Austin's 1905 Plans for Dam Rebuild and Electric Railways

Dam Reconstruction Project: The Treasurer presented a scheme to rebuild Austin's dam. Council appointed a special 4-person committee (including the Mayor, City Attorney, and Treasurer) plus four Democratic nominees for the Water & Light Commission to develop the proposal and report back.

Electric Railway Expansion: Council approved an ordinance allowing the Austin Electric Railway Company to install poles and tracks along Congress Avenue, moving the city toward improved public transportation.

Railroad Right-of-Way Negotiations: Two ordinances addressed the M.K. & T. Railway Company's request to build tracks across San Jacinto, Trinity-Neches, and Red River Streets, with details referred to a special committee for further review.

Street Improvements and Property Tax Relief: Council allocated $300 for street repairs in the 5th Ward and passed an ordinance allowing property owners to redeem over-taxed properties, addressing neighborhood infrastructure and tax burden concerns.

Municipal Operations: Approved routine matters including a $275 vault for the Water Commission office and authorized the Fire Committee to use surplus funds for a new horse stall.

White Mayor Presiding Roll Called Present Aldermen Brooker, Haynes, Raigen, Schneider, Shelley, Shumate, Smith, & Ueillin Absent Aldermen Cuellados, Holden, Moore, & Rebates 9 5 Read On motion the Minutes were approved as recorded by the Clerk, without reading Petition of Assessors etc. Pet. of J. A. Dahm to remove By the Mayor Petition of J. A. Dahm for permission clock to remove clock across street to new place of business. Read and on motion Petition granted. Jos. Strempff to Correct By the Mayor Petition of Joseph Strempff asking Assessment correction of Assessment for 1904. Read and on motion Petition Granted And the Assessor & Collector directed to make the correction as asked for of the city officers Reports of officers The Mayor Laid before the Council the reports of the Assessor & Collector, the Clerk, the Physician and the Sexton for the month of February, 1905, which were on motion referred to their appropriate Committees without reading. Reports of standing Committees W. & F. Protection Aldermen Schneider for the Committee to whom New Congress was referred the petition of J. A. Cooper for fire protection at the Hera Congress Co. presented a report recommending that the city allow water for fire protection only, free of charge to said Congress. The report of the Committee was adopted. Finance officers Aldermen Haynes for the Finance Committee to whom report was referred the reports of the Assessor & Collector, the Clerk and the Sexton for the month of Feb. 1905, presented a report stating that same had been examined and found correct. The report of the Committee was adopted. Pet. Citizens of South Aldermen Reid asked for, and obtained permission to remove taxes to introduce a petition. By Alderman Reid Petition of Citizens of South Austin asking the Council to remit taxes on a certain lot in South Austin used as a sand pit Read and on motion referred to the Claims and Accounts Committee, with request that they report at the next regular meeting of the Council Alderman Ueillin entered the Council Chamber New Business The Mayor stated that the Treasurer was --- Page break --- View Business Rebuilding Dam present and desired to address the Council on a Scheme to rebuild the Dam. Treasurer Ihne was invited to address the Council, which he did, after which Alderman Haynes moved that a Committee of 3 from the Council, with the Mayor, City Attorney, City Treasurer, the four gentleman nominated by the Democrats for Water Light Commissions be appointed to take up the matter presented by Mr. Ihne & report to a regular or clean Convention to the Council, which motion prevailed. The Mayor appointed Aldermen Haynes, Moore and Miller as the Committee on the part of the Council. Ordinance defining Centre Congress Austin Electric RR co By Alderman Shummall An ordinance fixing and defining the centre line of Congress Avenue, for the purpose enabling the Austin Electric Railway Company to locate itpoles and tracks thereon. The ordinance was read the first time and passed under suspension of the rules by the following Vote Yeas Alderman Crooker, Haynes, Moore, Maechen, Miller Divoore, Tibbals, Todd, Schumacher, Shelby, Shumate, Truett Wilk 13 Nays none M.K. & T. RR. right of way over Sts By Alderman Moore An ordinance authorizing the M.K. & T. Kansas, Texas Railway Company to construct and maintain certain tracks, spurs and switches upon and across certain portions of San Jacinto, Trinity-Neches and Red River Streets between Third and Fourth Streets in the City of Austin, Travis County, Texas The ordinance was read the first time Alderman Haynes moved that the ordinance be referred to a special Committee of 3, together with the City Attorney, who are to act with the Street Committee & City Engr. report at a meeting to be called for the purpose of considering said ordinance, which motion prevailed The Mayor appointed Aldermen Haynes, Shumate & Moore as the special Committee Ordinance to close Certain St & alleys Div Q. By Alderman Moore An ordinance to release unto the M.K. & T. Ry. Co. all rights acquired by the City of Austin in and to all those streets and alleys in Out Lots Nos 31 & 32, Div. O. of the City of Austin which were dedicated for public use by J.C. Kerby & Wife, on May 19th 1888 etc. The ordinance was read the first time and was Motion was referred the same Committee, with the ordinance authorizing the M.K. & T. R.R. to construct tracks etc. Tax redemption By Alderman Miller An ordinance permitting persons whose property has been over tax for taxes to the City of Austin to redeem same. The ordinance was read the first time and passed under suspension of the rules by the following vote. --- Page break --- $292 $300.00 to repair Yeas Aldermen Crockett, Haynes, Kenne, Quacken, Cullen, 5th Ward Moore, Tutt, Read, Schneider, Shelley, Shumate, Smith, Zizik – 13 Nays None By Alderman Zizik an ordinance appropriating the sum of $300.00 for the purpose of repairing streets in the 5th Ward The ordinance was read the first time Alderman Schneider moved to refer to the Street Committee Which motion was lost by the following vote Yeas Aldermen Schneider, Shelley - 2 Nays Aldermen Crockett, Haynes, Kenne, Quacken, Cullen, Moore, Tutt, Read, Smith, Shumate, Zizik – 11 The ordinance was then passed under suspension of the rules by the following Vote Yeas Aldermen Crockett, Kenne, Quacken, Cullen, Moore, Tutt, Read, Shelley, Shumate, Smith, Zizik – 11 Nays Aldermen Haynes, Schneider – 2 $275.00 to build Vault By Alderman Kenne by request an ordinance with office appropriating the sum of $275.00 for the purpose of building a Vault in the office of the Water, Light & Power Commission of the City – The ordinance was read the first time and on motion was referred to the Water & Light Committee Alderman Schneider offered the following resolution which was read and adopted Fire Com. to use Be it Resolved by the City Council of the City of Austin: unexpended balance That the Fire Committee be authorized to use the unexpended of appropriation balance of the appropriation for the East Austin Fire Wagon to repair extra Horse stall Alderman Crockett for the Printing Committee presented the following report which was read and adopted Austin, Texas, March 6th 1905 – To the Hon. H.C. Overton Mayor, and Board of Aldermen of the City of Austin. Newspaper printing Gentlemen: Your Committee on Printing to whom was lett. referred the bids for doing Public Newspaper printing of the City beg leave to report that we recommend that the bid of the Statesman attached hereto be accepted and that the Mayor and Auditing Committee be authorized to make the necessary contract L.
