevailed. The following named gentlemen in response to the invitation addressed the Council, viz: Mess Lauck Bartholomew F. Moore, Orlander Goett Tyler Gooch Eastman Esq. Mack & Wm Johnson Alderman Haynes offered the following as a substitute for the resolution of Alderman Shumate Be it resolved by the City Council of the City of Austin, that the Charter be and is hereby instructed to order an election to be held in this City on Feby 21st 1905, at which time the proposition to amend the Charter of the City of Austin so as to abolish the Water Light Commission and that all taxpayers – qualified Voters shall be permitted to Vote on this question. Alderman Smith moved to adopt the substitute, which motion was lost by the following Vote Yeas Aldermen Haynes Schneider Shelley & Smith 4 Nays Aldermen Crooken Nance Undrken Willer Moore Nitschke Shumate & Welch 8 The resolution of Alderman Shumate was then adopted by the following Vote Yeas Aldermen Crooken Nance Undrken Moore Nitschke Shumate & Welch 7 Nays Aldermen Haynes Willer Schneider Shelley 6.
